Should California pay for polluting other states?
Maybe they need to impose a carbon tax on their state to pay for the damage to the rest of the country because of poor forest/water management?

Smoke can be seen covering much of the west coast of the US and spreading out towards the central states.
The most intense smoke can be found in California, Oregon and Washington, according to a map from CBS.
