Phnom Penh (AsiaNews) – Trafficking in children, fraud and corruption are undermining the adoption process in Cambodia, this according to the Cambodian League for the Promotion and Defence of Human Rights (LICADHO), a Phnom Penh-based NGO.
The League recently released information showing how traffickers acquire children destined for the international adoption market. Their investigation illustrates how middlemen approach poor women promising them large sums of money and well-paying jobs if they hand their children over on a "temporary basis" to child welfare centres.
According to the information middlemen tied to adoption agencies pay on average US for a newborn and US-100 for older children so that they can be resold to foreign couples for sums ranging from US00 to 20000. At times, middlemen take children by force.
Father Alberto Caccaro, PIME missioner in Phnom Penh, corroborated these dramatic findings to AsiaNews. "It's true, trafficking in minors is a widespread practice in the country." To confirm it, Father Caccaro said he had recently visited a woman living with AIDS who after leaving the hospital found that one of her three daughters was missing. An aunt had sent her daughter "to work" in Malaysia and has not be heard from ever since. It is likely that the girl was sold or set to work as a prostitute.
In 2001 the US stopped adoptions from Cambodia to curb trafficking. France, the Netherlands, Switzerland and Belgium followed suit in 2002. The United Kingdom suspended all adoptions in June of this year after discovering a scam in fake official adoption papers.
Blocking adoptions cannot however solve the problem on its own said Father Caccaro for whom it has much deeper roots. "We must ask ourselves why western families want to buy a child. Children are a gift, but having children is too often seen as a right that can be bought" he said. "In Phnom Penh's big hotels it is possible to see foreign couples, sometimes gay couples, who a few days after arriving in town leave with a child."
Selling children is a sign of a profound malaise in Cambodian society, Father Caccaro believes. "Notions such as 'lawfulness' and 'respect for human life' have shallow roots in Buddhist Cambodia. In such a poor society (almost one in two Cambodians lives with US a day) selling or prostituting children is seen as a normal way of surviving," he added.
For Children's rights experts the Cambodian government must fix the legislative framework that governs adoptions. In June 2000 Cambodia's Prime Minister Hun Sen did halt adoptions after it became known that some middlemen were buying children from parents. The following year the government followed up by adopting a decree regulating adoptions. Never the less, the country still lacks specific legislation in this area.

U.S. Secretary of State Hillary Clinton has thrown her support behind the U.N. human rights office in Cambodia, and also addressed the issue of Cambodia's debt to the United States during a visit to Phnom Penh as part of two-week long tour of Asia.
The Cambodian government wants the United Nations to close its human rights office here. But Secretary Clinton defended the office Monday, calling it "a valuable resource."
"It provides technical assistance to the government," Clinton said. "It also works with these NGOs [non-governmental organizations] that are in Cambodia, both Cambodian NGOs and international NGOs on a variety of concerns including human rights, trafficking in persons, and the rule of law." Clinton added, "So, the High Commissioner's office is active in ways that we think are very complementary to what the Cambodian government is committed to doing, and we think the work is important and we would like to see it continue."

Since last year, when Assemblyman Dov Hikind invited his radio show listeners to discuss an explosive topic — sexual abuse of children in the Orthodox Jewish community — he says he has collected more than 1,000 complaints and the names of 60 accused sexual predators.

