We Looked at Cabinet Picks Over the Last 40 Years. Here’s How Trump Stacks Up So Far.
November 22, 2016

http://dailysignal.com/wp-content/uploads/161130_Cabinet-Choice-Timing-385x200.png

A Daily Signal analysis of Cabinet nominations dating back 40 years reveals that President-elect Donald Trump is outpacing all of his predecessors, including George H.W. Bush, who was a sitting vice president at the time of his election.

Trump’s selection of Jeff Sessions as attorney general on Nov. 18 made him the second-fastest president-elect in recent history to pick a Cabinet nominee. He added another on Nov. 23 with Besty DeVos as education secretary.

In the fourth week of the transition, Trump has named four nominees: Rep. Tom Price at the Department of Health and Human Services, Elaine Chao at the Department of Transportation, Steven Mnuchin at the Treasury Department, and Wilbur Ross at the Commerce Department.

The speed of Trump’s choices is even more surprising given that Bush enjoyed the continuity of Republican government in 1988; two of Bush’s three nominations in November 1988 were holdovers from the Reagan administration. With his selection of Price and Chao, Trump is now the fastest president-elect in 40 years to fill four Cabinet roles.

Trump continues to meet with leaders across the political spectrum to discuss roles in his administration. The meetings have drawn much media fanfare, prompting The New York Times to suggest “the pace of announcements from Trump Tower has slowed to a crawl” after several days without one.

In addition to his Cabinet picks, Trump has announced that South Carolina Gov. Nikki Haley will be U.N. ambassador, retired Lt. Gen. Michael Flynn will be his national security adviser, and Rep. Mike Pompeo, R-Kan., will head the CIA. Those selections, as well as the choice of Reince Priebus and Stephen K. Bannon for White House roles, weren’t included in The Daily Signal’s analysis because they are not Cabinet-level positions.

Using historical information from the U.S. Senate (1976-2000 (http://www.senate.gov/reference/resources/pdf/cabinettable.pdf) and 2008 (http://www.senate.gov/reference/Obama_cabinet.htm)), The Daily Signal found that President Jimmy Carter made a total of 11 Cabinet announcements during his transition, starting in week five. The executive branch has grown to 15 Cabinet secretaries today.

Three presidents—Ronald Reagan, Bill Clinton, and George W. Bush—didn’t make their first Cabinet selections until week six. The younger Bush’s election wasn’t decided until Dec. 12.

For Clinton, six of his Cabinet members were announced on Christmas Eve in 1992, eight weeks after being elected president.
President Barack Obama announced his first nominee, Timothy Geithner, in the fourth week. Geithner’s choice to lead the Treasury Department came as the United States was facing an economic recession.

So while some have said that the Trump transition is unusually “chaotic (http://time.com/4574493/donald-trump-chaotic-transition/),” the history of past presidential transitions appears to show otherwise.

Chairman Chao for Transportation Secretary? Say it ain’t so….

In a November 29th article, the New York Times (http://www.nytimes.com/2016/11/29/us/politics/elaine-chao-transportation-trump.html?_r=0) reported that Elaine Chao, Mitch McConnell’s beard was appointed by Donald Trump to be the Secretary of Transportation. There couldn’t be a worse appointment for anything in any Administration let alone the Trump Administration than the hissing snake, Chairman Chao.

Chairman Chao first came on my radar screen when she was the Secretary of Labor for the GW Bush Administration. Treasury Secretary John Snow, Secretary of Commerce Don Evans and Secretary of Labor Elaine Chao took a propaganda bus tour in Wisconsin. I wrote about it in a piece I called Three Stooges Bus Tour (http://www.channelingreality.com/Psychological/3_stooges_Tour.htm). At the time, the economy was tanking. Online websites of local newspapers were reporting devastating mass layoffs, foreclosures, bankruptcies while the mainstream media was reporting that the economy was booming. They were using housing starts as proof that the economy was perking right along. The layoffs were so bad that the Bush Administration stopped producing a report on mass layoffs that was a standard for report for economists who watch government statistics. The lies about the economy coming from the Bush Administration were so bad, I did my own little statistical research project to prove it.

I went to the Social Security Administration website to look for statistics on actual social security contributions from employers. The reason is because the social security contributions are fixed amounts per employed person with a cap on income for top earners and the laws regarding when those payments must be made are very strict – every quarter those taxes must be paid. What my project revealed was that the Social Security Administration was using a model (http://www.channelingreality.com/the_coup/fabricated_statistics.htm) rather than reporting the true numbers. Models are pretty handy for fraud because you can make them report whatever you want to see as output.

For several years, the quarterly job loss statistics were between 400,000 to 500,000 per quarter. In 2004 when the Bush Administration could no longer lie with a straight face about the condition of the economy, Treasury Secretary John Snow appeared at a National Press Club event to speak about it. He said that seven trillion dollars had been taken out of our economy. You can listen to him say it (http://www.channelingreality.com/the_coup/Crimes_Against_Reality.htm) because I wrote about it at the time.

In October of 2004, there was a House Budget Committee hearing during which John Spratt (D-SC) said, “as of the end of the fiscal year 2003 revenues were at their lowest point since 1950“. The revenues were only 16.2% of the GDP.

It was obvious to this Systems Analyst/Programmer that the computer systems of our government had been sabotaged – intentionally or unintentionally through sheer incompetence so I wrote this… Administrative Coup d’etat – The World’s Greatest Heist and Betrayal (http://www.channelingreality.com/the_coup/admin_coup.htm).

Some time in 2004 in the middle of the mass exodus of manufacturing businesses from the United States with Americans losing not only their jobs, but everything they worked for in their lifetime, George Bush announced his “Guest Worker Program (http://www.channelingreality.com/NWO_WTO/Save_Act/guest_worker_program.htm)” – importing foreign workers on visas to take whatever jobs remained in America. Talk about cognitive dissonance – my head was spinning around on my neck. I went heads down, full speed trying to figure out what the hell was going on in this country.

