The last big frontier

A movement of staunch conservatives and doomsday-watchers to the inland north-west is quietly gaining steam

Feds, liberals and Californians Keep Out

ASKED by an out-of-stater where the nearest shooting range is, Patrick Leavitt, an affable gunsmith at Riverman Gun Works in Coeur d’Alene, says: “This is Idaho—you can shoot pretty much anywhere away from buildings.” That is one reason why the sparsely populated state is attracting a growing number of “political refugees” keen to slip free from bureaucrats in America’s liberal states, says James Wesley, Rawles (yes, with a comma), an author of bestselling survivalist novels. In a widely read manifesto posted in 2011 on his survivalblog.com, Mr Rawles, a former army intelligence officer, urged libertarian-leaning Christians and Jews to move to Idaho, Montana, Wyoming and a strip of eastern Oregon and Washington states, a haven he called the “American Redoubt”.

Thousands of families have answered the call, moving to what Mr Rawles calls America’s last big frontier and most easily defendable terrain. Were hordes of thirsty, hungry, panicked Americans to stream out of cities after, say, the collapse of the national grid, few looters would reach the mostly mountainous, forested and, in winter, bitterly cold Redoubt. Big cities are too far away. But the movement is driven by more than doomsday “redoubters”, eager to homestead on land with lots of water, fish, and big game nearby. The idea is also to bring in enough strongly conservative voters to keep out the regulatory creep smothering liberty in places like California, a state many redoubters disdainfully refer to as “the C-word”.

Estimates of the numbers moving into the Redoubt are sketchy, partly because many seek a low profile. Mr Rawles himself will not reveal which state he chose, not wanting to be overrun when “everything hits the fan”. But Chris Walsh of Revolutionary Realty says growing demand has turned into such a “massive upwelling” that he now sells about 140 properties a year in the north-western part of the Redoubt, its heart. To manage, Mr Walsh, a pilot, keeps several vehicles at landing strips to which he flies clients from his base near Coeur d’Alene.

Many seek properties served not with municipal water but with a well or stream, ideally both, just in case. More than nine out of every ten Revolutionary Realty clients either buy a home off the grid or plan to sever the connection and instead use firewood, propane and solar panels, often storing the photovoltaic power in big forklift batteries bought second-hand. They also plan to educate their children at home. The remoter land preferred by lots of “off-the-gridders” is often cheap. Revolutionary Realty sells sizeable plots for as little as $30,000. After that, settlers can mostly build as they please.

Lance Etche, a Floridian, recently moved his family into the Redoubt after the writings of Mr Rawles stirred in him “the old mountain-man independence spirit—take care of yourself and don’t complain.” He chose a plot near Canada outside Bonners Ferry, Idaho, cleared an area with a view, put down gravel, “and they dropped the thing [a so-called “skid house”, transported by lorry] right on top of it”, he says—no permit required.

Some newcomers are Democrats keen to get back to nature, grow organic food or, in Oregon and Washington, benefit from permissive marijuana laws. Not all conservatives dislike this as much as Bonny Dolly, a Bonners Ferry woman in her 60s who says: “We don’t want liberals, that’s for sure,” and carries a .45-calibre handgun “because they don’t make a .46”. But lefties who move in and hope to finance tighter regulations with higher taxes often get the cold shoulder. Mr Walsh weeds out lefties from the start, politely declining to show them property, noting that they wouldn’t fit in anyway. This discrimination is legal, he says, because political factions, unlike race or sexual orientation, are not legally protected classes.

Todd Savage, who runs Survival Retreat Consulting in Sandpoint, Idaho, works with the more usual sort of client: political migrants who rail against “morally corrupt” nanny government elsewhere. He does a brisk business helping them set up their food-producing fortress-homesteads. Staff train clients in defensive landscaping, how to repel an assault on their property with firearms, and the erection of structures “hardened” to withstand forced entry and chemical, biological, radiological or explosive attack.

Very few redoubters, however, wish to secede from the United States. The Confederacy’s attempt fared badly, notes Mr Rawles. He did, however, exclude the politically conservative but mostly flat Dakotas from the Redoubt because mechanised units could manoeuvre easily there. The same went for swathes of Utah, a state also left out because it has little water.

Purists have criticised him for including eastern Oregon and Washington in the Redoubt, since their larger liberal populations near the west coast dominate state politics. But he believes that the designation will quicken efforts in the eastern reaches to form new, freedom-minded states within a generation. As Mr Walsh puts it, easterners’ taxes get them “nothing back except for a bunch more rules” from socialist bureaucrats.

As for doomsday itself, redoubters differ. Mr Rawles considers the most likely cause to be a geomagnetic solar storm like the Carrington Event in 1859, when a coronal mass ejection from the sun generated sparks in telegraph lines, setting some buildings on fire. Had the nearly 3,000 transformers that underpin America’s grid existed then, a quarter of them would have burned up, according to Storm Analysis Consultants in Duluth, Minnesota. Some redoubters have signed up to receive a National Oceanic and Atmospheric Administration alert of any approaching solar storm like the big one that blew across Earth’s path on July 23rd 2012, missing the planet by days.

Alternatively, a nuclear explosion 450km above the central United States would produce enough high-energy free electrons in the atmosphere below to fry the grid and unshielded electronics in all states except Alaska and Hawaii. Conceivably, and unpredictably, North Korea or Iran might dare to launch such a missile.

A more likely catastrophe, Mr Rawles believes, would be a pandemic virulent enough to cause the breakdown of the national sewerage system as well as the grid. Mr Savage, for his part, worries most about a “slow slide into socialism” akin to “death by a thousand cuts, right, you just keep whittling away at liberty” by, for example, restricting gun sales. Some of his firm’s clients fear that bankers may deliberately collapse the financial system in order to introduce a single global currency.

The dominant view is simply that institutions and infrastructure are more fragile than most believe, says Dave Westbrook, an American Redoubt consultant homesteading north-west of Sandpoint. Videos sold by his firm, Country Lifestyle Solutions, show redoubters how to assess the viability of off-grid properties, plant orchards and tend crops. But paranoia is out there, says Ben Ortize, the pastor of Grace Sandpoint Church. Terrorism, and the widespread belief that President Barack Obama’s progressive agenda is naive, have fuelled strong support for Donald Trump in the Redoubt, which has a disproportionately large population of former policemen, firemen and soldiers. To calm them down, he tells his flock that the Bible advises them to trust in the Lord, rather than in shotguns and Tasers.

