Any way you cut it carrying a weapon concealed is an act fraudulently tending to induce an opponent into an action which will turn out badly for him.

It doesn't matter if a permit to carry conceal is granted or not. If you are going to carry put it out in the open and help out the other guy come to an honest decision whether t'would be better sociable than to be dead.

A material fact that is concealed and which induces those idiots and thugs into doing something that they would otherwise deem too hazardous.

This is along the lines of the chicken and egg problem. Would they become idiots and thugs if the consequences were obvious?

The consequences don't matter to people, because its always going the other guy who gets caught/killed.

True. It is difficult to assess consequences to actions when all possible outcomes aren't considered in advance.
