Crime of opportunity to add to their pedo ring. Why wait and kidnap kids in far off countries if you notice some drunk parents left a cute little girl unattended in an unlocked apartment while they went out. If they're Pedos and were around the area where the child was, they probably had their eye on her and then when they saw her parents behavior and that they left the kids and were drunk, it would be super easy to kidnap her.