The area’s bad rap is sometimes undeserved. “Hate in America: A Town on Fire”, a recent Discovery Channel broadcast about Kalispell, Montana, attempted to conflate gun-lovers who recoil at big government with the few white supremacists shown at the start. In fact, there is much less racism in the inland north-west than in the South, says Alex Barron, founder of the libertarian Charles Carroll Society blog and self-proclaimed “Bard of the American Redoubt”. Some are quick to label ideological opponents as white supremacists, he says. Liberal bloggers have called him one; but Mr Barron is black.

The Redoubt does give refuge to more than its fair share of outlaws, whether ageing draft-dodgers or crooks on the lam. So says Mike “Animal” Zook, a bounty hunter in Spirit Lake, Idaho with a gunslinger image enhanced by his sidearm’s faux-scrimshaw handle. Pointing east from the Riverman Gun Works car park, he notes that a man can trek that way for nearly 150 miles and see nothing but majestic forest and game. Turn south, and the wilderness extends more than double that.

Wanted men can and do disappear here, Mr Zook says. Some pan for gold, hunt, trap game and quietly slip into a town once a year or so for supplies. Nationwide, perhaps only one in 1,000 indicted felons skip bail and run for it, he says, but the percentage is higher in the Redoubt and especially in Lincoln County, in nearby north-western Montana. That provides enough work, he says, for more than 2,000 fugitive-recovery agents—as bounty hunters are also known—who, like himself, operate at least part-time, typically as private contractors for bondsmen in the Redoubt. All in all, the frontier spirit of America’s Old West is still alive and well.

Activists on Friday called for presidential nominees Donald Trump and Hillary Clinton to come to Twin Falls, Idaho, in order to address a vile rape allegedly perpetrated by Middle Eastern Muslim refugees against a five-year-old, special-needs child, challenging them to “see how America is being changed by this new crisis” of Third World migrants.

As Breitbart News previously reported, ten-year-old and seven-year-old Muslims allegedly orally raped the the victim, and the ten-year-old suspect allegedly anally raped her as well. Another alleged perpetrator recorded the attack while coaching them throughout the rape. The rapists also defiled their victim by urinating on her clothes and in her mouth. Her father viewed video of the attack:

“Thirty seconds showed them in the laundry room, they pulled my daughter around, pushed her up against the wall, pulled her pants off, he dropped his pants, he was trying to get her from behind, you know, they only… no, for the boy that was trying to do it he was, you know, he was only seven to nine years old, so not a lot of… he didn’t know what he was really doing, as you’d expect. My daughter didn’t really, was trying to fight him a little bit, she finally got away, pulled her pants up, ran around to the side of a corner, ran inside a washing machine, hunched down, shaking in fear, while he danced around with his pants down, laughing at her, pointing at her, with all the other boys — you could hear them in the background, doing the same thing – and that’s all I watched. Because after that I was just… man, I don’t want to see any more of this. If I do, I’m gonna do something I shouldn’t do.”

“We The People” of Idaho in Twin Falls City Park told reporters it was the work of the local community that helped to bring this story to America’s attention.

“Despite the best effort of city officials, it has become a national news story. Just today, a new story about the attack has gotten over 7,000 comments and the story was discussed nationally on the radio by Sean Hannity,” a member of the group said. “Despite some good coverage, national media has displayed more concern for a political narrative than the hard truth. Stories on websites like Slate and ‘Jezebel,’ as well as the Washington Post newspaper, wrote of the attack on a small, five-year-old girl as a hoax. They have also insulted the victim’s family and the people trying to support them.”

“But this attack has gotten national attention for a reason. Because it deals with issues that are hot topics for Americans,” a member of the group stated, drawing a clear line between Americans and foreigners the mainstream media works furiously to erase. An Obama administration official has repeatedly threatened Americans discussing the crime.

“[There has] been debate over how to deal with the world’s growing refugee crisis. But in their haste to make a politically-correct point, another very important issue was lost and it’s one that caused the refugees to be here in the first place,” the group continued.

“Refugees have been flooding into Twin Falls as cheap labor, for the food industry, including the food-processing industry. Local employers are given financial incentives not to hire Americans, but to hire refugees instead. The federal government has also gotten involved by providing incentives for both the companies and city officials,” they charged.

“The attack that happened to this delicate, little, five-year-old girl is one of the unforeseen consequences that are changing the make-up of our country, causing wages to stagnate, and creating a situation that is bad for everyone,” they continued. “Worst of all, the changes that have been transforming America haven’t been debated or discussed in media. Political correctness, and self-interested politicians and businessmen have allowed this to happen without engaging citizens in these policies.

“This is why ‘We The People’ are calling on the two presidential candidates, Hillary Clinton and Donald Trump, to come to Twin Falls and see how America is being changed by this new crisis — which is creating American refugees. People are being treated unfairly in their own country and held to a different standard.”

Governor Brad Little’s effort to find a new director for the Idaho Department of Commerce. Little said that a new director must “sell Idaho”.

Back in 2010, Governor Butch Otter was going on trade missions to China to “sell Idaho”. He had a plan called Project 60 in which he intended to increase the state’s GDP from $52 billion to $60 billion. The Director of the Idaho Department of Commerce Director Don Dietrich said, “the Chinese are looking for a beachhead in the United States”. He was “selling Idaho” too. It was discovered when a 23-person delegation from Communist China arrived to look at investment potential of an economic development zone called The CORE (http://www.channelingreality.com/Digital_Treason/trojan_triangle_The_CORE.htm) in Meridian, Idaho. At the time research began on The CORE, almost nothing was known by this writer concerning “zones” and because of that, the zone was dubbed a Trojan Triangle (http://www.channelingreality.com/Idx_trojan_triangles.htm).

