Pepe is the main mascot of /pol/, and to a degree the Alt-Right (both are linked.) It's meant to represent the average poster who is in a social position of being abnormal and not fitting in with the generally messed up society.

One of the main reasons Pepe is used is since the media always finds 1990's clip art of Neo-Nazi's giving "Nazi" salutes to scare the general public. So Pepe is used to make this demonization not work since when someone tries to demonize someone who is using humor, it usually blows up in their faces.

Memes like Pepe evolve over time on image boards. Someone draws/manipulates an image. If people repost it it can gain traction. If people keep posting it, and modify it over time it can evolve into a meme and adopted into everyday culture and language.

In general though Pepe is meant to represent the average user who feels somewhat hopeless about how messed up society is, and how alone they feel in it.