House of Representatives member Tom Tancredo (R-CO) introduced a bill, H.R. 3333 (https://www.congress.gov/109/bills/hr3333/BILLS-109hr3333ih.pdf) to fulfill George Bush’s announced Guest Worker program. The deal was that our borders would be protected in exchange for a COMMUNIST system of labor management for “workers”. Elaine Chao was the Secretary of Labor when this bill was proposed and she was ok with that which is why I call her Chairman Chao.

Excerpt:
SEC. 102. INTERNET-BASED JOB POSTING SYSTEM
(a) In General- The Secretary of Labor shall take any steps necessary to ensure that all State employment agencies and all employers in the United States are able to acquire secure, password-protected access to the Internet-based job database provided jointly by the Department of Labor and State employment security agencies and known as `America’s Job Bank’ in order to permit the posting of job openings throughout the United States.

There are a lot of components to the COMMUNIST labor management system that include “reforms” to our system of education. Because of that, I prepared the diagram below so that you can view it as the system it was designed to be. The significance of the WIRED initiative becomes even more significant in view of the high tech highways and international corridor initiative of the Department of Transportation which is why Elaine Chao – Chairman Chao should not be named to any position in the U.S. government EVER. The transportation issues will be addressed in part 2 of this article.

In 2006, as the Secretary of Labor, Elaine Chao announced the WIRED (https://www.doleta.gov/wired/about/roadToWired.cfm) initiative.

WIRED
On February 1, 2006, former U.S. Department of Labor Secretary Elaine L. Chao announced the WIRED Initiative, encompassing these ideals to better align workforce and economic development. WIRED takes a critical step in providing individuals with the tools for success, businesses the human capital required for growth, and the American economy the fuel for continued strength.

Regional Economies
Globalization has changed the formula for developing a prepared workforce and necessitated a change in visualizing the boundaries of an economy. An economy is no longer defined by the political boundaries of a city, county or state line. Instead, economies are defined regionally by a diverse group of industries, supported by factors such as infrastructure, investment and an availability of local talent. This regional concept promotes partnerships among key community players, including K-12 schools, community colleges, adult education centers, universities, regional employers and community economic and workforce development organizations.

In 2005, the Shell Corporation (Royal Dutch Shell) sponsored an essay contest. The topic was Export Jobs or Import Workers? (http://www.channelingreality.com/Economic/Shell%20Essay.htm) I entered that contest and didn’t win obviously because they were looking for an essay to support the economic suicide of our country.
I’m not finished with Chairman Chao yet. Next up – her involvement in our transportation system and the border systems designed to allow corporations to outsource their overhead to our government.

When Donald Trump selected Chairman Chao – Elaine Chao as the Secretary of Transportation, one thing became absolutely clear. The election fraud that was talked about so much during this election cycle isn’t about voting or counting the votes. The election fraud is they bother to go through the pretense of an election at all. Elaine Chao represents a continuation of the New World Order policies that were initiated during the Reagan Administration and accelerated under the George H. W. Bush Administration. The New World Order policies were the dismemberment of the United States as a nation-state with the constituent parts to be subsumed into a regional management system under international law.

Elaine Chao’s parents are Chinese nationals who moved to Taiwan first and then to the U.S. The following is an excerpt from her father’s biography posted on the Foremost Foundation (http://www.theforemostfoundation.org/dr-james-sc-chao). The emphasis added is obviously because of the redefinition of history. The “civil war” was the Communist Chinese Revolution.

Born in Shanghai, James S.C. Chao has dedicated his life to shipping, trading and finance beginning with his study of navigation in China. As a young cadet, he completed his college coursework in 1949 before the Civil War in China resulted in his relocation to Taiwan… In 1958, he took the national Master Mariner Examination and broke all previous records in the Republic of China by achieving the highest score ever recorded. This honor singled him out for further government sponsored studies in the United States. In 1964, Dr. Chao founded Foremost Maritime Corporation, developed it to the current Foremost Group… today, Foremost Group, headquartered in New York City.

That’s pretty magic don’t you think? He moves over here and starts a shipping company? Right.

After Elaine Chao (http://elainelchao.com/early-career/) graduated from Harvard University, she went to work for Citicorp in New York City.

“While at Citibank, she learned about the prestigious White House Fellowship program. When it was time for her next assignment, rather than go overseas with the Bank, she applied to the White House Fellowship program because she wanted to learn about the government in her new country. From among a very competitive nationwide field, she was selected as one of 12 White House Fellows, assigned to work at the White House, and thus was able to observe first-hand how our federal government functioned at the highest levels.”

Walter Wriston, Chairman of Citibank was on Ronald Reagan’s Council of Economic Advisers and globalization of the bank’s business was a priority (See pg 455 (http://muse.jhu.edu/article/26624/pdf) – comments by Harry Freeman). Wriston was an extreme libertarian and Reagan was a dutiful servant. In 1983, Reagan signed the La Paz Treaty with Mexico which created an international zone on the border – 60 miles on either side. This zone was the first step towards the disintegration of the United States as an independent and sovereign nation-state and was in keeping with the Brandt Commission’s North-South policy (http://www.channelingreality.com/Documents/Brandt_Commission_North_South_Rpt.pdf) for regionalization.

“The late Citicorp CEO, Walter Wriston’s Twilight of Sovereignty was a radical libertarian manifesto that delighted in the rise of transnational action beyond the reach of democratic self-government. The late Robert Bartley, long time editor of the Wall Street Journal, is reputed to have told journalist Peter Brimelow, “the nation-state is finished.” And even at meetings of the venerable Mt. Pelerin Society strong arguments were made at one meeting supporting a “world constitution” from a libertarian perspective.” The Enablers of Transnational Progressivism by John Fonte (http://tvoinews.net/pdfs/The_Enablers_of_Transnational_Progressivism.pdf)

I just noticed something I missed before – Walter Wriston’s alma mater was Tufts University with the significance of that being the 1990 Talloires Declaration (http://www.ulsf.org/programs_talloires_history.html) that originated with Tufts. Another dot connected. It was documented here… The Movement (http://tvoinews.net/f-national/the-movement/).

After Choa’s White House Fellowship, she moved to San Francisco and went to work for the Bank of America but came back to Washington DC to become the Deputy Administrator of the Maritime Administration. She was appointed by Elizabeth Dole who was Secretary of Transportation at that time.