It was also discovered that the method for increasing the GDP by selling Idaho was through the EB-5 investor visa program. The EB-5 visa program basically sells American citizenship though public officials prefer to described differently – a rose is a rose. The U.S. Department of Commerce designates an area called a “Targeted Employment Area” – a TEA zone when the unemployment in the area is at least 150 percent of the national average. An EB-5 regional center (http://www.uscis.gov/working-united-states/permanent-workers/employment-based-immigration-fifth-preference-eb-5/immigrant-investor-regional-centers) receives the money from the sale of American citizenship and they determine where to invest the money. The following are the EB-5 regional centers in Idaho.

The whole EB-5 sellout of American citizens through the sale of American citizenship begins with the U.S. Department of Commerce designation of an area as a Targeted Employment Zone – a TEA Zone. So the question is… Why are “refugees” being brought into Idaho if Idaho is a TEA Zone which means that the unemployment rate is 150 percent over the national average?

Do two Texas billionaire brothers now own a big chunk of S. Idaho?

One of the largest chunks of private land in Southern Idaho changed hands for the second time this year and the apparent new owners already have a reputation for shutting the public out.

Southern Pine Plantations, a private timberland investment company based in Macon, Ga., sold the 172,000 acres of timberlands. Those forests, primarily in Valley, Boise and Adams counties, are intermingled with Boise National Forest, Payette National Forest and Idaho state endowment lands, along with other nonindustrial private lands. The deed, which was filed in Valley County on Tuesday, lists D.F. Development LLC as the new owner with Robert Early as the contact at a mailing address in Cisco, Texas.

I called Southern Pine Plantations, which confirmed the sale but would not reveal the buyer. So I did an Internet search of Robert B. Early, of Cisco, Texas, and found a story in the Fort Worth Star Telegram, one of the Statesman’s sister papers in McClatchy.

That story said Robert Early is the chief financial officer for Wilks Brothers. Farris and Dan Wilks are the west Texas founders of Frac-Tech Services, a hydraulic fracturing and oil-field service company that sold to a Singapore company for $3.5 billion in 2011.

So I called the Wilks Development Corp., also in Cisco, Texas, which is run by Kyle Wilks, the son of Farris Wilks. I asked for Robert Early and got his assistant’s voicemail. Repeated calls Wednesday and Thursday have not gotten a response.

A Wilks Brothers purchase in Southern Idaho would be par for the course. The Wilks have been buying as much as 300,000 acres of land in Montana over several years. They bought 38,000 acres of land in Idaho County, completing the deals in 2015, and apparently closed access to local residents for hunting and recreation, the Lewiston Tribune reported.

The Tribune reported that, according to the Idaho County Assessor’s Office, the brothers started buying ranches in western Idaho County in 2008, worth a combined total of $2.4 million. The brothers did not talk to the Tribune.

After that report, Idaho Republican Congressman Mike Simpson cited the Wilks’ purchase as an example of what would happen if the federal government sold off its public lands, like former presidential candidate Ted Cruz had proposed.

“All of a sudden, they denied access,” Simpson said of the Wilks brothers. “All of a sudden, people couldn’t access their favorite fishing hole or hunting ground.

A side note: The Wilks brothers were among the biggest supporters of Cruz, giving a pro-Cruz political action committee $15 million.

The timberland they apparently bought this week once belonged to Boise Cascade, which kept it open to the public. Potlatch, the Spokane-based timber company, sold it to Southern Pine Plantations in April for $114 million.

Prior to Potlatch acquiring these lands in 2007, they were owned by Western Pacific Timber and its mercurial former billionaire owner, Tim Blixseth. He bought the land in 2004 from Forest Capital Partners, which had bought it from Boise Cascade. Blixseth also kept it open to the public.

Blixseth told me in 2004 he wanted to trade the land within the Payette River corridor, and 10,000 acres on the back side of West Mountain. He said he was prepared to trade 115,000 acres of the land as part of a complicated plan he had.

But Blixseth, who was embroiled in controversy over his exclusive Yellowstone Club near Big Sky, Mont., had a lot of grand plans that never materialized. He was released from jail in Montana last month after serving 14 months on a contempt charge connected to the Yellowstone Club bankruptcy.

Even though the Wilks brothers have not talked to the Lewiston Tribune, Farris did do an interview with the Great Falls (Mont.) Tribune earlier this year. The brothers have been trying to consolidate land at one of their ranches by doing a trade of their own with the Bureau of Land Management.

So far, the BLM has rejected the idea. But the brothers, in an act of good faith, allowed hunters and anglers access across their private land.

Farris told the Great Falls Tribune that the brothers spend about four months of the year in Montana, and both are building new homes at the N Bar Ranch at Grass Range in Fergus County so they can spend more time in the state.

It’s their land, and they can do what they want. But their good-faith gesture in Montana could show they might be willing to open their land to public access in Idaho, perhaps under the Access Yes program managed by the Idaho Department of Fish and Game.

If they did, they might find Southern Idahoans welcoming their new neighbors.

WHAT IS THE REAL AGENDA FOR OUR PUBLIC LANDS?

There is an obvious trend building even emotional liberals can’t deny. The western way of life is under full assault from our federal government and its multitude of federal agencies and policy pushers. Well known western ranchers like the Hammonds, Bundys (http://redoubtnews.com/blog/2016/02/23/cliven-bundy-and-4-others-indicted-for-bunkerville/), Hages and Joe Robertson (http://redoubtnews.com/blog/2016/06/10/forest-service-demolishes-access-private-property/), along thousands of unnamed ranching family (http://redoubtnews.com/blog/2016/06/10/clean-water-act-scores-victim-oregon/) members, are being forced to abandon this important American way of life. Why?? Federal bullies and their regulation quagmires.

My question is, what is driving this trend and why?

After reading last week’s Redoubt News (http://redoubtnews.com/blog/2016/06/10/forest-service-demolishes-access-private-property/) article about the U.S. Forest Service’s attempt to restrict a local gold club’s access to a mining claim, I decided to dig a little deeper into this growing problem. It didn’t take long to find three very disturbing documents that shed some light on the issue. These include:

A review of these three documents provides clear confirmation of planned cooperation by US federal agencies with the United Nations in an implement many Agenda 21 proposals. One of the three reports ends by stating “we heartily endorse the Plan of Implementation signed at the World Summit on Sustainable Development”!

