This story is so ridiculous - what's cruel about letting a bull chase people down the street? The bull probably loves it! If the bull gets to you, you at least have a chance to get away because the bull is completely distracted the whole time, but a 726 lb ball rolling down on you won't be so kind when it runs you over and kills you.

The running of the bulls, even though it is quite dangerous and probably stupid, at least has a cultural and historical significance that many people want to be a part of, and I imagine those who take part achieve some sort of satisfaction in doing so.