From Chao’s webpage (http://elainelchao.com/early-career/):
This agency promoted the U.S. merchant fleet and supported America’s water-borne transportation system, including ports, shipbuilding, and repair facilities. Elaine was the first woman and the first Asian Pacific American to achieve this high a position in the Department’s history. By 1988, Elaine Chao had proven so effective at the Maritime Administration that President Ronald Reagan appointed her to become Chairman of the Federal Maritime Commission, an independent regulatory agency that oversees international ocean-borne commerce and reports directly to Congress. By 1989, Elaine Chao’s abilities and diligence brought her increasing recognition as a rising young star and a position with even greater responsibility in the administration of President George H. W. Bush as Deputy Secretary of the Department of Transportation…

The significance of this background becomes obvious with the announcement of the new National Transportation Policy of the Bush Administration in 1990. The video below is a composition of two C-Span programs – one, the announcement of the new Transportation Plan and the other has clips from the press briefing that followed. The sound is very bad on these two videos. Apologies for that, but that’s the way the programs are in the C-Span Archives.

http://youtu.be/leNzg0nn7oM

To recap where we are in the country’s history at this point: the Helsinki Final Act was signed in 1975 by Gerald Ford, Reagan accepted the Soviet challenge of the battle of ideas and systems, Reagan signed the La Paz treaty breaching our southern border (1983), 1985 Reagan signed an agreement with the Soviets for exchanges of professors at universities and journalists in co-operation with the provisions of the Helsinki Final act, China expressed interest in participating in world trade(1986), the Uruguay Round of trade was kicked off (1987) which would lead to the establishment of the WTO in 1995, (1989) Malta Conference, the Cold War was declared over, (1990) a “New World Order” coming into view, 1990 Houston Summit of the G7-G8, Bush – Enterprise of the America’s Initiative (1990), Bush – initiates studies for health care reform (1990 nationalized medical records), Bush new National Transportation Policy (1990).

The emphasis on the New Transportation Policy was on intermodalism (two or more forms of transportation coming together), it included all forms of transportation and the objective was technology to track and identify movement of everything. An example of intermodal area would be a commercial shipping port with a train spur and cargo transfer facilities. It could also be an airport with airplanes and taxi/bus service. It could also be on a downtown street – bus stop with a bicycle stand nearby. Two or more forms of transportation.

The following is an excerpt from the history of the NAFTA Superhighway research that I did between 2006 and 2009 – and on-and-off since. It’s on my old website (http://www.channelingreality.com/NAU/IVHS/nafta_superhighway_history.htm) but I’m updating it and putting it on my new website (http://thetechnocratictyranny.com/nafta-superhighway-history/). Understanding it is key to understanding what is happening to our country and more importantly, who is doing it.

Lyle Saxton of the Federal Highway Administration (FHWA) was instrumental in officially recognizing a private sector group that became the public-private steering committee for Intelligent Vehicle Highway Systems. The name of the group was originally, the Intelligent Vehicle Highway Society of America. IVHS America. It was comprised of the leadership of the Highway Users Federation and the American Association of State Highway and Transportation Officials.

The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 legislation provided funding and authorization for the organization – IVHS of America to be a Federal Advisory Committee within the U.S. Department of Transportation. In other words, lobbyists for the transportation system were embedded in and partnered with government. Elaine Chao would have been the representative for the shipping industry and as Deputy Secretary of the Transportation Department, she was in position lead the way with her connections to Asian shipping through her father James Chao.

The first task of the IVHS of America was to produce a strategic plan for ITS (Intelligent Transportation Systems). That report set a strategic national framework for the development of intelligent transportation systems. Later, the Society produced the ITS Program Plan “to identify critical interfaces to achieve interoperability at the regional, state and national levels.

ITS Joint Program Office
The JPO was a coordinating entity for programs of the Intelligent Transportation Systems. Their mission was to “manage all Federal-level ITS activities and coordinate the many Federal agencies with a stake in ITS.

This is getting too long so I’m going to have to continue it in one more article. Understanding the transportation system plan that GHWB initiated in 1990 and the position that Chairman Chao holds in it is central to understanding what is happening to this country.

Here are some of the areas of government that have been infected:

The Intelligent Vehicle Highway System was designed by the two groups above – and they were embedded within our government – including interagency.

Their European Counterpart is named ERTICO. The German car companies actually began the European High Tech highway system and the name of their first project was Prometheus.
And there is a Japanese group – doing the same thing.
WWII redux.

Interagency:
Education and Labor – Workforce Development
Public Health – Emergency rooms in hospitals and 911
Land Use – BLM citing of intermodal commerce zones – inland ports. BLM also Wifi, mobile communications
Port Security – Port Authority, Merchant Marines, Barcelona Declaration 1921.
IT Data Collection hubs – intermodal commerce zones, inland ports at transportation hubs.
Forest service – interstate – shipping lanes, protection of sensitive areas.

There might be more that I’m not thinking of at the moment, but that’s enough for you to grasp the significance of the interagency group and hopefully the nature of the asymmetric war that is being waged on us.

This brings together my research on the NAFTA Superhighway, Foreign Trade Zones, Inland Ports, Workforce Development Zones (Trojan Triangles), the redesign of our health care system and Fusion Centers and probably more that I’m not thinking of at the moment. In other words, I’m zeroing in.

That interagency group – consolidated into the Department of Homescam Security runs our government. IMO – they are the 21st century ______ (you fill in the blank).

Step back now to George H.W. Bush’s “war” in the gulf. Saddam Hussein was enticed to invade Kuwait allegedly because Kuwait was slant drilling – stealing Iraqi oil but more likely, Saddam’s implementation of the North-South initiative.

On this webpage (http://www.ushistory.org/us/60a.asp) is a very simple history because all that is needed is the timeline:
“In the last months of 1990, the United States participated in the defense of Saudi Arabia in a deployment known as Operation Desert Shield. Over 500,000 American troops were placed in Saudi Arabia in case of an Iraqi attack on the Saudis. The U.S. further sought multilateral support in the United Nations Security Council.”

