Washington — A Justice Department official says the Boston Marathon bombing suspect will not be read his Miranda rights because the government is invoking a public safety exception.
That official and a second person briefed on the investigation says 19-year-old Dzhokhar Tsarnaev will be questioned by a special interrogation team for high-value suspects. The officials spoke on the condition of anonymity because they weren't authorized to disclose the information publicly.
The public safety exception permits law enforcement officials to engage in a limited and focused unwarned interrogation of a suspect and allows the government to introduce the statement as evidence in court.The public safety exception is triggered when police officers have an objectively reasonable need to protect the police or the public from immediate danger.

If so, most plastics are transparent to IR both in the SW (3-5 micron) and LW (7-14 micron), so you see right through it with the imager. It has happened to me many times. In fact I have had to buy special filters so I do NOT see through plastics.
The only thing suspicious is that we see him through what kind of looks like a side boat window too (though I suspect it is a rope, and there is no side window, though looking at zero hedge it is not clear). If the window is plastic, ok. If it is glass, this would not work. Glass is opaque in SW and LW (for instance see: How To Block IR Infrared Thermal Imaging ).
I found this picture here showing a view looking through the glass window. Note there is no thermal signature.

BTW Midnight Rambler- I am not saying the facts you present are wrong. I think FLIR started as a company with some of those old aircraft mounted forward looking infrared imagers. I just disagree with your conclusion, because I deal with plastics and IR. At first I thought the boat was covered with a canvas tarp, which may still show a signal, but not as clear, but once I figured out it was a plastic cover, then I felt it was feasible. This is one reason I mention IR sensors on my UAV forum.
