The computer I'm working on is AMD and doesn't have the Intel Management Engine. It was due to a manner of costs as I purchased an AMD processor for my Litecoin mining rig and once it was no longer profitable I converted the rig into my primary desktop PC since it had a more powerful processor and memory.

BUT, and that's a big but, my laptops are all intel based...

There are tools that will limit ME but not able to completely shut it off due to how its embedded in the entire process of what the computer does. From boot initiation, to power management, network connectivity etc.

Someone found an undocumented bit in ME that was requested by the NSA to shut it off. Go figure.

The Spectre and Meltdown "flaws" were not flaws. They were put there deliberately so that Unit 8200, Mossad, Shin Bet, NSA, GCHQ and allies could access any of your data any time they liked. A goy stumbled across these "flaws" and patches were issued which have only marginal effect (the biggest effect is slowing down your computer).

I put zero faith in such a tool. Any privacy self-defense tools that actually work are put out of business or at least severely marginalized. (hint: TrueCrypt and Kaspersky, respectively)

The only hope for a relatively secure microprocessor free of most Kosher spying is if HiSilicon or Rockchip creates their own Chinese-from-the-ground-up processor, not based on ARM (as their current chips are).