Bush… issued an ultimatum to Saddam Hussein: leave Kuwait by January 15,1991 or face a full attack by the multinational force.
On January 18, 1991 U.S. Transportation Secretary Skinner held a press conference on increased security for all modes of U.S. transportation due to the potential for terrorism – but without any credible threat of terrorism. Thus began the war of terror for transportation technology funding which is leading to Police State America.

The following video has excerpts from that press conference, but I highly recommend that you watch the entire program (https://www.c-span.org/video/?15783-1/domestic-transportation-briefing) on C-Span.

http://youtu.be/aiR7dY2Az8I

On December 18, 1991, H.R. 2950, the Intermodal Surface Transportation Efficiency Act of 1991 (https://www.congress.gov/bill/102nd-congress/house-bill/2950?r=1) was signed by George H.W. Bush. This legislation was sponsored by Norm Mineta.

On December 12, 1991, S.272, the High Performance Computing and Communications Act of 1991 (https://www.congress.gov/bill/102nd-congress/senate-bill/272?q=%7B%22search%22%3A%5B%22High+Performance+Com puting+and+Communications%22%5D%7D&r=1) was signed by George H.W. Bush. This legislation was sponsored by Al Gore.

These were the two essential elements required for Total Domain Awareness and Control.
In January of 1992, the Office of Technology Assessment published a report titled, Technology Against Terrorism, Structuring Security (https://www.princeton.edu/~ota/disk1/1992/9235/9235.PDF).

Finally, on April 30, 1992, George H.W. Bush issued Executive Order 12803 (http://www.channelingreality.com/Documents/Executive_Order_12803.pdf) ordering the sell-off of U.S. transportation assets, infrastructure, water, wastewater, schools, prisons, housing, etc. It was the beginning of American going out of business sale.

Elaine Chao – Conversion to State Capitalism

Posted By: Vicky Davis (http://tvoinews.net/author/vicky-davis/) on: December 17, 2016In: F-National (http://tvoinews.net/category/f-national/), Featured (http://tvoinews.net/category/featured/) Tags: Elaine Chao (http://tvoinews.net/tag/elaine-chao/), Executive Order 12803 (http://tvoinews.net/tag/executive-order-12803/), George H.W. In 1989, George H.W. Bush appointed Elaine Chao to be the Deputy Secretary of the Department of Transportation. In 1990, the President and Samuel Skinner, the Secretary of the Department of Transportation announced a new paradigm in transportation. They declared the construction of the Interstate System complete and they announced a new National Transportation System that was international in scope. In a timeline titled, Superhighway Memory Hole (http://www.channelingreality.com/Documents/NAFTA_Superhighway_07.pdf), Researcher Debbie Niwa summarized the main ideas of the plan as:

1) establishing an international highway/corridor system that incorporates an Information Technology System (ITS)
2) privatizing U.S. infrastructure assets (which opens the door to foreign ownership/management of U.S. roads, bridges, ports. . .)
3) charging for use — taxes, tolls, and fees
4) increasing use of eminent domain to build or widen corridors to accommodate toll highways, rail, and/or utility corridors, etc.
5) promoting intermodal/multimodal concepts
6) using public-private partnerships (government + business partnering helps overcome obstacles like public dissent)
7) promoting “smart highways/corridors” — which coincidentally requires the same technologies as a continent-wide surveillance/monitoring system would use:
• surveillance equipment (electronic readers, sensors, scanners, cameras…)
• technology for transmitting data (fiber optic cable networks, wireless communications, etc.)
• command and control centers along corridors to collect, process, and share data

On April 30, 1992, George Herbert Walker Bush signed Executive Order 12803 (http://www.channelingreality.com/Documents/Executive_Order_12803.pdf) to privatize the infrastructure and resource assets of the country including the authorization of tolls on the Interstate highway system. (Hyperlinks added).

TEXT: By the authority vested in me as president by the laws of the United States of America, end in order to ensure that the United States achieves the most beneficial economic use of its resources, it is hereby ordered as follows:

(a) “Privatization” means the disposition or transfer of an infrastructure asset, such as by sale or by long-term lease, from a State or local government to a private party.

(b) “infrastructure asset” means any asset financed in whole or in part by the Federal Government and needed for the functioning of the economy.

Examples of such assets include, but are not limited to: roads, tunnels, bridges, electricity supply facilities. mass transit, rail transportation, airports, ports. waterways, water supply facilities, recycling and wastewater treatment facilities, solid waste disposal facilities, housing, schools, prisons, and hospitals.

(e) “state and local governments” means the government of any state of the United States, the District of Columbia. any commonwealth. territory, or possession of the United States, and any country, municipality, city, town. township, local public authority, school district, special district, intrastate district, regional or interstate governmental entity, council of governments, and any agency or instrumentality of a local government, and any federally recognized Indian Tribe.

Sec. 2. Fundamental Principles. Executive departments and agencies shall be guided by the following objectives and principles:
(a) Adequate and well-maintained infrastructure is critical to economic growth. Consistent with the principles of federalism enumerated in Executive Order No. 12612 (https://www.archives.gov/federal-register/codification/executive-order/12612.html), and in order to allow the private sector to Provide for infrastructure modernization and expansion, State and local governments should have greater freedom to privatize infrastructure assets.

(d) User fees are generally more efficient than general taxes as a means to support infrastructure assets. Privatization transactions should be structured so as not to result in unreasonable increases in charges to users.

Sec. 3. Privatization initiative. To the extent permitted by law, the head of each executive department and agency shall undertake the following actions:
(a) Review those procedures affecting the management and disposition of federally financed infrastructure assets owned by State and local governments and modify those procedures to encourage appropriate privatization of such assets consistent: with this order;

(b) Assist State and Local governments in their efforts to advance the objectives of this order; and

(c) Approve State and local governments’ requests to Privatize infrastructure assets, consistent with the criteria in section 4 of this order and, where necessary, grant exceptions to the disposition requirements of the “Uniform Administration Requirements for Grants and Cooperative Agreements (https://www.law.cornell.edu/cfr/text) to State and Local Governments” common rule, or other relevant rules or regulations for infrastructure assets;

In 1989, the Berlin Wall came down and communists rushed across the border from East Germany to West Germany. In 1990, the re-unification of Germany was announced. Germany was on the rise at the same time that George H.W. Bush was weakening and dismantling our country by ordering the sell-off of our critical infrastructure.

