Putin and the non-military Russian flag

I've noticed that when Putin appears with Russian flags behind him it's lacking the gold fringe of the military flag. This first caught my attention when Trump and Putin meet, both the US flags and the Russian flags lacked the gold fringe which was especially notable 'cause the USG likes to display that gold-fringed military flag.
