The Texas coast is bracing for impact as Hurricane Harvey bears down on its shores. The storm, forecast to be a Category 3 hurricane by the time it makes landfall around midnight Friday, is expected to be the worst to hit the state in nearly two decades.
Residents staying in the area frantically stocked up on food, water and gas, while others heading out of the storm's path boarded up windows and doors of their homes and businesses.
"This is going to be a storm we talk about, unfortunately, for at least the next seven days," ABC News chief meteorologist Ginger Zee said Friday on "GMA."
Here's what we know about the storm so far.
Weather forecast
As of 10 a.m. local time, Harvey remained a Category 2 hurricane and was about 115 miles southeast of Corpus Christi, a Texas city on the Gulf of Mexico. But the storm's central pressure has been dropping and its maximum sustained winds have increased to near 110 mph with even stronger gusts, according to the National Weather Service. The storm is predicted to hit the coast as a Category 3 hurricane around 12 a.m. local time Saturday and decrease its forward speed significantly in the coming days.
The National Weather Service warned Harvey could bring a potentially devastating storm surge, heavy rainfall and wind hazards to the Lone Star State's coast.
A storm surge warning is in effect for much of the Texas coast. Life-threatening storm surge waters could reach 6 to 12 feet above ground level. Catastrophic flooding is expected across parts of the area. Rainfall will be heavy, with an estimated 15 to 25 inches of rain falling in many areas and as many as 35 inches in some from today through Wednesday, the National Weather Service said.
Here's a projected timeline for Hurricane Harvey thus far, according to forecasts from the National Weather Service:
Saturday: Harvey is expected to roar ashore the Texas coast as a Category 3 hurricane around 12 a.m. local time Saturday. After that, the storm's path remains uncertain but it is forecast to meander near or just inland of the middle of the Texas coast through the weekend.
Sunday through Monday: Some forecast models show Harvey expanding across the Gulf Coast as it makes its way over southern Texas.
Tuesday through Wednesday: The hurricane could, according to some models, move northeast and then re-emerge briefly over the Gulf of Mexico before making a second landfall in northeastern Texas or western Louisiana.
Preparation and evacuations
Storm preparation began in earnest on Wednesday and intensified on Thursday. Shoppers lined up to fill their carts with food and water, while lines for gas stretched out of many stations. Some people also got to work boarding up their homes and businesses to protect against the expected 100-plus mile per hour winds. Even the Texas Department of Transportation in Victoria boarded up its windows on Thursday.
As of Friday, governors had declared states of emergencies for 30 counties in Texas and statewide for Louisiana.
Most of the flights in and out of Corpus Christi International Airport for Friday have been canceled, according to FlightAware. Major airlines are waiving cancellation fees.
The Coast Guard said Thursday it is sending shallow-depth vessels to Texas and Louisiana that are capable of responding in flooded urban areas. And with gale force winds predicted to arrive within 24 hours, the Coast Guard on Thursday also ordered a nearly total closure of ports in Houston, Texas City, Galveston, Freeport and Corpus Christi.
Texas officials announced mandatory evacuations for all seven counties on the coast: Calhoun County, San Patricio County, Refugio County, Brazoria County, Jackson County, Victoria County and Matagorda County. In four of those countries, officials ordered their entire county to evacuate and warned those who chose to stay behind that their rescue could not be guaranteed. Voluntary evacuations have been urged for residents in other areas.
While a mandatory evacuation order is not in place for Corpus Christi, Mayor Joe McComb did advise residents to voluntarily evacuate.

I used to live in Corpus; and I have friends and family in the area, who have all evacuated (some up to Austin, others to San Antonio). One friend lives on an oceanfront home in Rockport, which is basically the bullseye of where this hurricane will be hitting. I expect there will be damage, but hopefully it won't be catastrophic.

As Harvey dumped rain on East Texas and the waters rose, people started to panic, rushing rescue boats and even shooting at them if they didn't stop, said one volunteer rescuer.
Clyde Cain, of the Cajun Navy, a Louisiana-based rescue force that gained fame during Hurricane Katrina, said in one instance, a boat broke down, and while the crew sought shelter in a delivery truck, people tried to steal the inoperable boat.
"They're making it difficult for us to rescue them," he said. "You have people rushing the boat. Everyone wants to get in at the same time. They're panicking. Water is rising."
Because of the hostile responses, the Cajun Navy has been forced to halt some rescue attempts, Cain said.
"We have boats being shot at if we're not picking everybody up. We're having to pull out for a minute. We're dropping an airboat right now to go rescue a couple of our boats that broke, and they're kind of under attack," he said.

