There is no specific "scent." It's just something I've always had...nothing I can control or "tune." Since childhood. I'm always an "uptight" person, but spikes in angst like recently tell me something is "more wrong," and about to get "wronger." Like I noted, my family and friends feel it, too. More sleeplessness, more desire to avoid "the world" (e.g., people at large).

The overt aspects, like this "for what?" event in Vegas, and Trump's continued ratcheting up of war talk towards the Norks, play into it, certainly, but I feel like I did on the run up to late Summer 2001.

We'll know soon just what is up, and I'm certain it's not good.

Not Earth-shattering news, but our region is in flames right now. Happened literally overnight. Fires in the east moved over the mountains in both Sonoma and Mendocino counties. The City of Santa Rosa is trying to stop the advance, many areas of the city already in flames. We are currently safe, and are functioning as a refuge as necessary. My kid is helping extended family evacuate and I'm not happy she's not taking my "hints" to leave now (she is with her boyfriend who is a firefighter, not in action). I was alerted about 0300 about a snap evacuation order.

The smoke is so thick in the region that it's showing up as rain on weather radar. Santa Rosa cops using gas masks.

I guess this may be part of what I was feeling...but surely not the entirety of it.

Numerous power spikes over the last 12 hours, likely due to the fact most of our power is hydro from Lake Pillsbury (behind the fire zone in Potter Valley).

Communications links with Willits and North County are cut, as well as some services to far north of us, in Humboldt County (Arcata Police reporting their 9-1-1 is not working due to AT&T fiber failures due to fires down our way). Neither mobile nor hardline working in Willits and points north. Some Internet is working in Willits, but Internet and power are down in large portions, as well. This is frustrating since my (other) kid lives in Willits, and we have had no word from him or his girlfriend/her family. People around here who have scoffed at me for years are now realizing that POTS ("plain old telephone service" aka "landlines") can be a useful resource in these circumstances, at least for local calls through the local central office. There are microwave relays mountaintop to mountaintop for the whole county, but only some of us have access to that for high value comms.

SACRAMENTO — Ninety percent of California sex offenders will no longer be required to register with law enforcement for life under a bill that Gov. Jerry Brown signed Friday.

The change is one of several sweeping alterations to the state’s 70-year-old registry contained in SB384 by Sen. Scott Wiener, D-San Francisco.

The bill allows most sex offenders to petition beginning in 2021 to be removed from both the public and the police registries 10 to 20 years after they are released from prison, as long as they have not committed another serious or violent felony or sex crime.

Brown had previously indicated he would sign the reform, which for years stalled amid pushback from reluctant lawmakers who did not want to be seen as soft on crime. The bill was pushed by law enforcement agencies, that argued that California’s sex offender registry is so large that officers and the public can’t determine who is at high risk for reoffending. The registry has 100,000 sex offenders — meaning 1 in 400 Californians is on it.

California is one of four states to require lifetime registration.

“With this reform, our law enforcement agencies will be able to better protect people from violent sex offenders rather than wasting resources tracking low-level offenders who pose little or no risk of repeat offense,” Wiener said in a statement. “Our sex offender registry is a tool used to prevent and investigate crimes, and these changes will make it a better and more effective tool for keeping our communities safe.”

The state’s registry will have now have three tiers, with the first tier allowing people convicted of crimes like misdemeanor sexual battery, misdemeanor possession of child pornography and indecent exposure to petition to be removed from the registry after 10 years. Tier one has the largest number of sex offenders, with up to 65,000 people potentially falling into that category.

Those offenders would not all come off the registry at once since a portion of those people would not have finished waiting the mandatory minimum of 10 years on the registry after their release from prison.

The next tier includes people convicted of lewd and lascivious acts with a minor, oral copulation with a minor under 14 years old and non-forced sodomy with a minor under 14 years old. The second tier, which requires sex offenders to register for a minimum of 20 years, has potentially 24,000 people.

Crimes like rape, sex crimes against children 10 and younger, repeated sex crimes and sex trafficking minors, put a sex offender in a third tier that requires them to be on registry for life. That tier has an estimated 8,200 people.
LGBTQ groups like Equality California supported the bill, saying the changes will help gay and lesbian people who were targeted by police for crimes like consensual sex among adults in a park.

