The Supreme Court has ruled that the bird sanctuary in Oregon does belong to the United States. United States v Oregon (295 1) and United States v Oregon (295 701). The way I read it title to the land under the non navigable lakes never passed to Oregon when Oregon was granted statehood. The US owns 81,786 acres.
1. At the time of the admission of the State of Oregon into the Union, February 14, 1859, the United States of America was the owner in fee and entitled to the possession of 81,786 acres, more or less of unsurveyed land lying within the meander line boundary as more specifically described in paragraph 13 of this decree, and divided for the purposes of this case into five divisions: (1) Lake Malheur; (2) Narrows; (3) Mud Lake; (4) Sand Reef, and (5) Harney Lake, and of all the surrounding region for many miles.
Whether or not that encompasses the area where the buildings are I do not know. However reading this case leads me to believe the land outside these boundaries which the BLM has been "managing" did transfer to Oregon. I think the figure quoted by Ammon Bundy that the feds have claim to is almost double the acreage the US Supreme Court ruling stated.

Sheriff has surrendered his authority to FBI.
These small towns and counties in the western US take millions of dollars in federal grants. They surrender their sovereignty by the terms of the grant contracts. It appears this sheriff is under the thumb of the Judge Grasty who probably is owned by the BLM. The sheriff's office may also be the recipient of grant money.