“Attorney General, clearly all of us would be agreed that it’s a moral issue to try and oversell necessities at a time of crisis. Is it and should it be a legal issue as well?” the CNBC host asked. “Surely it’s up to the seller to sell their product at the price they wish, even if morally clearly at this time they shouldn’t be overcharging for necessities.”
The Attorney General shot back that the law is in place for a reason and that he was going to enforce it.
“Well, clearly the Texas legislature thought differently, because they were the ones who put the penalties in place. It’s up to $20,000 per occurrence and if you do this to somebody 65 and older it’s $250,000 per occurrence,” Texas Attorney General Ken Paxton said.
“So, of course, our legislature, signed by a governor many years ago, clearly didn’t want during natural disasters the necessities to be jacked up in price,” Paxton continued. “So that was a decision that they made and we’re enforcing it.”
It’s incredible that anyone could ask whether selling $100 cases of water is actually good in the middle of this disaster like this, but here we are. Nothing, not even the lives of hundreds of thousands of people, should apparently get in the way of making a buck.

I'm hearing a lot of optimism that Houston is going to bounce back from this disaster, I'm not convinced we will. The estimates are up to $190 billion.
There is the possibility this disaster is the crack that breaks our economy?

The fastest I saw them go was when they were draining the boat. Those houses are pretty much ruined from the 3-4 feet of water.

Houses that get flooded usually only need the bottom floor sheetrock and insulation replaced, along with any finish woodwork. During flood times boats were not allowed on the lake because they damage flooded homes.
Sometimes small single story structures like garages will float off their foundation and come down a few inches away, which is expensive to repair.

I imagine the cell towers/phones are working, no? Regardless, if cash in hand is what they want... it seems ground level ATMs would mostly be down. Not sure how those shops above the flood level are faring as far as accepting CC/debit payments.
I'd guess a fraction of 1% of peeps have bitcoin accounts. And at least that few % of businesses set up to accept BC.
I'm seeing some commentaries saying how, IF this flood was HAARPed, it could have to do with TX's independent spirit, which would = anti JWO.

Not saying they do not exist in texas, but along the coast, basements are rare as hens teeth, because of the high water table. Hell here in my area , most everything is pier and beam or slab for those same reasons. Same reason that in ground pools have to be kept filled with water, otherwise the dam things float out of the ground.

Reality is starting to sink in, all this optimism that Texas will be back stronger then ever soon, is not going to happen. The MSM are starting to talk about the defaults that are coming and that there is a big shortage of tradesmen in the country now. Who is going to rebuild Texas?
I've been saying for a while now that if things go as planned, tradesmen and related industries are going to be the most valued jobs in our country. Some of the highest paid too.
I'm still not convinced we will bounce back like many are thinking. I think more people will flee Houston and affected areas then anticipated.
If we get hit with Irma, it's curtains for the US.
I guess we can always bring in more Mexicans?

A friend lives in Vidor and he just advised that 53.7" of rainfall fell in six hours there in Vidor.
Fortunately they *only* got six inches of water into their home as they live on a ridge. He advised that just down the road from his house water was up to the bottom of the stop sign at an intersection. He and his wife had to be evacuated by the Cajun Navy.

Amid the catastrophic earthquake in Haiti in 2010, the Red Cross reportedly accepted nearly $500 million in relief money but built only six homes with the funds even though they claimed they had provided homes to 130,000 people. These failures prompted some Haitians to advise the world against donating funds to the Red Cross.
The organization was accused of diverting resources and supplies to bolster its public image during Hurricane Sandy. As an investigation by NPR and ProPublica found: “The Red Cross national headquarters in Washington ‘diverted assets for public relations purposes.’ A former Red Cross official managing the Sandy effort says 40 percent of available trucks were assigned to serve as backdrops for news conferences.” The outlets reported that “[d]istribution of relief was ‘politically driven instead of [Red Cross] planned,’” noting many organizational failures. .... Kieserman said that as of Wednesday morning, “had spent $50 million on Harvey relief, mainly on 232 shelters for 66,000 people.” .....
But he responded without actually providing an answer to her question: “Yeah, I don’t think I know the answer to that any better than the chief fundraiser knows how many, how much it costs to put a volunteer downrange for a week and how many emergency response vehicles I have on the road today. So I think if he was on this interview and you were asking how many relief vehicles in Texas, I don’t think he’d know the answer and I don’t know the answer to the financial question I’m afraid.”