Globalist and socialists have perfected the art of word twisting. This is an attempt to change the public’s perception on many national and world issues. Understanding their “meaning” of words often provides the first red flags for liberty loving Americans. The term “Sustainable Development” has morphed into a whole litany of confusing meanings and agendas. The definition of the word “sustainable” to an American patriot can be far different than the meaning to a UN global environmentalist.

Colin PowellThe root of the issue goes back to the United States’ participation in the “World Summit on Sustainable Development” in Johannesburg, South Africa in September 2002. At the Summit’s closing ceremonies, then US Secretary of State, Colin Powell, adopted the “Plan of Implementation”. This plan addressed activities relating to mining, minerals, metals and resources and how they would be managed.

Since then, those “sustainability principles” have been trickling into federal rules, regulations, fees and policies. These policies are then pushed onto the states by agencies like the EPA, BLM and USDA. I believe it is no coincidence that the public and private western lands we are seeing ranchers being bullied off of, being “acquired”, or being highly regulated with fees and restrictions, are same ones where important mineral or water resources occur.

Our federal bureaucrats continue to fall in lock step with the UN global thinking. Their brochures are now boldly proclaiming they will “support efforts to address the environmental, economic, health and social impacts using partnerships at international levels among interested governments, intergovernmental organizations”. This continues to promote their “idea” sustainability. They have obviously forgotten they work for the American people-not the United Nations and its global members.

Redefining and promoting social engineering ideas like sustainability is not an enumerated power of the federal government! We need to say enough is enough. I believe until we start standing up as a sovereign state and making our own decisions, we will continue to be locked out of our public lands, forest fires will continue to burn billions of dollars in homes and renewable timber resources, and the American ranching way of life will further falter under withering federal pressures.

Throughout all posts the United Nations (UN) has been explicitly clear about usurping land throughout the world in order to control not only the resources, but humans as well. United Nations Environment Programme (UNEP)Previous posts have explained how the United States Forest Service is being run by UN dictates with continued mandates to lock up more forest through national monuments, wilderness areas, and forbidden use. The use of Tribes to remove land and resources from Americans is clearly outlined with their exploding partnerships to achieve these goals. Prior to the announcement of Agenda 2030 the UN has already sent their UN non-governmental organizations (NGO) out to convince local city and county officials to create city clusters for the benefit of the corporate world, which they proudly call “corporate governance (http://www.oecd.org/corporate/principles-corporate-governance.htm)“.

One federal agency making the news lately is the Bureau of Land Management (BLM). Although the January seizure and occupation of the Malheur (http://www.redoubtnews.com/blm/protesters-photos-feds-caused-damage/) National Wildlife Refuge (http://www.oregonlive.com/pacific-northwest-news/index.ssf/2016/01/drama_in_burns_ends_with_quiet.html) in Burns (http://www.redoubtnews.com/us/in-burns-with-the-oath-keepers/), Oregon by protesters was intended to highlight the BLM and its continued illegal confiscation of privately owned land, this BLM extortion was really not adequately exposed.

The Department of Interior (DOI) is a federal government agency that is systematically destroying America. Here is a chart of departments managed by the DOI, the BLM being one, all of which are resource based.

Because of complexities between government agencies, the BLM agenda will be broken down into overlapping issues of wilderness, desertification, ecosystems, and federal resource theft. Disputes over BLM land management occur because the BLM goal is eliminating private ranching, pushing ranchers off private property, preventing use by humans, stealing (http://www.redoubtnews.com/government/lane-county-or-prepares-to-join-lawsuit-against-blm/) resources, and as in the case of forests, destroying BLM land via destructive land management policies.

Wilderness

According to the Idaho BLM site (http://www.blm.gov/id/st/en/prog/NLCS/wilderness.html) they control 541,812 acres of wilderness in Idaho, justifying this with Congress ensuring “…that an increasing population, expanding settlement and growing mechanization would not occupy and modify all areas of the United States.” Better get back on that birth control. America still has settlers?

The BLM defines (http://www.blm.gov/wo/st/en/prog/blm_special_areas/NLCS/wilderness2/Wilderness_FAQ.html) wilderness as “an area where the earth and its community of life are untrammeled by man, where man himself is a visitor who does not remain…Federal land retaining its primeval character and influence, without permanent improvements or human habitation, which is protected and managed so as to preserve its natural conditions…”. Shame on you for wanting to enjoy land in your state, for which you are being taxed and banned from using. For years there have been ongoing grazing and water right disputes between ranchers and the BLM. The UN (http://www.fao.org/newsroom/en/News/2006/1000448/), BLM, and other nefarious federal agencies hate grazing (http://www.blm.gov/wo/st/en/prog/grazing.html), claiming “unregulated grazing” has over the years caused “…damage to soil, plants, streams, and springs…”. Their solution is to reduce and restrict grazing, charge ranchers (http://www.opb.org/news/series/burns-oregon-standoff-bundy-militia-news-updates/federal-grazing-fees/) grazing fees (http://www.blm.gov/style/medialib/blm/wo/Information_Resources_Management/policy/im_attachments/2008.Par.37258.File.dat/IM2008-170_att2.pdf), and use species protection for further restricted land use, justifying their obligation to “…ensure the long-term health and productivity of these lands…”. Bullcocky, the purpose is to remove (http://www.sltrib.com/home/3476726-155/storm-over-rangelands-begins-in-boise) humans from their land and take over the resources. These restrictions and fees are the basis for the Bundy (https://en.wikipedia.org/wiki/Bundy_standoff) and Hammond (http://bundyranch.blogspot.com/2015/11/facts-events-in-hammond-case.html)ranch conflicts.

For generations ranchers have used grazing to maintain land health, grazing can even be used to heal (http://managingwholes.com/grazing-heals-land.htm) damaged land. Allan Savory (https://en.wikipedia.org/wiki/Allan_Savory), a noted ecologist, explains how grazing has restored neglected land in this video (https://www.youtube.com/watch?v=vpTHi7O66pI). Of course, he has his critics such as Idaho State University professor Dr. Ralph Maughan (http://www.thewildlifenews.com/2013/03/18/alan-savory-gives-a-popular-and-very-misleading-ted-talk/), who has probably never worked a piece of land in his life other than through a UN biased government agency.

