The Obama administration announced sanctions Thursday against Russia’s intelligence services, while ejecting dozens of intelligence operatives from the U.S., as part of a response to what it says are efforts by Moscow to influence the 2016 election.

Using an executive order, Obama sanctioned the GRU and the FSB -- two of Russia's intelligence services as well as other entities and individuals within the GRU.

In addition to the sanctions, the State Department has declared 35 Russian intelligence operatives "persona non grata" in the U.S., and is shutting down two Russian compounds in Maryland and New York.

The Treasury Secretary meanwhile has named two individuals it says was involved in "using cyber-enabled means to cause misappropriation of funds and personal identifying information."

"These actions follow repeated private and public warnings that we have issued to the Russian government, and are a necessary and appropriate response to efforts to harm U.S. interests in violation of established international norms of behavior," Obama said in a statement Obama also announced that the Department of Homeland Security and the FBI will release declassified information on Russian cyberactivity to help "identify, detect and Russia's global campaign of malicious cyber activities."

Obama also said that the administration will be providing a report to Congress "in the coming days" about Russian attempts to interfere in the election, as well as previous election cycles.

The president also hinted that his administration to do more to hold Russia accountable.

"These actions are not the sum total of our response to Russia's aggressive activities," Obama said. "We will continue to take a variety of actions at a time and place of our choosing, some of which will not be publicized."

U.S. intelligence services have concluded that the Russians interfered in the election to try and help President-elect Donald Trump win. Trump has dismissed the conclusions.

The administration up until now has provided little documentation to back up its official October assessment that the Russian government was attempting to interfere in the U.S. election.

Nor has it corroborated subsequent leaks from anonymous officials contending that the CIA believes the campaign was an attempt by Russian President Vladimir Putin to ensure Donald Trump’s victory.

President Obama has ordered the intelligence community to produce a complete review of its findings before Trump takes office on Jan. 20. The White House has said it will make as much of the report public as it can.

But officials have warned that the document will contain “highly sensitive and classified information” and it is unclear how much concrete evidence it will be able to release [will be shown not to exist].

According to the Russian Media, the black box of the Russian jet that crashed into the Black Sea on Monday has shown the disaster occurred due to faulty flaps. The Interfax news agency claimed a source stated the flaps, part of the wing that gives an aircraft lift were not moving.

The Tu-154 airliner came down off the Russian coast killing all 92 passengers and crew. On board was one of Russia’s best-known humanitarians, Yelizaveta Glinka, and 64 members of Alexandrov Military Music Ensemble.

Life news website stated the pilot lost control when the plane was at a critical angle. It quoted the crew’s last words which were, “The flaps, hell…!”

The plane was heading to the Russian air base in Syria. The Alexandrov choir was due to perform on New Year’s Eve.

News sources say the findings come from a cockpit conversation stored on the black box data recorder. The box was found a mile away from the coast in the ocean on Tuesday. Initially, Russian media played conversations between the crew and air traffic control which showed no sign of problems.

Later, Life, which has close links to Russian security services, published a transcript of the cockpit recording taken from the black box.

The plane had landed for refuelling at Adler airport, Sochi, and crashed soon after taking off heading out towards Syria. According to the Russian Defence Ministry, a second black box has been found and raised from the seabed. This is believed to be in good condition.

The Tupolev airliner is no longer used by Russian airlines but is still in service in the military. The model that crashed is 33 years old. Accident investigators have so far ruled out terrorism as a cause focusing instead on pilot error or a technical fault.

Fifteen bodies have been recovered from the crash site so far.

Russian news reported a couple of days ago that faulty flap(s) may have caused the crash.

Unfortunately, the model aircraft in question has not had an exactly stellar service record (over twice as bad as the DC-10), and, being three-decades old, parts can readily fail.

The 35 Russian diplomats expelled by President Obama in connection with cyber-attacks during the 2016 White House race departed Sunday from a Washington, D.C.-area airport.

The State Department confirmed shortly after noon that the diplomats and their families had departed from Dulles International Airport, about 30 miles west of the nation’s capital.

Earlier in the day, Russian news agencies reported the departure, based on information from the Russian embassy.

The diplomats were suspected spies, and their removal was part of the sanctions announced Thursday by Obama that also included the shuttering of Russian compounds in Maryland and New York.

The cyberattacks were emails made public after being stolen from the Democratic National Committee and from the campaign of the party’s presidential nominee, Hilary Clinton.

