I'm really surprised actually, because HIV affects the gay community the most. Being CA, I'd think they would want to protect them more, than try to kill them off with HIV.

Basically, this isn't very "gay friendly". An HIV infected gay dude can destroy the health of a lot of other gay dudes, and lowering the penalty just encourages or accepts that type of behavior.