Allowed activity is defined by the BLM as activity on or near wilderness land through “Resource Management Plans (http://www.blm.gov/id/st/en/prog/planning.html)“. As an example, the Idaho BLM just approved the Owyhee Canyonlands Wilderness and Wild & Scenic River Management plan (https://eplanning.blm.gov/epl-front-office/eplanning/planAndProjectSite.do?methodName=dispatchToPattern Page&currentPageId=22153). Among other requirements, through this plan the BLM dictates obsessive requirements for motorized vehicles, livestock grazing, hunting blinds, rock climbing, camping, recreation permits, visitor restrictions, trail use, and even bodily function requirements! The BLM is also obligated to “protect endangered species” such as the sage grouse (http://www.blm.gov/wo/st/en/prog/more/sagegrouse/conservation.html), which ensures that you don’t “harrass (http://www.blm.gov/style/medialib/blm/co/field_offices/uncompahgre_field/rmp/rmp_docs.Par.78755.File.dat/BLM%20Special%20designations%20and%20Decisions.pdf )” or step on mating nests. These restrictive practices are passed down from the Wilderness Act (WA) and Endangered Species Act (ESA) or through other “special designations (http://www.blm.gov/style/medialib/blm/co/field_offices/uncompahgre_field/rmp/rmp_docs.Par.78755.File.dat/BLM%20Special%20designations%20and%20Decisions.pdf )“. But the ruse is really to ban you from using the land.

It is well understood that wilderness and other “protected” areas are a focus (https://www.iucn.org/about/work/programmes/gpap_home/gpap_quality/gpap_pacategories/gpap_category1b/) of the UN. As noted in previous posts, the Wilderness Act was written (https://en.wikipedia.org/wiki/Wilderness_Act) by Howard Zahniser, director of the Wilderness Society (http://esango.un.org/civilsociety/simpleSearch.do?method=search&searchTypeRedef=simpleSearch&sessionCheck=false&searchType=simpleSearch&organizationNamee=wilderness+society&Submit=Go), a UN non-governmental organization (NGO). The UN has other deceitful “protection (http://www.unep.org/resourceefficiency/Business/SectoralActivities/Tourism/Activities/WorkThematicAreas/EcosystemManagement/ProtectedAreas/tabid/78794/Default.aspx)” plans through national monuments, conservation easements, and habitat reserves. But their swath of land theft will continue to grow though other hoaxes.
“In cooperation with UNEP (http://www.unep-wcmc.org/#?dashboard=show)-World Conservation Monitoring Centre…” the United States Geological Survey (USGS (http://www.arcgis.com/home/item.html?id=a1cb56096e8144a99705a2eec67850b2)) hands over information to the UN for data gathering and monitoring progress, and …”supports global analyses and policy decisions by maintaining World Database for Protected Areas (WDPA) Site Codes and data for International Union for the Conservation of Nature (IUCN)…”. Even the Idaho BLM (https://eplanning.blm.gov/epl-front-office/projects/lup/39528/48603/52775/Appendix_B_Special_Status_Species_BLM_Protocols.pd f) is in the game using the IUCN (http://www.iucnredlist.org/) Red List of threatened species to ban you from using Idaho land. Anticipate more species needing protection from you.

The Death of Idaho


Columbia River Treaty

With the new United Nations (UN) and federal government grand plan to steal what remains of our land through the ruse of ecosystem management, there is one grand daddy that will take all of Idaho in one fell swoop.

In 1944 the United States and Canada began talks to jointly manage the Columbia River which crossed the border. Both came to an agreement in 1961 creating a treaty that would provide flood control, generate hydropower, and meet irrigation needs. This treaty, known as the Columbia Treaty (http://www.crt2014-2024review.gov/Files/International%20Documents%20ColumbiaRiverTreaty.pd f), was finalized in 1961 and implemented in 1964. Because the river crossed borders, called transboundary, it was also recognized as an "international treaty".

In fact, the International Joint Commission (IJC (http://www.ijc.org/en_/)), created from the Boundary Waters Treaty in 1909 to help (http://www.ijc.org/en_/IJC_History) with treaty negotiations, was involved with the Columbia Treaty. The IJC created the International Columbia River Engineering Board (ICREB) in 1944 to study the Columbia basin waters, soils, population, economics, hydrology, and existing dams, while considering ..."the basin as a whole, (http://www.historylink.org/index.cfm?DisplayPage=output.cfm&file_id=10461) without regard for the international border."

The agreement stipulated that Canada would provide water storage with dams, then be compensated for water release that generated hydropower. Although not specifically stated as a "basin" treaty, the treaty does reference the Columbia basin.

Below is a map of the Columbia River and Canadian dams, the river itself just barely touching Idaho. The Montana Libby dam was agreed to by Canada.

This treaty successfully accomplished the goals of controlling flooding, producing hydropower, and irrigation management. In the treaty, for any potential unresolved disputes (http://www.internationalwatersgovernance.com/columbia-river-basin.html), the final decision could be referred to the UN (http://www.icj-cij.org/court/index.php?p1=1)International Court of Justice. How about that, no Idaho citizen has a say in the matter, but the UN does.

In 1995 Canada created the Columbia Basin Trust (CBT (http://www.cbt.org/About_Us/)). Somehow the Northwest Power and Conservation Council (NPCC (http://www.nwcouncil.org/contact/idaho/)) and the CBT refer to the river as the "International Columbia River (https://www.nwcouncil.org/news/intlcolumbiariver/)". The NPCC (http://www.nwcouncil.org/contact/idaho/) adheres to the Intergovernmental Panel on Climate Change (IPCC (https://www.nwcouncil.org/media/30327/2007spring.pdf)) science, you know, that UN (http://www.ipcc.ch/organization/organization.shtml) organization. One CBT goal was to "...promote (http://www.internationalwatersgovernance.com/columbia-river-basin.html) the social, economic, and environmental well-being in the Canadian portion of the Columbia River Basin.", all three Agenda 21 pillars (http://www.un.org/en/ga/president/65/issues/sustdev.shtml). After GHW Bush signed Agenda 21 (Chapter 18 (http://habitat.igc.org/agenda21/a21-18.htm)) in 1992, the U.S. Interior Columbia Basin Ecosystem Management Project (http://www.icbemp.gov/html/projectinfo/web/history.htm) began in 1994, under WJ Clinton, incorporating (http://www.icbemp.gov/news/charter.html) the same three pillars. Meanwhile, Canada also promotes (http://www.international.gc.ca/department-ministere/sustainable-durable.aspx?lang=eng) sustainable development, aka Agenda 21.

