The Obama administration is contemplating an unprecedented cyber covert action against Russia in retaliation for alleged Russian interference in the American presidential election, U.S. intelligence officials told NBC News.
Current and former officials with direct knowledge of the situation say the CIA has been asked to deliver options to the White House for a wide-ranging "clandestine" cyber operation designed to harass and "embarrass" the Kremlin leadership.
The sources did not elaborate on the exact measures the CIA was considering, but said the agency had already begun opening cyber doors, selecting targets and making other preparations for an operation. Former intelligence officers told NBC News that the agency had gathered reams of documents that could expose unsavory tactics by Russian President Vladimir Putin.

A nationwide EMP strike would necessarily need to be done at high altitude over the center of CONUS to be thorough in coverage. OTOH the goatfuckers of IS could wreck havoc only locally at best with an EMP device in a light plane. IMO the only potential adversaries capable of setting off an EMP device using an ICBM are the ChiComs and the Russians with N. Korea working in that direction (if they haven't managed to place an EMP device in orbit already, which is very possible since the N. Koreans have place a satellite in orbit which 'appears' not to do anything but sit there) and perhaps the Iranians.
We should be nice to others and not piss them off, you know, the Golden Rule approach.

The Russians have the ability to take down the US electrical grid without nuclear weapons (EMP). The computers and especially the PLCs that control the grid can be "taken out" ala Stuxnet, and active hacking. The fragility of the grid has been known for 20 years, and despite lots of talk in the wake of 9/11, not much has been done to correct it. I was "in the middle" of the grid collapse on the West Coast in July 1996, and initial thoughts were cyberattack (it's never been disproven, but the official story is only partially tenable).
And yes, on the Golden Rule (not rule of gold) among nations.
