The tactical importance of Twatter is minimal. Keep a strong presence, of course, but "hit and run" tactics are more effective than aiming to keep a static presence. If they knock down a Twatter account, create another...or two...or three. The meme war is far more important than someone having a "brand name" account. Just have your army post #HashTags to actual sites/domains under your exclusive control (i.e., privately-hosted websites), and use multiple variants (proxies) in case the URL itself is banned.

The majority of Twatter users (are for Web 2.0 users in general) are irredeemable. They support this type of censorship.