Russian President Vladimir Putin says he will not take immediate retaliatory action, instead waiting for President-elect Donald Trump, who defeated Clinton and will replace Obama, to takes office on Jan. 20.

On January 5, 2015, the Armed Services Committee (http://www.armed-services.senate.gov/hearings/17-01-05-foreign-cyber-threats-to-the-united-states) held a hearing that was formally titled, Foreign Cyber Threats to the United States. John McCain chaired the committee. On C-Span, this hearing was titled, Russian Hacking and Cybersecurity (https://www.c-span.org/video/?420936-1/senior-intelligence-officials-resolute-russian-role-electionyear-hacking) so even C-Span got into the disinfo act but in the hearing, John McCain said that nobody believed the Russians were involved in hacking the American election system so what the mainstream media was attempting to do was to create the perception of a foreign threat when there was none so we can dispense with that storyline as the reason for the focus on the election system. Despite the fact that McCain and Clapper both said that the Russians did not hack our election system, the next day after the hearing, January 6, 2017, the Director of National Intelligence (DNI (https://www.dni.gov/index.php)) released a report titled, Background to “Assessing Russian Activities and Intentions in Recent US Elections: The Analytic Process and Cyber Incident Attribution” (https://www.dni.gov/files/documents/ICA_2017_01.pdf). This is a carefully worded report that has no substance. It documents their “beliefs” that the Russians interfered with our elections process – not by a cyber hack, but a mind hack. RT, dared to provide a counter-narrative to the American mainstream media echo chamber of propaganda.

Also on January 6, 2017, the Secretary of Homescam Security, Jeh Johnson announced (https://www.dhs.gov/news/2017/01/06/statement-secretary-johnson-designation-election-infrastructure-critical) they were declaring our election system as “critical infrastructure”. The significance is that it ostensibly gives Homescam Security the authority to take over control of our elections process allegedly to protect it from “cyber terrorists”.

The federal takeover of information in the U.S. based upon a designation of “critical infrastructure” began in 1995 (http://www.channelingreality.com/Fusion_Centers/fusion_centers_part_2.htm) following the bombing of the Murrah Building in Oklahoma City. President Bill Clinton signed Presidential Decision Directive 39 (PDD-39 (http://www.tvoinews.net/pdfs/Clinton_Library_PDD-39.pdf)) to establish the President’s Commission on Critical Infrastructure Protection (PCCIP) and the Feds have been in the business of centralizing control of everything – building the technocratic police state ever since.

During the Senate hearing, one of the senators mentioned that President Obama included a signing statement (https://www.whitehouse.gov/the-press-office/2016/12/23/statement-president-signing-national-defense-authorization-act-fiscal) on the National Defense Authorization Act for 2017. He signed this statement on December 23, 2016.



Globalizing Cyber Security



I note that section 923 of the Act requires that the President establish a unified combatant command for cyber operations forces, while section 1642 prohibits the Secretary of Defense from terminating the “dual-hat” arrangement under which the Commander of U.S. Cyber Command (CYBERCOM) also serves as the Director of the National Security Agency (NSA), unless the Secretary and Chairman of the Joint Chiefs of Staff jointly certify that ending this arrangement will not pose risks to the military effectiveness of CYBERCOM that are unacceptable to the national security interests of the United States. Although I appreciate the Congress’s interest in strengthening our Nation’s cyber capabilities and ensuring that the NSA and CYBERCOM are best positioned to confront the array of cyber threats we face, I do not support these provisions as drafted:

the Congress should leave decisions about the establishment of combatant commands to the executive branch and should not place unnecessary and bureaucratic administrative burdens and conditions on ending the dual-hat arrangement at a time when the speed and nature of cyber threats requires agility in making decisions about how best to organize and manage the Nation’s cyber capabilities. That said, after directing a comprehensive review of this issue earlier this year, and consistent with the views of the Secretary of Defense and the Director of National Intelligence, I strongly support elevating CYBERCOM to a unified combatant command and ending the dual-hat arrangement for NSA and CYBERCOM ‑‑ a position my Administration has communicated to the incoming Administration.

While the dual-hat arrangement was once appropriate in order to enable a fledgling CYBERCOM to leverage NSA’s advanced capabilities and expertise, CYBERCOM has since matured and the current construct should be replaced through a deliberate, conditions-based approach to separating the organizations. The two organizations should have separate leaders who are able to devote themselves to each organization’s respective mission and responsibilities, but should continue to leverage the shared capabilities and synergies developed under the dual-hat arrangement.

