so the big oil plants in se tx are fighting and and winning LARGE devaluation to their property value (long winning streak of dramatic devaluations based on scrap value, not market value) - stripping the polluted host cities of big tax revenue. this is enabled by globalist threats of shutting down (even more units/plants) and moving them overseas.

Homeowners will pay a 5 cent higher property tax rate of 49.7 cents per $100 taxable property valuation. The effective tax rate — the rate needed for the city to collect the same amount of revenue — increased 5 cents because of lower appraisal values for industrial complexes.
