I haven't been following this story at all, do they know what kind of explosives were used?
The backpacks do not look like they are filled with anything overly heavy per se. i.e. ~ 5lbs One does though.

If these guys were carrying pressure cookers full of metal, I'm not seeing it.
Go toss 20lbs in a backpack, put on a puffy jacket and see how the shoulder straps rest on your shoulders.
