Not sure I am giving factual answer here, but just my reasoning.
First of all "the Vatican" is a nonstarter. There is no right church administration coming out of them because they have betrayed the Church of Christ.
They may be able to legally set what I call the "age of majority" for their city state, the Vatican, but that has nothing to do with culpability for mortal sin.
But the age of reason, or able to give consent in the RCC is age 7 worldwide, but for church matters, there is no such term as "age of consent" but just canon law defined "consent."

This is different than the legal term, age of majority, which I think means age at which offender can be treated as an adult in the legal system.
So in the legal state Vatican jurisdiction, I guess now a 14 year old can be held legally culpable for consenting to an illegal sexual offense, but I think the full age of majority in Italy must be at least 18, so the act committed is illegal and the culpable 14 year old, but under 18 years old, could be processed through the juvenile justice system. I guess if the age of consent person is judged to have given consent, the adult party in the interaction would still have broken the law but not maybe not punished to the fullest extent of the law because the "victim" gave consent. But even in strictly legal defining of "age of consent" I think it is not age alone that makes consent present, just possibly present. There are people who for mental deficiencies or other physical or mental conditions can be of age of consent but judged not able to give consent.

Court documents suggest that alt right personality and “Pizzagate” activist Mike Cernovich is a rape apologist “proxy” used for helping an elite paedophile ring run by billionaire Jeffrey Epstein.
In the buildup to the defamation lawsuit of Virginia Giuffre (née Roberts) against the daughter of a former Mossad asset, Ghislaine Maxwell, who she claims was recruiting child prostitutes for convicted pimp Jeffrey Epstein, alt right personality Mike Cernovich has attempted to intervene in the case on behalf of prominent Zionist lawyer Alan Dershowitz[i] and, presumably, U.S. President Donald Trump.

In opposition to Cernovich’s motion to intervene, Giuffre’s lawyers argue that Cernovich’s motive for intervening in the case is not in the interest of public good as he had claimed[ii] but is instead aimed at undermining claimant Giuffre, other child victims of Epstein, and for saving face of Epstein and Dershowitz.
Epstein victim Virginia Giuffre (née Roberts) when she was 15 years old living with her parents in Palm Beach, Florida—the same place where she began working at Donald Trump’s Mar-a-Lago resort, from where child prostitute pimp Jeffrey Epstein poached her.
Dershowitz had also motioned to intervene in the case, provoked by Giuffre’s claim that Epstein ordered her to have sex with Dershowitz when she was under age. Dershowitz has denied Giuffre’s claim; so, too, has Prince Andrew the Duke of York, who was even photographed with Giuffre, alongside Maxwell, when she was only 17 years old.
“…The documents Cernovich seeks to publish are substantively the same as those Dershowitz sought to publish…Cernovich acts as Dershowitz’s proxy and Dershowitz’s illegitimate purpose is imputed to Cernovich (and Cernovich has an illegitimate purpose of his own).”[iii]
The motion goes on to expose Cernovich’s personal ties to Dershowitz and to the movement seeking to decriminalize rape, evidently, even when it involves children. Dershowitz even motioned to support Cernovich’s motion to unseal Giuffre’s confidential files.
“Indeed, it appears that Cernovich harbours a special antipathy for victims of sexual assault, saying ‘why should I care when women are raped?’”.
It also revealed that Cernovich himself was once accused of rape, but the charges were dismissed. Despite the dismissal, a judge ordered him to carry out community service for “midemeanor battery”.
If the interventions of both Dershowitz and Cernovich are granted, Giuffre’s lawyers believe it would “prejudice Ms. Giuffre”.
“Aligned in purpose, Cernovich and Dershowitz’s motivations are equally illegitimate. Here Cernovich is someone who is a “rape apologist” and advocates “slut shaming”. The Court should not provide him access to sensitive materials describing the sexual assault of minors and women identifying those victims.”

