so i'm poking around a local 'head start' website -- a skool/gov provided daycare/preschool for the fs army. and on their website -- free/reduced utility sign up. this is but one of many 'services' the skoolz are offering/promoting to the fs army

The Comprehensive Energy Assistance Program (CEAP) is a federally-funded utility assistance program. CEAP is designed to assist low-income households in meeting their immediate energy needs and to encourage consumers to control energy costs for years to come through energy education. Through this initiative, GCCAC assists families having incomes at or below 150% of the federal poverty income guidelines by reducing their heating and cooling costs and addressing health and safety issues in their homes through energy-efficiency measures.
