Marketing/Branding 101. What's pathetic is that it actually works for the most part, and they know it. Assessment per your thread title it is, of course, spot on. But again, marketing (propaganda) works... so the truth is effectively obscured for most sloppy observers. "...all of the people some of the time, some of the people all the time..." you know the drill, ha ha.
I get that people can find themselves in difficult situations and naturally seek to reposition themselves for better opportunities to succeed if possible, but the historical reality in this and similar situations is just how you put it in the title - the arrogance of the quotes in the article (and others in similar stories) tends to reveal this.

As an immigrant you will never have as many rights as you do where you were born. This is a basic principle. Society seems to love immigrants because they have ziero rights.
Citizenship comes in three flavors
Jus soli ... the rights derived from where you were born
Jus sanguinis ... the rights derived from your parents blood
Naturalization ... the privileges granted you by government