Although the treaty (http://www.canadashistory.ca/Magazine/Online-Extension/Articles/A-River-Runs-Through-Us) was intended to run in perpetuity one clause allowed both countries the opportunity to give ten years notice, starting in 2014, for unilaterally renegotiating or terminating the treaty. The flood control aspect expires in 2024, unless both reach agreement to extend it. The 2014/2024 Columbia River Treaty Review (http://blog.gov.bc.ca/columbiarivertreaty/files/2012/05/phase-1-report-7-28-2010.pdf) began in 2010, four years prior to 2014. The Bonneville Power Administration (BPA (https://www.bpa.gov/Pages/home.aspx)), operated by the Department of Energy, and the U.S. Army Corps of Engineers (USACE) planned workshops (http://www.internationalwatersgovernance.com/columbia-river-basin.html)for public input. Do you remember being invited?

Ok, so what, they are going to renegotiate the treaty. Well, it now goes way beyond that.

Ecosystem Management

Given the belief that environmental and social factors were not considered in the original treaty, being unfair to Tribes and the environment, negotiations must now include those factors. After all, we must remember our loyalty to Agenda 21 and the UN. The gimmick to do such? Ecosystems. All of these groups, agencies, and governments are now going to massively expand the treaty to include not just the river, but the entire Columbia basin. As explained in the BLM posts, the agenda is now incorporating ecosystems into all decisions. This is the final tool that will kill all sovereignty over state and private land. Every species, habitat, wetland, watershed, river, insect, grass, bush, water drop, and more will need protection...there will be no justification for any one of us to use any land because of ecosystem damage we cause. Plus it gives reason to regulate private land, if you are lucky enough to possess it.

A simple ecosystem definition (http://www.merriam-webster.com/dictionary/ecosystem) is "the complex of a community of organisms and its environment functioning as an ecological unit". Others make it more complex (http://www.sustainablescale.org/ConceptualFramework/UnderstandingScale/BasicConcepts/EcosystemFunctionsServices.aspx) in that "...ecosystems themselves represent part of the earth’s biodiversity.", and humans are destroying (http://www.sustainablescale.org/areasofconcern/Biodiversity.aspx) this biodiversity. In this description (http://www.biologydiscussion.com/ecosystem/ecosystem-its-structure-and-functions-with-diagram/6666)there is no mention of humans in the ecosystem environment.

The Department of Interior (DOI), which manages (https://www.doi.gov/whoweare/orgchart/) the BLM (http://www.blm.gov/style/medialib/blm/nv/field_offices/las_vegas_field_office/energy/dry_lake_sez/workshop_4_feb_27.Par.58338.File.dat/Regional%20Mitigation%20Goals%20Objectives.pdf), USFWS (https://www.fws.gov/endangered/esa-library/pdf/ecological.pdf) (pg 31), USFS (http://www.fs.fed.us/climatechange/documents/strategic-framework-climate-change-1-0.pdf), NPS (http://www.nature.nps.gov/climatechange/docs/NPS_CCRS.pdf) (pg 19), BIA (http://www.bia.gov/WhoWeAre/RegionalOffices/Pacific/ClimateChange/), and USGS (http://www.usgs.gov/ecosystems/environments/) among other agencies, has declared a more effective "mitigation (http://www.dictionary.com/browse/mitigation)" policy, defined as "...mitigation that includes the “preservation, enhancement, restoration or creation (PERC (https://en.wikipedia.org/wiki/Mitigation_banking))” of areas destroyed in the name of progress." That means you, human being, you have and continue to destroy land. The effort (http://www.ecosystemmarketplace.com/articles/department-of-interior-seeks-a-more-inclusive-and-effective-mitigation-policy/) is "...attempting to establish a department wide mitigation strategy (https://www.doi.gov/sites/doi.gov/files/migrated/news/upload/Secretarial-Order-Mitigation.pdf) that will protect natural resources as the US prepares for an expected rise in development projects on public land." This references the Resource Theft in the BLM posts, more land confiscation for the federal government to engage in renewable and other energy projects for land and energy control in partnership with foreign countries to redistribute our wealth. Here is the DOI 2014 (http://www.ecosystemmarketplace.com/articles/department-of-interior-scales-up-its-mitigation-strategy/) mitigation strategy update with the cat out of the bag on renewable energy in the bottom paragraph. The BLM (https://nicholasinstitute.duke.edu/sites/default/files/publications/frmes_lp_2_flpma.pdf) is already applying an Ecosystem Services Framework for Land Use Planning. Shocker. The UN (https://www.cbd.int/doc/meetings/cop/cop-11/information/cop-11-inf-17-en.pdf) Convention on Biological Diversity lists how federal government agencies are implementing their ecosystem restoration, USFS page 76, EPA watersheds page 83, and USDA agriculture/livestock page 85.

The USDA, USFS, DOI, and BLM have been working on identifying the Columbia Basin ecosystem risks since 1997 (http://www.fs.fed.us/pnw/pubs/gtr_404.pdf). 107 "layers" of information were analyzed using Geographic Information Systems (GIS). Throughout this document every map shows some type of ecosystem destruction, which means the only way to preserve or restore the basin is to control it. In 2003 these same agencies created a memorandum (http://www.icbemp.gov/spatial/) of understanding to "implement" the Interior Columbia Basin Strategy, updated in 2014 (http://www.icbemp.gov/html/ICBEMP_Frameworkmemorandum-and-strategy_2014.pdf). The strategy? "A Strategy for Applying the Knowledge Gained by the Interior Columbia Basin Ecosystem Management Project to the Revision of Land Use Plans and Project Implementation". If the reader takes the time to read this document it becomes very apparent that there is no room for any human to use any of this land as it has to be protected or "restored" from human damage. Page 1 lists all the Idaho areas that will be affected. Ecosystems listed include landscape, habitat, forests, rangelands, riparian and other species, riparian areas, and Tribes.

