6 Baltimore schools, no students proficient in state tests (Is it because I'm black?)

BALTIMORE (WBFF) -- A Project Baltimore investigation has found five Baltimore City high schools and one middle school do not have a single student proficient in the state tested subjects of math and English.
We sat down with a teen who attends one of those schools and has overcome incredible challenges to find success.
Navon Warren grew up in West Baltimore. He was three months old when his father was shot to death. Before his 18th birthday, he would lose two uncles and a classmate, all gunned down on the streets of Baltimore.
“I’ve lost a lot of people, so I’m used to it. It hurts,” Warren said. “I just chose not to show it. I just keep it in. You just have to live on and keep going on every day. You have to do it somehow.”
Despite his tremendous loss, Warren is set to graduate this year from Frederick Douglass High School. It’s a school where only half the students graduate and just a few dozen will go to college. Last year, not one student scored proficient in any state testing.
“That’s absurd to me. That’s absurd to me,” says Warren’s mother Janel Nelson. “That’s your teachers report card, ultimately.”
Project Baltimore found Frederick Douglass is not alone. Four other city high schools and one middle school also have zero students proficient.

Achievement Academy at Harbor City
New Era Academy
Excel Academy at Francis M. Wood High
New Hope Academy


High school students are tested by the state in math and English. Their scores place them in one of five categories – a four or five is considered proficient and one through three are not. At Frederick Douglass, 185 students took the state math test last year and 89 percent fell into the lowest level. Just one student approached expectations and scored a three.

2 city schools' teens in a brawl
11 arrested in fight in Cherry Hill after bomb threat

Eleven high school students were arrested yesterday after a brawl erupted on a sodden football field between students from two schools in South Baltimore's Cherry Hill neighborhood that have a history of enmity.
Dozens of police officers from throughout the city, some armed with Tasers and mace, were summoned to the campus shared by the New Era Academy and the Southside Academy after a bomb threat emptied both schools shortly before 11:30 a.m., according to Marshall Goodwin, the city school system's police chief.

The two schools, which operate under the same roof in a large complex between Cherry Hill Road and Seamon Avenue, have vastly different cultures, which leads to tension between their students. New Era Academy is one of Baltimore's six "innovation" high schools, which have no admissions requirements and yet often attract students that perform better than those at neighborhood high schools such as Southside. Administrators at innovation schools have autonomy over staffing and curriculum, while those at neighborhood high schools do not.
New Era operates in partnership with the school management company Replications Inc., and its focus is on college preparation and cultural enrichment. Instead of ringing a bell at the end of class periods, the school plays classical music.

Grades Changed To Pass Failing Students At Baltimore City Middle School
BALTIMORE (WJZ) — Changing grades to promote students. That’s what teachers at one Baltimore middle school are accused of doing.
As Gigi Barnett explains–the problem may extend to other city schools.
Just before the end of the school year at Booker T. Washington Middle in Baltimore, teachers entered their final grades. Now, some of those teachers are learning that the students they failed were promoted.
Someone changed their grades.
“I don’t believe this,” a mother said.


This parent didn’t want to be identified. She’s upset that, in some cases, grades were changed from a failing 50% to a 90%–that’s an “A.”
“I guess this is the kind of world we live in. Where, you know, people are killing people and then don’t do time and kids that’s not going to school that’s graduating, so,” she said.
Teachers reported the changes, and an investigation is underway.
Meanwhile, the district says it has no idea who made the changes. Only principals or high-ranking school leaders can do that.

A taxpayer-funded professor of pan-African studies at California State University-Los Angeles is organizing the Black Lives Matter summer camp. It’s “free for all Black youth, ages 10-18.”

Anthony J. Ratcliff is the professor behind the Black Lives Matter summer camp, reports Campus Reform.

The “Youth Activist Camp and Resistance Space 2017” will run from June 12 to June 16 (from 10 a.m. to 4 p.m. each day), according to a Facebook announcement.

“In addition to learning strategies for organizing social justice campaigns and direct action tactics, the camp will focus on community building, skill-sharing, critical literacy, public speaking,” the Facebook notice says.

According to police, a 25-year-old entered the school around noon and shot a 56-year-old hall monitor. He’s in serious but stable condition.
