Stay on 'em. I suggest you be emphatic with the seller that insurance be applied and that you will pay the actual cost of the USPS insurance/delivery confirmation, therefore he needs to get with you forthwith so that you can send the amount for the insurance. What's the seller's FB? PP requires that you allow a specific amount of time for delivery, however if you're not hearing from the seller within 72 hours of the close then I'd initiate contact with PP and register my concerns.

On another note, I once purchased a couple of rolls of 90% quarters from a feebayer. The joker (apparently) merely threw the two PLASTIC rolls into a Priority Mail envelop with no packing, padding, NOTHING else. Priority Mail envelope arrived EMPTY - it was ripped open (difficult to tell whether it was intentional or accidental). Made a claim to PP and got a full refund.

paypal wont pay the seller unless you click on a tab to confirm delivery and that the item looks as expected. Check out the rating of the seller... in the worse case scenario, look for the "resolution center" tab and file a complain to get your $$ back
I sold a few things on ebay over the last 4 years and am very satisfied.

The seller has 100% rating over 300 transactions - all over the last 60 days. He appears legit.

USPS tracking is usually quite reasonable; I never had to file a claim through them though since the sender i.e. seller must make the insurance claim.

like I said you have to authorize paypal to unfreeze the $$ but if you are not happy with item, you will have to send it back to seller (see his return policy), then he will have to authorize paypal to unfreeze the $$ in your favor. Thats why ratings do matter. Sellers will rate you as a buyer too.
the resolution center will act as a 3rd party and force either the seller or the buyer to unfreeze the $$.
ps: always choose a delivery with a tracking number. it is in buyer interest to be able to prove that he did or didnt get the item. If the item is expensive, the shipping costs must include an insurance and generally are paid by either the seller or buyer. I sold lithographs for $600 worth once but made sure to include it in the price. Each seller establishes his own policies so to speak. So before clicking on the 'buy button', this is something one should be aware of.
