i dont understand why getting over the wall results in rewards. shouldn't they just throw them back over the wall? which would discourage jumping the wall in the first place..

These are not migrants. They are invaders.

Give them a choice, helicopter or boat ride. Helicopter brings them back over the border and drops them at 1000 feet. If they survive the fall, they get instant citizenship in Spain. Boat ride brings them 12 miles out into the Atlantic. If they swim in to Spain, they get instant citizenship.
