In case you dont know the W4 has a statute.....26usc 6051. This statute lists all the earnings that are liable for taxes. Everything you need to know about "reporting" is found in 26usc 6051 (receipts for employees)

Did you notice that I specifically stated "Administrative"? I mention it purposely. I'm no stranger to the tax code or its regulations. There are many types of regulations. They are categorized by the prefix number to the regulation such as "301".
301 is the "administrative" regulations to statutes belonging to code section 6105. 6105 happens to be the statute in title 26 pertaining to obtaining a ssn.
What this is for the newbies such as yourself is section 301 relates to employers and how they administer requests from employees regarding the W4. So when an employee comes to them and ask they no longer want to participate in SS they can look it up and precede accordingly.
So when an employee says stop all SS participation all the employer is required to do is follow "paragraph (b)" to see if said employee is required any further in the code.
It really is that simple dumbthink. There's no over thinking or any conspiracy about the tax code...its simple!
