Yes, the CDC is an incompetent and corrupt and hyper-politicized "scientific" and "medical" federal agency. It has been at least since the "Dept. of Homeland Security" was created -- created in November 2002 in response to 9/11 to "ensure a homeland that is safe, secure, and resilient against terrorism and other hazards."
I wrote a little essay back around 2002 and won a nice new video camera for my effort. As I recall I focused on the "NAZI-like" nature of that new agency and dubbed it the Department of Heimat Polizei . I could see then that 9-11 was the beginning of a neocon effort to destroy the Constitutional Republic of the USA under the guise of "fighting terrorism" derived from the fake terrorism orchestrated and perpetrated by the neocons in the 9-11 false event.

The Founders knew government would be inefficient. They intended the People govern themselves through their State Militia service. All these functions ofbthe CDC, Homeland Security, BATF, BLM, FBI & etc. could and should be effectively performed by the citizens as part of their Militia duty.