To these ends, the Department of Defense and the Office of the Director of National Intelligence have taken steps to ensure that separation would occur in a phased manner that enables NSA to continue to provide vital operational support to CYBERCOM during a transition period.

Beyond these provisions, I remain deeply concerned about the Congress’s use of the National Defense Authorization Act to impose extensive organizational changes on the Department of Defense, disregarding the advice of the Department’s senior civilian and uniformed leaders. The extensive changes in the bill are rushed, the consequences poorly understood, and they come at a particularly inappropriate time as we undertake a transition between administrations. These changes not only impose additional administrative burdens on the Department of Defense and make it less agile, but they also create additional bureaucracies and operational restrictions that generate inefficiencies at a time when we need to be more efficient.


According to an article titled, Congress set to elevate CYBERCOM to unified combatant command (http://www.c4isrnet.com/articles/congress-authorizes-elevating-cybercom-to-unified-combatant-command) on a website called C4ISRNet (http://www.c4isrnet.com/aboutus), the plan to make CYBERCOM an independent organization within the Unified Command structure was already in progress as of December 1, 2016. Excerpts:

Congress is set to authorize the elevation of US Cyber Command, taking it from under the purview of US Strategic Command and making it a fully unified combatant command.

What this designation means in practical terms is greater scope in global campaign planning, funding, authorities, personnel and policy, said Mackenzie Eaglen, resident fellow in the Marilyn Ware Center for Security Studies at the American Enterprise Institute.

This elevation also makes cyber a core and priority mission for the Department of Defense, according to Eaglen.
The following is a diagram of the Unified Command structure. As you can see the combatant commands are regional. Since CYBERCOM has no region, it will cover the world of cyber.

So now that we know what the plans are for CYBERCOM, let’s go back and take another look at the Director of Homescam Security, Jeh Johnson.

Way back in August, Jeh Johnson (https://www.c-span.org/video/?413496-1/homeland-security-secretary-jeh-johnson-speaks-christian-science-monitor-breakfast) was the guest at the Christian Science Monitor Breakfast. Reporter Brian Bennett of the LA Times had a question for Johnson that was about the idea of declaring our election system as part of the critical infrastructure. The lead-up to the question included information that the DNC hired a private security firm to investigate their “hack”. Johnson’s answer to the question was too long and too concise for it not to have been a staged question that was set up in advance.

The Brennan Center produced a Fact Sheet (https://www.brennancenter.org/sites/default/files/analysis/HAVA%20Fact%20Sheet.pdf) about the HAVA legislation. HAVA included the following:

provided on voter registration applications.

• HAVA provides minimum standards to ensure that voter registration records are
accurate and updated regularly.

This section is the tell about what is really happening – which is nationalization of the voter registration database. An educated guess would be that all of the states are in compliance so the Feds will be taking over the databases.

In addition to the Department of Motor Vehicles and Social Security Administration, the statewide voter registration list should be coordinated with the databases of corrections agencies, agencies mandated to provide voter registration under the National Voter Registration Act, public assistance and disability offices, Medicaid and Medicare offices, public universities and other state agencies. Privacy concerns should be fully and carefully addressed in designing the system.

• Clear, uniform procedures for processing voter registrations. State election officials should develop clear procedures for accepting, verifying, updating and canceling voter registrations across the state. Among other things, these procedures should ensure that voter registration applications are not rejected for failure to provide a driver’s license or social security number, and that a unique identifying number is assigned to those applicants who do not provide this information. These procedures should also define what is required to “match” information in registration applications with state records in a manner that does not result in a high rate of erroneous “non-matches.”

These two requirement will ensure that anybody can vote – citizen or not.

The paydirt in all of it is finding the plan for globalization of cyber security under military command – supposedly. The so-called “intelligence community” are agencies and divisions within agencies that manage the IT systems for the critical infrastructure and control systems.

The DMV forces Utahans to put their home addresses on their drivers licenses, while the feds do not require them on passports or passport cards. It is said that the NSA Super Spy center, located in Bluffdale Utah, gets 500,000 hack attempts per day, and the Utah State government gets 300,000 per day. I think you all know that Yahoo yahoos (users) got hacked: 1 billion of them. So remember now, any information you give to our governments will end up on the internet, and whatever you put on Facebook or other internet connected devices, will become part of the new world order one world government. With technology growing fast, things will only get worse. Some of you love the publicity and feeling naked to the world, but for those of you who like at least some privacy you better reconsider what you do with your personal information.