“Gov. Brown’s signature will restore livelihoods and help restore the registry as a tool for investigating those who pose a real danger to society,” said Rick Zbur, executive director of Equality California.

Under current law, when a person is required by a judge to register as a sex offender, there are few ways to have their name removed from the registry, regardless of the underlying offense. That’s resulted in a registry that includes 650 sex offenders whose last convictions were in the 1940s and 1950s, according to the Sex Offender Management Board. Another 3,000 were last convicted of a sex crime in the 1960s and 1970s.

Supporters of the bill, including scholars and victim advocates, argued that research shows that the longer people are crime-free, the less likely they are to reoffend, thus keeping sex offenders on the registry for decades does not reduce crime.

Local law enforcement agencies estimated that they spend two-thirds of the money intended for supervising sex offenders on paperwork for low-risk offenders. That money, Alameda County District Attorney Nancy O’Malley argued, would be better spent monitoring higher-risk offenders.

Local news is non stop with covering this, all doom and gloom. The fires are not been contained, one fire near Clear lake, is 10% contained now. That's it, the rest of the fires are out of control. 2000 structures, homes and businesses, are a total loss. 15 fatalities.

My Internet is very resilient, fortunately. Just been busy with everything going on.

We are perfectly fine in our location. However, the damage in Redwood Valley is beyond belief. (similar in Santa Rosa, but I've been focusing on "home").

The fiber links between South County and Willits/North County were burned. But worse, the mountaintop microwave relay stations also burned. The Sheriff and other emergency services were reduced to Iridium phones and Ham radio operators. I heard Ham operators were able to request airlifted burn supplies for Howard (Willits) and Ukiah Valley hospitals (per Sheriff Allman at Willits press conference).

Finally heard from my son. They're all OK, as expected. But the wait was unpleasant. Essentially no phone service anywhere in the North County, mobile or hardline. Some Internet service is working up there, which is the only thing the average person has to communicate with the world right now. My daughter's boss is up there, trying to run the show over borrowed HughesNet service.

The most important lesson in this situation is this: it doesn't take 72 hours for groceries and fuel to run out, even when the panic level is low. It took 12-14 hours. No fuel in Willits, Fort Bragg, Laytonville, and the rest of North County. Grocery stores out of basics, especially perishables. 101 opened up last night, and resupply commenced early this morning, going on all day. (personally, we never let our gas go below half a tank).

The fire is moving towards CDF/CalFire HQ on the ridge, which will shut down US 101 again if it makes it there.

Schools are shut again tomorrow, wreaking havoc for most parents, including our family friend.

A lot of the equipment is private aviation contracted to CalFire. I saw two new helos today, a Blackhawk/S-70, and what appeared to be another Sea King in different paint job. Unfortunately, the smoke is so bad the S-2 Trackers (fixed-wing, for those who don't know) are having a hell of a time trying to do powder drops safely and accurately.

The DC-10 out of McClellan did indeed visit us yesterday, but not today.

Pence has been addressing our disaster, so we do have the attention of the White House. FEMA set up shop in Santa Rosa to cover the whole region.

The Sacramento Criminals are, indeed, responsible for much of this, in particular, the response, or inadequate level thereof. You are correct: protecting criminals, degenerates and/or defectives is what they do best because they themselves are criminals, degenerates and defectives. As for being warned, many in Redwood Valley got NO warning whatsoever, and I believe the same is true in Napa and Sonoma counties. Many of those who did get notice were awakened by Mendo Sheriff's units blaring their sirens/speakers at 1 in the morning or, in many cases, neighbors pounding on their doors. Reverse 9-1-1 was marginally effective, in part because people don't answer in the middle in the night. One criticism is that Redwood Valley (Volunteer) Fire didn't even sound their fire siren.

Regarding preparation, the areas effected around here are a combination of long-term ranchers, working (middle-class) people who found affordable homes there, and very low income folks (mostly Pomo Indians). The fire danger is always there, but a combination of factors came into play here. Something of this scale has not happened in anyone's lifetime. That is not the case in Sonoma, though, as the 1964 Hanley fire took out the same areas that are now homes (mostly expensive) and shopping centers.
