Everyone agrees these mass shooting incidents are abhorrent whether or not they actually happened. The NRA is frustrated because they are blamed for their lobbying activities. Liberals are frustrated because ... they are always frustrated. If not this issue they would come up with some other issue to be frustrated over. Womens rights. Child abuse. Racisim. You name any current issue and a liberal has brought it up to satisfy his/her urge to be frustrated.

In the case of mass shooting a solution is proposed:

MASS SHOOTING INSURANCE

That's right. If you don't have the mandated MASS SHOOTING INSURANCE (a NO-fault) instrument then you have no basis to complain if you are the victim of a mass shooting.

Payouts for this insurance would be based upon the ability of the victim to prove that he/she was actually dead (produce a real death certificate) as a result of a mass shooting incident and not dead from some other unrelated action. This would limit the liability of the shooter to injuries done to the State (aka ... illegal termination of a birth certificate without being in possession of a license to commit MEDICINE). Of course the State could treble the criminal penalty on the shooter by passing a law requiring potential shooters to be in possession of SHOOTER STAMPS. This means they would be able to hang him (it's always a male) a total of three times.

Schools should willingly provide such insurance to each of their students and instructors at cost.

I think you get the impact when it is your choice to sign up and pay. These events are pretty rare so premiums would be nothing much.

Another thought. Premiums could be reduced if you agree to carry. And double payout if you actually use your weapon to make holes in the shooter (remember a death certificate in your name would be required so this is would be a payout to your estate.... nothing really to celebrate about).

Possessing such insurance could be considered by society to be permission to carry concealed.