Satan, the “Great Accuser,” has been unleashed against the bishops of the Church, Pope Francis said Tuesday, in a thinly veiled reference to the former Vatican nuncio to the United States.
The former nuncio, Archbishop Carlo Maria Viganò, recently accused a number of prelates of dereliction of duty in dealing with clerical sex abuse and claimed that the pope had rehabilitated serial abuser Cardinal Theodore McCarrick, elevating him to a position of influence despite knowledge of his misdeeds.
In an 11-page testimony published on August 25, Viganò alleged that he had personally informed Pope Francis in 2013 of the serial homosexual abuse perpetrated by Cardinal McCarrick, along with sanctions imposed on his ministry by Pope Benedict XVI, and yet the pope lifted those sanctions and involved McCarrick in the naming of future bishops.
“The Great Accuser, as he himself tells God in the first chapter of the Book of Job, roams around the earth looking for someone to accuse,” Francis said in his morning homily at Mass in the chapel of the Santa Marta residence in the Vatican.
In these times “it seems that the Great Accuser has been unleashed and has it in for the bishops,” the pope said.
“It is true, we are all sinners, we bishops,” he said, but the Great Accuser “seeks to unveil sins so that they may be seen, to scandalize the people.”
Despite the pope’s frequent calls for transparency and accountability for those responsible for committing or covering up sex abuse, he seemed to suggest Tuesday that the former nuncio had behaved like Satan by making public the errors of his brother bishops.
When asked about these allegations shortly after their publication, Pope Francis dodged questions from reporters, telling them to read the accusations and make their own assessment of their credibility.
On the papal plane returning from Ireland in late August, a journalist asked the pope if it were true that the papal nuncio had explicitly informed him in 2013 of sexual abuse perpetrated by Cardinal McCarrick and subsequent sanctions imposed on him by Pope Benedict XVI.
Pope Francis acknowledged having read the statement but refused to confirm or deny the allegations. “I won’t say a word about this,” he said.
Since then, a number of bishops have criticized the pope’s “no comment” media strategy, insisting the allegations are very serious and that Francis has the duty to clarify the facts to provide the “accountability” for which he himself has called.
Certain news reports from early in the Francis pontificate would seem to lend credence to charges that the pope gave McCarrick a new lease on life shortly after his election.
In a 2014 article in the Washington Post, journalist David Gibson said that McCarrick was “one of a number of senior churchmen who were more or less put out to pasture during the eight-year pontificate of Benedict XVI.”
“But now Francis is pope, and prelates like Cardinal Walter Kasper (another old friend of McCarrick’s) and McCarrick himself are back in the mix, and busier than ever,” Gibson wrote.
“Francis, who has put the Vatican back on the geopolitical stage, knows that when he needs a savvy back channel operator he can turn to McCarrick,” he said.

German Catholic Church abused thousands of children, rape in every 6th case – leaked study

An explosive report on Catholic child sex abuse in Germany has been leaked by two leading German news outlets, revealing that as many as 3,677 people were abused by clergy between 1946 and 2014.
Spiegel Online and Die Zeit said the report they obtained concluded that the majority of victims were boys aged 13 or younger, 969 of whom were altar boys. The study, commissioned by the German Bishops Conference, was conducted by three universities and was not due to be revealed until the September 25 conference.
According to the leaked research, every sixth case was a rape and at least 1,670 clergy were involved. Many of the priests caught abusing had recently been transferred to other parishes and a mere one-third of accused members of the clergy were investigated by the Catholic Church.
According to research by experts from the Universities of Giessen, Heidelberg, and Mannheim, the actual number of victims was likely much higher, as researchers were not allowed access to the original church files. Instead, they had to give questionnaires to the dioceses, which then provided information.
Der Spiegel, quoting from an executive summary that is included in the leaked official report, wrote that there was evidence that some files and archives had been “destroyed or manipulated.” It also said that those accused of child abuse, primarily priests, were relocated to unsuspecting new congregations which had not been informed about the previous allegations made against them.
The explosive report is hardly the first of its kind to shine a light on the rampant sexual abuse occurring in the Catholic Church. Last month, an investigation in the US found that more than 1,000 children had been abused by about 300 priests in Pennsylvania alone.

