The country's prosecutor said that all prospects of pursuing the investigation had been exhausted, adding Assange's continued evasion of legal proceedings had been a factor in the decision. Police in London said he remains wanted for a lesser offense.

I think that's the cover they have for keeping "him" at the Embassy. Assange is nowadays a CGI, perpetually "locked" into the Equadorian embassy. "He" merely exist as controlled opposition. Similar to fictional Goldstein, Hawking and Bin Laden, but with slightly different roles to play.
