Voting machines in more than one-third of all Detroit precincts registered more votes than they should have during the Nov. 8 presidential election, the Detroit News reported Tuesday.
The newspaper reported data from the office of the Wayne County Clerk show optical scanners at 248 of the city's 662 precincts, or 37 percent, tabulated more ballots than the number of voters tallied by workers in the poll books.
Democrat Hillary Clinton overwhelmingly won in Detroit and Wayne County, but President-elect Donald Trump won Michigan by 10,704 votes or 47.5 percent to 47.3 percent, the newspaper reported.
"There's always going to be small problems to some degree, but we didn't expect the degree of problem we saw in Detroit," Krista Haroutunian from Wayne County Board of Canvassers, told the newspaper. "This isn't normal."
An audit was ordered by the state's election director, the Detroit News reported.
Michigan was one of the states Green Party candidate Jill Stein targeted for a recount, but a federal judge ended the recount last week.
Stein has appealed to the Michigan Supreme Court.
"More evidence election administration in Detroit is a national embarrassment," University of California-Irvine Law Professor Rick Hasen charged in his election blog.
"I don't suspect malfeasance, but rather incompetence," he wrote. "There needs to be an audit. There needs to be better training. And there needs to be rolling out of better voting equipment, which I know is planned."