Since 2002 more GIS (http://www.fs.fed.us/pnw/publications/pnw_gtr405/pnw_gtr405_09.pdf) and Spatial Data have been collected on the basin for the purpose of eventual full control through ecosystem management. Here are the 8 chapters (http://www.icbemp.gov/spatial/pubdoc/stars/html/ch1stars.shtml) of ecosystem maps showing the numerous mapping details, including topography, hydrologic, vegetation, landscape, grazing, watershed (http://www.ecy.wa.gov/programs/wr/cri/Images/crb-shd.pdf), riparian, rangeland, ecology, roads, habitat, species, timber, economy, population, and reservations, naming just a few. Now that all of this data has been collected and strategies developed prior to the 2014 renegotiation start date, let the two (http://thetyee.ca/News/2016/03/14/Columbia-River-Treaty-Renegotiation/?utm_source=twitter&utm_medium=social&utm_content=031416-4&utm_campaign=editorial-0316) countries begin talks (http://www.mcclatchydc.com/news/politics-government/white-house/article64262632.html). And, because the U.S. Department of State has a specific mission (http://usun.state.gov/about) to the UN, they support (http://www.celp.org/category/columbia-river-treaty/page/2/)incorporating ecosystem management strategies into the treaty.

All groundwork has been completed to finalize the takeover of Idaho through a renegotiated treaty using ecosystem management.

United Nations

Agenda 21, Chapter 15 (http://habitat.igc.org/agenda21/a21-15.htm) and Agenda 2030, Goal 15 (http://www.un.org/sustainabledevelopment/biodiversity/) address the need for ecosystem protection (https://sustainabledevelopment.un.org/topics/biodiversityandecosystems) and restoration. There is also the UN Convention (https://www.cbd.int/sp/targets/) on Biological Diversity (signed by the U.S. in 1993 (https://www.cbd.int/information/parties.shtml)) which outlines targets for ecosystem management by 2020. Did you read that? 2020, 4 years from now. It would be fair to say they are on the last leg of getting it done. Let's see what else UN wants for ecosystem management.

The United Nations Environment Programme (UNEP) envisions integrating ecosystem management into "ecosystem services (http://www.unep.org/ecosystemmanagement/Introduction/tabid/293/language/en-US/Default.aspx)", providing "specialized expertise" for assessment, management, economics, and governance including international agreements, legislation, and policy. As part of the memorandum of understanding with UNEP (https://www.epa.gov/sites/production/files/2014-05/documents/epaunepmou.pdf), the Environmental Protection Agency (EPA (https://www.epa.gov/research-grants/integrating-human-health-and-well-being-ecosystem-services)) supports ecosystem services along with multiple federal agencies (https://www.doi.gov/sites/doi.gov/files/migrated/restoration/library/upload/Update-on-Ecosystem-Services.pdf) promoting the same. UNEP also has several booklets (http://www.unep.org/ecosystemmanagement/) on ecosystem management if you would like to know more.

The United Nations Development Programme (UNDP (http://www.undp.org/content/undp/en/home/ourwork/environmentandenergy/focus_areas/ecosystems_and_biodiversity.html)) also has an agenda for ecosystem management and created (http://www.undp.org/content/undp/en/home/librarypage/environment-energy/ecosystems_and_biodiversity/biodiversity-and-ecosystems-global-framework-2012-to-2020.html) the Biodiversity and Ecosystems Global Framework 2012-2020 for countries to use as a guide. It can be downloaded to read. UNDP provides (http://www.undp.org/content/undp/en/home/ourwork/environmentandenergy/focus_areas/ecosystems_and_biodiversity.html) "technical and policy advice to governments" while promoting "Ecosystem-based Mitigation of & Adaptation to Climate Change", currently being implemented by the DOI as previously noted. Again a 2020 date for framework implementation.

One other UN organization, the International Union for Conservation of Nature (IUCN), of which the DOI is a member (https://www.iucn.org/about/union/secretariat/offices/usa/members/), has a special Commission (https://www.iucn.org/about/union/commissions/cem/) on Ecosystem Management, including a Red List (http://cmsdata.iucn.org/downloads/rle_english_web_version.pdf) of Ecosystems the DOI can use, plus a transboundary water assessment (http://www.iucn.org/about/work/programmes/water/?uNewsID=13104) and management program.

Although not signed (http://www.internationalwaterlaw.org/documents/intldocs/watercourse_status.html) by the U.S. or Canada, the UN Watercourses Convention (http://www.globalwaterforum.org/2015/02/02/the-un-watercourses-convention-a-milestone-in-the-history-of-international-water-law/)(UNWC (http://www.unwatercoursesconvention.org/)) is recognized as the "most authoritative source of international water law". The UNWC aims to be the global water instrument, the authoritative source of international water law, and create frameworks for water governance arrangements which includes transboundary water and ecosystem protection. If the U.S. signs this convention it will put the Columbia basin under further, and complete, UN rule.

The United States Entity, comprised of the BPA and the USACE, released a document, Regional Recommendation for the Future of the Columbia River Treaty after 2024 on 12/13/13 (http://www.crt2014-2024review.gov/Files/Regional%20Recommendation%20Final,%2013%20DEC%2020 13.pdf), meeting the UN regionalism (http://www.springer.com/us/book/9789400727502) goal. One noteworthy recommendation is on page 5, Ecosystem-based Function. This is a scheme concocted by the UN, justified by climate change scare tactics, and is really about taking final control over land, resources and humans. It is also called "Ecosystem-based Adaptation (http://www.iucn.org/about/work/programmes/ecosystem_management/climate_change/eba/)", ecosystem (http://www.unep.org/pdf/GPA/Ecosystem_based_Management_Markers_for_Assessing_P rogress.pdf) based management, and can be separated out into different areas such as fisheries (http://www.fao.org/docrep/MEETING/003/X9377E.HTM), mountains, and even disasters (http://web.unep.org/regions/rolac/ecosystem-based-disaster-risk-reduction). This UNEP document (http://www.unep.org/pdf/GPA/Ecosystem_based_Management_Markers_for_Assessing_P rogress.pdf) gives a convoluted, scattered description of ecosystem based management on pages 4-5, almost as if they were trying to figure out how to justify a way to control everything. All four Idaho representatives, Risch, Crapo, Simpson, and Labrador urged the adoption (http://naturalresources.house.gov/uploadedfiles/04_15_2014_nw_delegation_lt_to_president_crt.pdf) of this treasonous document.

