Of course it did. God was the head of "state," and Moses was his head of government. Prior to the Law there is no knowledge of sin. Law is meaningless if no one enforces it.

Any organized social structure that teaches what is good and enforces rules against what is bad is a government. The family, with father, mother, and children, engaging in their God-ordained roles, is the most basic form of government.

Just taxes are not theft, no matter who wishes to insist otherwise. Theft is the unjust taking of something that is not yours. Thou shalt not steal does not refer to taxation, as I note below.

Compulsory taxation occurs throughout the Old Testament. And the temple tithes were "voluntary" only in the sense of you don't have to pay it if you didn't care about remaining part of the House of Israel. 2 Kings 15 refers to a hefty tax of 50 shekels. Exodus 30:14-15 refers to a minimum tax of half a shekel. There's plenty more. God directed that those who had more paid more, too. And of course, the infamous statement of Christ about "rendering to Caesar." He didn't say "Caesar has stolen from thee; give the denarius to thy Father instead."

We also cannot avoid Paul's statement, "This is also why you pay taxes, for the authorities are God's servants, who give their full time to governing. Give everyone what you owe him: If you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honor, then honor." The meaning of Romans 13 has been perverted greatly by many, but those words are very clear. They refer to God's servants that reward those who do good and punish those who do bad - not illegitimate government that rewards bad and punishes the good.

We are in agreement that the unjust taxation of the current System must be remedied. Most of the taxation is blown on war and "security," making the rich richer with "defense contract" dividends. Ironically, though, most who whine about "high taxes" have no problem with (nearly) unlimited tax monies being spent on "defense" ("it's 'in the Constitution'," blah, blah, blah). Obviously, the welfare system that rewards those not part of the Nation needs major reform, as well.

We have seen countless examples in society of people wanting roads and fire protection service and many other things they depend upon, and attempting to avoid paying for it whenever they can. We see cases of people refusing to pay their fire district taxes and then shrieking when the firemen show up and refuse to put out the flames. Who wants to pay taxes? Few! More would not mind if they were assured the money was going for things that helped them and the Nation, instead of "private interests."
