If a state law requires a permit to carry a handgun concealed then why would an FBI agent be exempt from this law?o)(~

I suspect the reason is the same as a monk who enters the plane of civil death. This then begs the question of who else might be exempt from any and all state laws and (perhaps more importantly) how to determine who is exempt and who is liable.

Only in Russia, in the states they'd be outside the territory lorded over by THEIR side's monopoly on violence.

So have you ever heard of a spy being charged with carrying a concealed weapon?
This might have happened but I doubt it. Namely because the laws of a state do not apply to a foreign agent. Further the penalty for being a spy would be more ..... fatal.... than a CCW charge.

Not really a law enforcement exemption. The fed does not obey the same law as the local. 'Course it could be considered professional courtesy. One shark recognizing another.
I'll make it even more challenging. Say you spotted a guy in civies jhaywalking and directed the attention of a local constable to the infraction. The LEO proceeds to cite the jhaywalker and he turns out to be FBI. Does he walk or get indited by the grand jury (I know .. .jhaywalking is only a misdemeanor and not a felony so no indictment needed ... just added that last for theatrical effect)
P.s. I chose the imaginary crime of jhaywalking for illustration only