The USGS (http://water.usgs.gov/nrp/IHP/) sits on the U.S. National Commission (http://www.state.gov/p/io/unesco/) for UNESCO's International Hydrological Programme (IHP (http://www.unesco.org/new/en/natural-sciences/environment/water/ihp/about-ihp/)) with one interesting function, "Recommending U.S. programs for participation in the UNESCO International Hydrological Programme.", and there are several (http://www.unesco.org/new/en/natural-sciences/environment/water/ihp/ihp-programmes/) programs. What this means for the hydropower generated by Columbia River dams is uncertain. It is difficult to ascertain just how the Columbia River Basin became "international (http://webworld.unesco.org/water/wwap/pccp/useful_links/columbia_maps.shtml)". But, being designated as such, it places the basin under International (http://www.internationalwatersgovernance.com/) Waters Governance (http://www.internationalwatersgovernance.com/columbia-river-basin.html), as part of the GEF International Waters Governance Project (http://www.internationalwatersgovernance.com/reports.html). GEF (https://www.thegef.org/gef/) stands for Global Environment Facility, financed via UNEP (http://www.unep.org/dgef/InternationalWaters/tabid/1700/Default.aspx). Regardless, it also involves Idaho dams (http://www.nwd.usace.army.mil/Media/FactSheets/FactSheetArticleView/tabid/2128/Article/475820/columbia-river-basin-dams.aspx), so it will affect us as well.

In the United Nations World Water Development Report (http://unesdoc.unesco.org/images/0024/002439/243938e.pdf) 2016, everything you would want to know about how the UN will control our water is explained. On page 57-58 it describes changing our water use to a "green" economy which means industrializing our agriculture and urban water infrastructure as two examples, using UN business partnerships (http://www.globalresearch.ca/the-new-water-barons-wall-street-mega-banks-are-buying-up-the-worlds-water/5383274). This explains the Common Core emphasis on STEM (http://www.stemedcoalition.org/) and vocational education, preparing our children for the workforce needs of these industries. Pages 58-61 cover Agenda 2030 Goal 6 and related water goals. The UN will manage water through their Integrated Water Resource Management Plan (IWRM (http://www.un.org/waterforlifedecade/iwrm.shtml)), which the Idaho Water Resource Board (https://www.idwr.idaho.gov/IWRB/about-the-IWRB/) follows. Transition to renewable energy investment starts on page 83, addressing hydropower and urban infrastructure, which is why the UN bank (http://www.globalresearch.ca/the-new-water-barons-wall-street-mega-banks-are-buying-up-the-worlds-water/5383274)partners are buying water utilities in preparation for the takeover. The Idaho Department of Water Resources was given a special mention on this page also. Yes, the UN monitors (http://www.unwater.org/kwip) U.S. and Idaho water. Ecosystems are covered from page 26-28.

The UN believes (http://www.un.org/waterforlifedecade/transboundary_waters.shtml) transboundary waters should be under international rule with focus on the "use, development, protection and conservation of water resources." Since the Columbia Basin has somehow been declared international, it looks like the river is primed for UN (http://www.unwater.org/activities/thematic-priority-areas/transboundary-waters/en/) take over.

Briefly on the social pillar. As previously posted in the December, 2015 archives on Tribes being used by the federal government to take land and water from American citizens, Tribal rights are not being ignored in the treaty negotiation, including Idaho (https://www.nwcouncil.org/news/intlcolumbiariver/) Tribes. Emphasis on salmon (http://www.columbian.com/news/2013/mar/17/climate-part-of-columbia-river-talks/), tribal resources (http://www.critfc.org/tribal-treaty-fishing-rights/policy-support/columbia-river-treaty/), and culture will be part of the talks, with full UN (http://www.un.org/apps/news/story.asp?NewsID=37691#.VxFME3qo01o) backing on Tribal water rights.

Summary

If all of this gobbledegook has left you bored to tears or brain dead, there is a more simple explanation. The UN wants control of water, and they want it bad as water is the most valuable resource needed for everything.

The intent is expanding the treaty to include the full Columbia Basin, not just the original river. With ecosystem management, defined by the UN and implemented by their federal buddies, public land will not only be affected, but private land as well. The goal is taking basin water resources, from basin water drops to storage, then controlling its use in agriculture, industries, and urban infrastructure, among other uses. Forcing Idaho into a "green economy" means expensive technology will be needed for redesigning water use in all areas, and the federal government taking more land for their renewable energy projects. UN business partners, many of them banks, will be investing in this green technology while the federal government will ban land use and take private land away through regulations causing economic devastation, what they are doing to ranchers. Agricultural farmers will be next. Common Core will educate your child to those new industrial technology needs. The UN has multiple water (http://www.unwater.org/about/members-and-partners/en/) partners supporting this agenda. Ecosystem data (https://business.un.org/en/documents/7922) is made available to UN business partners so they can take advantage of energy projects once we are stripped of our land.

Idaho will soon die, there will be nothing left of our state. This will truly be the death of Idaho. The UN controls our forests, government agencies implement UN objectives on our land, our cities are being redesigned by the UN, we are being forced off our land into cities, children are being indoctrinated on UN ideology...there is nothing left but ecosystem management to finish us off. Our water will be taken and controlled, we will be told where and how we can enjoy the outdoors, if at all. Jobs will be determined by UN corporate industries. Yet Idahoans don't listen, state legislators refuse to address this out of the fear it looks like a conspiracy. It is not a conspiracy, it is right there in front of everyone. And we do nothing. Shame on us, shame on us.

We should be in the streets demanding our legislators remove us from every illegal, treasonous, unconstitutional regulation that each corrupt federal agency forces on us, and demand that there will be no implemented UN objective in our state. We should be yelling at the top of our lungs that if this is not done, we will remove each legislator, and keep going through them until we find one that has the courage, and the love of Idaho, to do as we tell them, not ask, tell them. When will we be ready and have the courage to do this? We have 4 short years, the UN has given us the year. When?
