The Department of Justice alleges that the scheme took several steps, with Flako first selling a Puerto Rican birth certificate and U.S. Social Security card to Brea for about $900. Brea allegedly then sold the stolen identity for more than $2,000 to a client in Massachusetts.

Then the RMV came into play. Brea would use the counterfeit documents and fake identities to register the clients to vote in the City of Boston, said officials. Brea and the client then took the stolen information to the Haymarket RMV, where either Medina, Gracia, Jordan or Brimage would allegedly accept cash to illegally issue authentic RMV documents, including Massachusetts licenses and ID cards.

REVERE (MyFoxBoston.com) -- A Massachusetts Registry of Motor Vehicles employee has been accused of producing fake ID's in Revere.

U.S. Attorney Carmen Ortiz's office says Alexander Brewer, 24, of Boston, was charged with conspiracy to defraud the U.S. in connection with producing false identification document for Puerto Rican nationals.

Ortiz's office said Brewer made Massachusetts driver's licenses for people who produced Puerto Rican identification documents to conceal their true identities between Dec. 2011 and Dec. 2012.

A Homeland Security agent, assigned to the Boston Document and Benefit Fraud Task Force, along with the Massachusetts State Police conducted an investigation into Brewer's dealings after receiving information that the clerk was fraudulently issuing Massachusetts driver's licenses and identity cards.

According to the agent, Brewer knowingly and willfully issued valid driver's licenses to individuals who used legitimate Puerto Rican identity documents other than their own to obtain the driver's licenses, thus concealing their true identity.

When confronted, Brewer reportedly confessed to issuing at least 200 driver's licenses, but possibly more. He was being paid $200 per driver's license.

In a statement, Registrar Rachel Kaprielian said Brewer is no longer employed by the RMV.

"Our internal auditing procedures detected irregularities and we called in our law enforcement partners to investigate. The license and ID credentials involved in this case are being tracked and they are invalid. We have a zero tolerance policy for this type of behavior. It is not a matter of if this type of activity will be detected, it is a matter of when."

Brewer faces up to five years in prison and up to $250,000 in fines.