In 1991, George H.W. Bush appointed Elaine Chao, who had been the Deputy Secretary of Transportation to be the Peace Corp Director for the Baltic States. The color revolution (http://www.activistpost.com/2014/03/color-revolutions-101-making-of.html) in the Baltics – Lithuania, Latvia and Estonia succeeded in gaining independence (http://www.nytimes.com/1991/09/07/world/soviet-turmoil-soviets-recognize-baltic-independence-ending-51-year-occupation-3.html?pagewanted=all) from the Soviet Union on September 6, 1991. The following is from Elaine Chao’s bio:

With the advent of the dramatic rise of new emerging democracies in that part of the world, Elaine Chao established the first Peace Corps programs in the newly liberated Baltic nations of Latvia, Lithuania, Estonia and the newly independent states of the former Soviet Union to help its peoples adapt to the new free enterprise economic system.

Peace Corps is a U. S. government agency that sends young Americans to volunteer in developing countries for two years. Traditionally, the majority of Peace Corps volunteers were often newly graduated from colleges, and worked in developing nations with subsistence economies by helping to build ditches, improve agricultural methods, elementary education and community hygiene.

For the new programs in the Baltic and the former Soviet republics, there was less need for such assistance. Instead, these countries requested more sophisticated aid in developing private sector entrepreneurial and small business capabilities.Secretary Chao realized that the new programs in this region needed to focus on different skills to help jump-start the fledging new economies to ensure the continued survival of these new democracies.

So, Peace Corps launched a new campaign to recruit more experienced volunteers with business, marketing, financial, accounting backgrounds who had at least five years of work experience in the private sector. A hotline set up for candidates interested in participating in this exciting new initiative during this historic period in world history, received over 1,000 calls the first day it was in operation. By fall, over 250 Peace Corps Volunteers were on their way to the Republic of Russia. And, other volunteers were soon to follow to Ukraine, Georgia and other newly established nations of the former Soviet Union.

Elaine Chao turned what was an assistance program that helped people in the least developed countries into a small business bubble machine for political purpose. The model of the small business bubble machine with small businesses being created by government as class rooms with a sign on the door “open for business” is the model for education in the United States. These “businesses” that aren’t really businesses receive subsidies and preferential treatment for contracts because they are really schools engaging in vocational education. That’s why when they are talked about, the number “10 workers” is always specified – small business with 10 workers. This is a system that turns our young people into slaves to get their “certificates” – license to work.

The problem they were trying to solve was that the Soviet Union and satellite states were in a command and control economy. They did not have a system of supply and demand. The controllers of the economy determined the supply they thought was necessary and there was no demand because it wasn’t allowed. By funding start-up businesses they thought they would be kick starting a capitalist economy with supply and demand driving the system. What they actually did though was to create a system of state capitalism – with the state “partnering” with business, the state picking winners and losers with the losses being picked up by the taxpayers.

This system is a virus and has been implemented here in the United States through the universities and with the funding provided by the Small Business Administration. This system is the source of the “serial entrepreneurs” – people are living on the public tit by starting businesses that aren’t really businesses.

There have been second, third and fourth order ramifications to this system in the United States with the biggest being that real entrepreneurs that started their own businesses by the sweat of their brow have been put out of business by subsidized phony businesses by university-selected “winners”.

Over the years, as I was trying to figure out what was happening, I wrote a number of stories that were anomalous given my understanding of the way our economy was supposed to work – versus the way it was working.

The common thread through all of them is the zone designation – intermodal commerce zone, hubzone (closed based) workforce development zone, foreign trade zone – and the connection to transportation system.

Think of the definition of a zone as a logical island – a separate and distinct territory without the water.

So by now you might be saying, What does this have to do with Elaine Chao and Peace Corp? Her time at the Peace Corp was spent implementing the system that she then brought back and implemented during her time as Secretary of Labor during the George W. Bush Administration. Chao’s program converted our economy to state capitalism – which is really fascism – partnership between government and government initiated, funded and protected businesses – that aren’t really businesses.

China has a system of state capitalism and that’s the system Chairman Chao will further implement here. She put us on the road to the hell of communism

That deserves emphasis.

Goldman Sachs Mnuchin did it for me, but these revelations about Comrade Chao don't help him at all.

He is not a cabinet pick, but the United Nations has been and is dictating US policy and lawmaking.

Meet the new communist in charge, Antonio Guterres.

If Donald Trump really wants to make America "Great Again" he will get out of the UN right after he dismantles the unelected bureaucracy that runs the country.

Communist Takes Center Stage

On December 16, 2016, the U.N Secretary General Ban Ki Moon gave a year-end press conference (https://www.c-span.org/video/?420266-1/un-secretary-general-ban-kimoon-holds-yearend-news-conference) that was also his final press conference. He is retiring at the end of the year. The new U.N Secretary General will be Antonio Guterres. Guterres was the UN High Commissioner for Refugees (UNHCR). Guterres is a Socialist (http://tvoinews.net/pdfs/UNHCR_Antonio_Guterres.pdf) which is a synonym for Communist. Guterres was an officer of the Socialist International (http://www.socialistinternational.org/) from 1992 to 2005. He became the UNHCR in 2005.

Redistribution of people – especially to the western developed countries is the communist agenda. Anybody who supports the refugee resettlement program and cooperates with it has to be considered a communist and not a humanitarian.

With the appointment of Antonio Guterres to be the UN Secretary General, it must be recognized that the United Nations is a communist organization. The flooding of our country with so-called refugees – that aren’t refugees – is a communist agenda. QED. Most of these so-called refugees are military aged men. It doesn’t take much brain power to figure out what’s going on.

The appointment of Chairman Chao (Elaine Chao) as Labor Secretary is just perfect for the communist new world order. She will have to be confirmed by the Senate for that position and I’m strongly suggesting an all out effort to make sure that doesn’t happen.

