Not coincidentally, nearly identical to a little kid's reaction when they hear their mother swear for the first time.

Could it be because the average citizen has been trained to remain an emotional and intellectual child so that they will tend to regard their "leaders" as parental figures, and be careful not to question their behaviors and decisions?
