Nope. It is not the federal government. That government retired with a debt of $346,681,016 in 1868 (the debt actually stabilized in 1878). What you are dealing with is a national government with a truncated constitution it calls "the XIV amendment" that is at war with people who actually don't know the federal government went out of business.