Donald Trump, Donald Trump, Jr., Ryan Zinke and the future of The West

The Zinke Zone

Disappointment. Relief. Near elation. Disappointment.

Those are the gamut of my emotions with Donald Trump winning the Republican nomination for President, Trump winning the general election and Trump nominating Ryan Zinke for Secretary of Interior.

Let me explain.

The political stars were lining up for a tremendous historical moment – the transfer of significant amounts of federal land to the states. With the issue on the front burner and Republican control of all three branches of government, one could see the light at the end of a dark, dark tunnel. Then the Republicans nominated the only candidate in the primary who opposed such a transfer, thus the disappointment.

However, relief was still felt with Trump’s victory in the general election. I’m not sure the West, as we know it, would have survived eight years of Hillary, or a total of sixteen years of environmental onslaught.

Surprisingly, with word leaking to the press that U.S. Rep. Cathy McMorris Rodgers would be nominated for Secretary of Interior, came near elation. She was a supporter of the transfer of lands, having cosponsored legislation to transfer lands already identified by the Bureau of Land Management for disposal.

The smile was quickly wiped from my face when the actual nominee was U.S. Rep. Ryan Zinke, an avowed opponent of such a transfer. So much so that he actually resigned his position on the Republican Platform Committee because it contained the following statement:

The federal government owns or controls over 640 million acres of land in the United States, most of which is in the West. These are public lands, and the public should have access to them for appropriate activities like hunting, fishing, and recreational shooting. Federal ownership or management of land also places an economic burden on counties and local communities in terms of lost revenue to pay for things such as schools, police, and emergency services. It is absurd to think that all that acreage must remain under the absentee ownership or management of official Washington. Congress shall immediately pass universal legislation providing for a timely and orderly mechanism requiring the federal government to convey certain federally controlled public lands to states. We call upon all national and state leaders and representatives to exert their utmost power and influence to urge the transfer of those lands, identified in the review process, to all willing states for the benefit of the states and the nation as a whole. The residents of state and local communities know best how to protect the land where they work and live. They practice boots-on-the-ground conservation in their states every day.

Notice the statement refers to only “certain” federal lands. That’s because most proposals would leave all military posts and Native American reservations in federal hands, along with all National Parks, Monuments, Wilderness and Wilderness Study Areas. And yet, he resigned.

Notice also the statement refers to “willing” states. The transfers would only occur in those states who wanted the transfer to happen. If Zinke’s home state of Montana preferred the lands remain federal, then no transfer would occur. And yet, he resigned, denying that opportunity to other states.

Notice also the statement contains the Jeffersonian-influenced language that “state and local communities know best how to protect the land where they work and live.” Zinke must think otherwise, as he resigned. The DC Deep Thinkers have an ally.

Conservative Conservationist?

In April of 2016, Zinke authored an opinion piece for the Billings Gazette titled A Conservative Case For Conservation. Therein he opined:

Being a conservative and being a conservationist are not mutually exclusive. It’s conservative principles that drive my commitment to conservation… Party leaders and I don’t always see eye-to-eye on conservation issues, but they always know where I stand. Selling off our public lands is a non-starter. I’ve voted against budget resolutions and bucked party leadership on more than a couple occasions to defend our lands.

Zinke says it is “conservative principles” that drive his conservation. Please show me the conservative principle that says we should have a government large enough to control almost one out of every three acres in our country. Show me the conservative principle that endorses central planning by the feds over state, local and private planning. Furthermore, Zinke has supported legislation to permanently fund the Land & Water Conservation fund (for federal land acquisition). I’m waiting to see the conservative principle that calls for expanding the size and influence of the central government.

Shot down by hunters

If one seeks to determine why Trump has adopted this policy and nominated someone like Zinke, one is invariably led to Donald Trump, Jr.

Trump, Jr. is a long-time member of the NRA, is the youngest person ever voted into the Boone & Crockett Club, and has hunted all over the world. His father, now the President, has said his son would make a great Secretary of Interior. "The big joke at Christmas this year was that the only job in government that I would want is with the Department of Interior," Trump Jr. told Wide Open Spaces. "I understand these issues. It's something I'm passionate about. I will be the very loud voice about these issues in my father's ear. No one gets it more than us." Trump, Jr. opposes the transfer of lands, just as do the elite hunting organizations, and a source from the Interior transition team told CNN “balancing the Trump siblings' natural inclinations toward conservation has been a key factor in the search for someone to run the Interior Department.”

I recall that not long after receiving my appointment to the Dept. of Interior the NRA called and invited me to have lunch with them. There had been some controversy over using BLM lands for shooting ranges during the Carter administration, and I figured that would be their main concern. There are two things about that lunch meeting I vividly remember. First, I wasn’t all that impressed with the wild rice and some kind of duck that was served up. And second, the first issue they brought up was not shooting ranges, but what could be done about livestock grazing that was harming wildlife habitat all over the West.

These hook and bullet boys are not our friends. They support Wilderness, the Endangered Species Act, and continued federal retention and control of natural resources. Their idea of multiple use is to have multiple hunting seasons on their special, preserved, federal lands.

The irony here is that Trump was portrayed as an outsider who would shake up “the establishment.” When it comes to Interior, he has instead reached out to the Republican old guard and handed them the keys to the castle.

Trump tinker toys

Why do I put so much emphasis on the land transfer issue? Because I believe it is our only chance to keep these lands productive and of value to local communities and the West in general. The current model of federal ownership, control and management will be most influenced by groups with the largest membership, the most money, the largest law firms, and the most offices in D.C. And that, my friends, ain’t the cowboys.

Instead of a major change on the range, we can look forward to four years of tinkering. Tinkering with the grazing regulations, with the policy manuals, and possibly some of the Executive Orders. There will be calls for more “collaboration”, for solutions that involve “all stakeholders” and other such nonsense. No major changes, and nothing that can’t be changed by the next administration.

I’ve been down that road before and I’ve come to realize that it is playing the establishment’s game, and the game is rigged in their favor.

The possibility for permanent, positive change was there, but appears to have been “trumped” by the existing power structure. There will be no “draining of the swamp” at Interior. Quite the contrary. And that brings great sadness to my heart.

