Mohamed Touré and his wife Denise Cros-Touré, both 57, reportedly brought the girl from Guinea to Texas when she was five years old.

She eventually managed to escape with the help of neighbours.

The couple have been charged with forced labour. If convicted, they face up to 20 years in prison.

Mohamed Touré is the current secretary general of the Democratic Party of Guinea (DPG), which was founded by his father.

Big spending may not spell school success in Houston

For the second straight year, the local nonprofit Children at Risk has named DeBakey the best high school in the Houston area. Its students ace state tests and surpass the national average on the SAT. Nearly all of them graduate.

At Jones, which ranks last, students take few advanced courses and post low test scores. Roughly half drop out. Yet Jones spends $450 more per student than DeBakey.

A study of about 1,000 public schools in the Houston area shows a complex relationship between a school's success and its spending. No magic number appears to guarantee a school amazing results or abysmal ones.

Among Houston-area high schools that rank in the top quarter in Children at Risk's statewide rankings, those with a majority of students from low-income families spend more per student than those with fewer poor children. The average annual per-pupil spending for the 144 high schools ranked in the Houston area is $7,355, according to data reported to the Texas Education Agency.

Researchers generally agree that students from poor families and those learning English cost more to educate. More money is needed to accommodate smaller classes, tutorials or other extras to catch them up with their classmates.

You can’t educate naturally stupid people. Just make them pass by lowering the standards. But essentially as a society by doing that we are digging our own grave. Fair enough?

I don’t know who wrote that, it may have been Sun Tzu. But you don’t spend your limited resources in strengthening weak and failing regiments, you reinforce the winners. No child left behind=Every child left behind.

I thought you were going to talk about the Texas Prison System. Made to work, no pay of any kind and people doing all types or coerced into debauchery to have money for commisary. All under the watchful eye of our Texas leaders. They know what is going on. They profit from it.

Not only do we have a "Military Industrial Complex" but also a "Prison Industrial Complex".

the scary part is that it SHOULD be 10x worse. the light sentencing for outrageous crimes is pervasive
