This could be a temporairy decision since the whole ACA plan is totally screwed up. It will take a while to create a new one and get it to pass before it could be implemented.

Oh absolutely! He just can't axe the whole thing without a well thought out plan that WILL work, which will take time. He could axe the penalties first and then go after the huge increases starting 2017. Adding cross state competition would also help a lot of people until he has a new plan.