Till next time, be a nuisance to the devil and don’t forget to check that cinch.

We've got to get rid of the Eco-extremists from .gov agencies. By their own writings they were ushered in, getting federal, state, county jobs, during the jimmy Carter administration.
There really is a eco-socialist enviromental agenda. Earth1st, Sierra Club, Monkey Wrench Gang, Eco Warriors, Center for Biological Diversity, even NMWF, and many more.
Their edicts on environmentalism permeate education, schools, cartoons, news media, TV, movies, children's books and toys. So when young people go for careers in say the NRA, guess what they bring with them. Even if they have a good grasp of the 2nd Amendment.
Ranches put in conservation easement trusts or become buffalo ranches take out a huge tax base from counties, irretrievable that others have to make up.
Look around; Cowboys and no cattle.
Americans don't need division like 0bama has done to the races.

Ryan Zinke rode horseback to his first day on the new job

He doesn't indicate what he might do with the out of control Bureau of Land Management.

Sovereignty means something but he doesn't include the states in his comment, only indian tribes.

Letter from Secretary Ryan Zinke (https://medium.com/@SecretaryZinke/letter-from-secretary-ryan-zinke-2c3b40570a79#.6rw95vo3z)
As the son of a plumber who grew up in a little timber and rail town 22 minutes down the road from Glacier National Park, I cannot express how humbled I am to lead this Department. It’s a big job and we all have a responsibility to the American people to be good stewards of our land.

I believe you and I are here for the same reason. We love our country. We love our public lands. And we want to give back to the nation that gave us all so much.

I’m new to the Department, but not new to the issues you are so dedicated to for the American people.

I’m an unapologetic admirer and disciple of Teddy Roosevelt. I believe in traditional mixed use “conservation ethics” doctrine laid out by Pinchot, but realize that there are special places where man is more an observer than a participant, as outlined by Muir.

President Roosevelt and John Muir at Yosemite National Park in 1903. Photo from the Library of Congress.

I cherish our public lands. I have absolutely and unequivocally opposed any attempts to transfer, sell, or privatize our public lands, and serving as their top steward is not a job a take lightly.

I approach this job in the same way that Boy Scouts taught me so long ago: leave the campsite in better condition than I found it.
To that end, I have three main priorities that I hope you will join with me in working to achieve.

First is to prioritize the estimated 12.5 billion dollars in backlog of maintenance and repair in our National Parks. The Parks are part of our nation’s crown jewels, famous the world over. The President is committed to a jobs and infrastructure bill, and I am going to need your help in making sure that bill includes shoring up our Nation’s treasures.

Second is to increase employee morale and ensure those of you on the front lines have the right tools, right resources, and flexibility to make the decisions to allow you to do your job. We serve the people, not the other way around. Washington has too much power. I think we need to return it to the front lines.

The Department of the Interior is special. As Americans, we all have a story about our public lands that helps shape who we are. I have many. But one sticks out: One of my first dates with my wife Lola, more than 25 years ago, was hiking on public lands near my military base in California. I was trying to show off some rock climbing skills I had just picked up training with the SEAL teams, but lost my hold and I broke my ankle. I did what any guy would do in my situation: I stood up and kept on hiking, surely messing up my ankle a bit more. Lola and I finished the hike and I didn’t collapse in pain, but the bigger accomplishment was I won Lola’s heart.

Ryan Zinke and wife, Lola, at Glacier National Park.

In the years since, Lola and I continued to hike and float our public lands and waterways where we instilled in our children and grandchildren the same love and appreciation for America’s great outdoors that helped build our own relationship.

Working together I know we will do great things for America.

We all rise and fall on the same tide. I look forward to working with each and every one of you.

May God Bless America, and God bless the men and women who defend her.

Trump's Dept. of Interior Secretary pick Ryan Zinke. Per the author "There will be no “draining of the swamp” at Interior. Quite the contrary. And that brings great sadness to my heart." I am in 100% agreement.

Issues of concern to people who live in the west: property rights, water rights, endangered species, livestock grazing, energy production, wilderness and western agriculture. Plus a few items on western history, western literature and the sport of rodeo... Frank DuBois served as the NM Secretary of Agriculture from 1988 to 2003. DuBois is a former legislative assistant to a U.S. Senator, a Deputy Assistant Secretary of Interior, and is the founder of the DuBois Rodeo Scholarship.

Ryan Zinke Hypocrisy Is Unbelievable

By Karen Schumacher (https://redoubtnews.com/?s=Karen+Schumacher)

The level of hypocrisy coming from Sec. Zinke could not be more unbelievable. In a recent interview (https://www.breitbart.com/big-government/2018/08/13/exclusive-zinke-environmental-terrorist-groups-western-us-wildfires/) on Brietbart he blasted “…environmental terrorist groups that have not allowed public access…” to public land, not allowed timber harvesting or grazing, then claimed that “…public lands belong to everybody, not just the special interest groups.”

Have these terrorists not been backed by federal and state laws, including executive and secretarial orders, which have forbidden access and reduced logging and grazing? Do those laws not validate that public land use has been turned over to special interest groups? Doesn’t environmentalist objectives include influencing (https://y2y.net/news/updates-from-the-field/educating-decision-makers-in-washington-d-c?searchterm=public+policy) public policy? It isn’t environmentalist “policies” causing these problems as he claims, it is the federal government implementing those polices. Who is he trying to fool?

Not only that, Sec. Zinke himself has contributed (https://redoubtnews.com/2018/03/zinke-conservation-initiatives/) to environmental causes with his secretarial orders (SO) starting with his Conservation & Big Game Migration Corridor (https://www.doi.gov/pressreleases/secretary-zinke-prioritizes-conservation-big-game-migration-corridors)s SO 3362 (https://www.doi.gov/sites/doi.gov/files/uploads/so_3362_migration.pdf). This order gave the green light to environmental groups for continuing their pursuit in creating migration corridors which they want designated as protected (http://wildlife.org/corridors-key-to-protecting-species-conservationists-say/) conservation land, meaning those areas would be off limits for recreation and hunting in order to limit wildlife disturbance, and avoiding and minimizing development, all of which are specifically stated (http://www.cnicholslaw.com/zinke) in that order. Sec. Zinke is starting his crusade for migration corridors in southwest Wyoming (https://www.doi.gov/pressreleases/secretary-ryan-zinke-and-governor-matt-mead-work-together-conserve-big-game-migration), claiming there can be a balance between development and conservation. The environmentalists don’t think so and are fighting that very issue (https://www.gillettenewsrecord.com/news/wyoming/article_e9057abc-fc3a-5fc6-b09d-a6a858bb8acc.html) in Casper. You can’t have it both ways Sec. Zinke.