Cernovich has rose to prominence in the alternative media as a direct result of the election of Donald Trump as U.S. president—someone with direct personal ties to Epstein and someone once named as co-defendant alongside Epstein in a child rape case.[iv] Like many shills for Trump in the alternative media, which seems to be controlled by the alt right, Cernovich has been an outspoken proponent of the debunked “Pizzagate” conspiracy theory, which in hindsight, was a GOP dirty trick designed to demonize and discredit the Hillary Clinton campaign, but also likely to coverup Trump’s probable involvement in Epstein’s child-prostitution ring.[v]
Ironically, Pizzagate alleged an elite paedophile conspiracy among the democrats, yet now it is revealed that Cernovich himself is aiding an elite paedophile conspiracy—one to discredit and silence the victims. Cernovich is in cahoots with GOP dirty trickster and probable Pizzagate architect Roger Stone[vi], Zionist Pizzagate activist David Seaman, as well as Pizzagater Jack Posobiec. Cernovich, Stone, and Posobiec collaborated together in setting up the “Deplora-Ball” Trump inauguration celebration in Washington, DC.[vii]
Giuffre’s defamation trial is slated for a New York federal court beginning May 15, 2017.

“Katie Johnson”, the alleged child rape victim of Epstein and Trump, has dropped her lawsuit against the two defendants. Although she has never admitted to making up her story nor was any evidence provided that she did, London’s Daily Mail news outlet reported that she had made it all up[viii]. Incidentally, during the time the Daily Mail made up that story, the media giant was under litigation by Donald Trump’s wife Melania for defamation of character over the First Lady having allegedly been an escort. Melania has since won that lawsuit.[ix] The Daily Mail has failed to retract their falsified story defaming Johnson.

I've found I had to trim down my YT P*Gate trawl, which I've been using for a couple months now. Thing was, I'd add a new bandit vlogger name to the blacklist, and suddenly my former search would return ZERO results! So I figured there was a maximum number of boolian-search qualifiers, and I crossed that limit, so the search wouldn't work at all anymore. So I nuked 'em all & started over.
Presently, just searching with these 4 bandits blacklisted, with "Today" filter, knocks the search results down from 40, to just 15. :)

I just eyeball whatever the Recommended du jour is for me and have to rule out most of them. My only boolean element is try to find something that indicts the core PIZZApeople or gets at true understanding of the depths of the evil in relation to the human soul.
I want the core people to go to prison now. Don't care what they are locked up for just lock them away.
The "senile" "insane" Pelosi I think is a practicing pedophile and her pizza joint shows lots of pictures on web page that suggest preoccupation with young children enjoying a "family fun atmosphere" with their mouths wide open biting into a pizza.

Well, I got caught on PizzaGate clickbait yt video today.

So I thought I would hear about the Pizza aspect, that is the D.C aspect and players, of PizzaGate/Pedophilia.
I also wanted to hear a little more from this Field McConnell ex marine pilot, aviation expert guy.
I still am not clear on his take on 9-11 but I think he thinks big real Boeings with special kind of drone ability crashed at the four sites, so I do not agree with that but that is OK - he still seems to believe 9-11 was an inside job. I just won't take in much of his specific theory even though I am supposed to because he is a big tough marine and an expert on piloting and aviation. I think he is a big blowhard and with a schizoid personality.
However he did not speak much at all about PizzaGate and only a few comments on use of pedophilia among top government officials as a blackmail game. He also mentions in passing that his sister, Christine Marcy, is involved in some kind of pedophile operation / ring with Hillary Clinton, but again no real info or talk at all on that.
He sounds like a big talker and a Protestant Christian evangelist and he keeps telling us how smart he is on these top secret subjects and he has made a deal with God to share his superb information. However, you always have to see him later about getting his real bombshell info on pedophilia or "Pizza" matters, in this case, check out his upcoming conference in England where his talk will be on the subject of pedophilia. http://www.alternativeview.co.uk/

He made a few derogatory statements about a " 1302 Pappal Bull" that stated that the pope stated therein that he was the supreme ruler of the entire universe -or something like that. Then he said I don't know who the Pappal Bull is but maybe somebody can tell me who that is. LOL (A papal bull is one of the kinds of documents that the pope puts out, sort of analogous to a president's executive order. I was going to try to look up the "Pappal bull" to see which pope stated that or if the pope of that year made such a statement but thought that would be like trying to verify something I read in the National Enquirer.)
Field McConnell has been lurking around in the "truth movement" for at least twenty years and not one thing has ever panned out in getting anyone truly exposed and indicted. He always makes it clear what a total wipeout the U S Justice system is as his excuse for none of his truth over the years has ever amounting to anything.