Does this not continue limiting access which he so loudly objects to in the interview? Environmental groups such as Backcountry Hunters (BHA (https://www.backcountryhunters.org/big_game_migration_corridors_receive_special_consi deration)) and Greater Yellowstone Coalition (GYC (http://greateryellowstone.org/blog/2018/2/9/sec-zinke-conserve-elk-deer-pronghorn-migrations)) understand how their goals are being supported by Sec. Zinke with this SO. The Great Northern Landscape Conservation Cooperative (GNLCC (https://redoubtnews.com/2018/07/time-revisit-gnlcc/)), which these environmentalists belong to, supports (https://greatnorthernlcc.org/event/871) the identification of “…priority corridors for conservation…” and holds webinars on how migration corridors are being threatened by humans (https://greatnorthernlcc.org/event/987).

Sec. Zinke, in spite of revoking (https://www.environmentallawandpolicy.com/2017/03/trump-zinke-orders-set-stage-review-federal-mitigation-policy/) the activities of the GNLCC and its federal partnerships (https://greatnorthernlcc.org/landscape-initiatives) with environmental groups in SO 3349 (https://environmentallawandpolicyredesign.lexblogplatform. com/wp-content/uploads/sites/186/2017/03/Order-3349.pdf), immediately turned around and reinstated their activity with the same SO 3362 (https://redoubtnews.com/2018/03/zinke-conservation-initiatives/). The GNLCC and all of its partners, including Idaho Fish & Game (IDFG (https://greatnorthernlcc.org/sc-at-members)), have very specific goals for corridor designation in their connectivity agenda.

According to Sec. Zinke, these environmentalists conduct “…fund raising on hype…”. The truth is, these environmental organizations take advantage (https://wilderness.org/article/land-and-water-conservation-fund) of Department of Interior (DOI) funding under the Land and Water Conservation Fund (LWCF (https://www.doi.gov/lwcf)), which is used for conservation objectives (https://www.postregister.com/news/local/will-the-land-and-water-conservation-fund-be-renewed/article_a6aa800f-53f1-5d9c-bfc9-9b0d56b8a112.html) that align with the environmentalists. Also, the GNLCC was created by the DOI (https://www.nap.edu/read/21829/chapter/14#98), implemented (http://www8.nationalacademies.org/onpinews/newsitem.aspx?RecordID=21829) by the DOI agency U.S. Fish & Wildlife Service (USFWS (https://en.wikipedia.org/wiki/United_States_Fish_and_Wildlife_Service)), and funds (https://y2y.net/you-can-help/foundation-corporate-and-government) environmental groups such as Yellowstone to Yukon.

Maybe Sec. Zinke should check with his accounting department. Senators Crapo and Risch (https://redoubtnews.com/2018/07/no-thanks-senator-risch/), along with Rep. Simpson, are working to make the LWCF fund permanent rather than let it expire at the end of September this year. Environmentalist groups must be thrilled to once again see favor from our elected representatives, and more of your tax dollars going to their objectives.

While Agenda 21, Chapter 15 (http://www.un-documents.net/a21-15.htm) , called for conservation of land and “biodiversity”, Agenda 2030 has taken this conservation agenda to new heights. Goal 15 outlines its plan in target 15.4 (https://sustainabledevelopment.un.org/sdg15), “Ensure the conservation of mountain ecosystems, including their biodiversity…”, and Indicator 15.4.1, “Coverage by protected areas of important sites for mountain biodiversity…”. The creation of corridors by Sec. Zinke for conservation moves us towards more protected areas, exactly what these environmental terrorists (https://redoubtnews.com/2018/03/zinke-conservation-initiatives/) want.

https://redoubtnews.com/wp-content/uploads/2018/08/oath-400x395.jpg (https://redoubtnews.com/wp-content/uploads/2018/08/oath.jpg)

Under Agenda 2030 Biodiversity (https://sustainabledevelopment.un.org/futurewewant.html#hlpf), #197, it is very clear Sec. Zinke is on the path to accomplish what is outlined, the “…importance of the conservation of biodiversity, enhancing habitat connectivity…” and #212 calling for “…greater efforts towards the conservation of mountain ecosystems, including their biodiversity.”

And why wouldn’t he given the DOI is a member (https://www.iucn.org/about/donors-and-partners)of the International Union for Conservation of Nature (IUCN), which contributes (https://www.iucn.org/commissions/world-commission-environmental-law/events-wcel/past-events-wcel/global-pact-environment-introduced-world) to United Nations goals for protection of the environment, promotes international (https://www.iucn.org/news/secretariat/201707/iucn-experts-provide-input-draft-treaty-recognising-fundamental-environmental-rights) environmental law, and uses corridors for conservation (https://portals.iucn.org/library/node/7500). Through his actions it is clear he supports these non-American groups over American citizens while trying to hide his indiscretions by calling environmentalists names.

As a former Navy Seal, which Sec. Zinke so proudly reminds us, perhaps he should be reminded of the oath he took.

He swore to defend the Constitution against all foreign and domestic enemies. It was he who labeled environmentalists what they are, terrorists. By definition (https://en.oxforddictionaries.com/definition/terrorist), a terrorist is a “…person who uses unlawful violence and intimidation, especially against civilians, in the pursuit of political aims.”

While these environmental terrorists do not engage in violence towards civilians, they do exert violence over our environment, destroying it as Sec. Zinke seems to understand and points out in his interview. That is terrorism. Should Sec. Zinke, since he chose to use this language, instead change his direction towards opposing these domestic environmental terrorists as he swore to do, rather than supporting their activity behind the scenes?
It is just unbelievable.