One young athlete, a 16-year-old honors student aiming for a law career, began cutting advanced chemistry and math classes to avoid a track coach who raped her repeatedly in his office at Simeon Career Academy. Even after he was arrested, “she didn’t know if she wanted to go to school any more. She told me she felt alone. … She talked about suicide,” Simeon Principal Sheldon House testified at the coach’s 2016 criminal trial.
At Hubbard High School, Kyana Aguilar was 17 when she reported a security guard for groping her buttocks and breast. “I trusted him because he worked at the school,” she told the Tribune. “He was an ordinary person who violated me. It could happen to anyone.”
Aguilar is now 21, and the guard is behind bars. Still, she said, “there are some nights where I think about it and can’t sleep. It still haunts me.”
The exact number of cases in which school workers sexually assaulted students remains elusive, in part because CPS does so little to understand and tackle the problem. The district acknowledges that it does not track child abuse by its employees in a consistent or formal manner.
After the Tribune threatened to file a lawsuit to force public disclosure of basic CPS documents and data related to sexual misconduct, the district acknowledged that its Law Department had investigated 430 reports that school employees had sexually abused, assaulted or harassed students since 2011.
In 230 of these cases, or more than half, investigators found credible evidence of misconduct, the district said.
But CPS supplied only raw numbers — revealing nothing about what happened or which schools were involved.
To better quantify the frequency of abuse in Chicago’s schools, reporters obtained and analyzed Chicago police data on such crimes from 2008 through 2017. Police investigated 523 reports that children were sexually assaulted or abused inside city public schools during that 10-year period, or an average of one report each week, the data show.

A man by the name of Michael Parziale, contacted me on Twitter urging me to help spread the word about a memorial called Project Arc Angelo, you can also hear his interview on the Opperman Report. This memorial is being set up for a young boy who was murdered in a snuff film featured on Facebook. Child Sex-Trafficking Safe House In East Bay Used By Pimps As Recruiting Center
HAYWARD (KPIX) — The number of reported human-trafficking cases in California has skyrocketed 86 percent since 2012.
Social services agencies are struggling to provide help for a growing number of victims, many of them children. But a KPIX 5 investigation reveals that sometimes such help can backfire with tragic consequences.

It started off as any other morning, with Nitza’s daughter Anjelique going off to school. But the troubled 12-year-old had a different plan. This was the day she was going to run away from home.
“I get a call from her school stating that she ran off the bus as soon as she reached the school — and was gone,” said Nitza.
Anjelique’s grandmother made fliers, posting photos of the missing child all over the Bay Area. “I was going through anger, confusion, just fearing the unknown,” said Nitza.

Police ended up finding Anjelique but they didn’t bring her back to her mother. Instead they dropped her off at Alameda County Social Services’ assessment center in Hayward. It’s where children at risk are first taken to safety. But Nitza says, for Anjelique, it was the opposite.
The family says Anjelique made friends with a teenage girl on that very first night at the shelter, who took her to a nearby motel. That’s where the family says she first got lured into the sex-trafficking pipeline.

“It doesn’t surprise me,” said Christopher Watson. A counselor with Bay Area Women against Rape, Watson works with sexually exploited children and has helped Anjelique through her struggles. “This is not just California, it’s everywhere,” he said.”From our experience exploiters will go to places where they know that there are kids who are more susceptible to being exploited.”
He says, even though the county keeps the assessment center’s location a secret, pimps know exactly where it is and could potentially use children inside to recruit others.
“A lot of children when they are commercially and sexually exploited they are groomed by the exploiter to essentially become what we call a peer recruiter,” Watson said.
Over several days and nights we videotaped activity at the motel that Anjelique was taken to. It’s a busy place. We saw young women arriving in the evening. Others lingering at the doors of rooms. We watched various men visit those rooms. While others escorted women into cars, whisking them away only to bring them back hours later. And there always seemed to be someone on the lookout.
Up the street at the assessment center, no sign of activity. But Anjelique’s grandmother is convinced exploiters are lurking in the shadows. “So you think there are pimps that are waiting outside the assessment center?” we asked her. “I believe so. Otherwise how could it happen to Anjelique you know? She doesn’t know the area, She has never been by herself outside.”
“Ultimately state-law-wise, we can’t physically prevent them from leaving,” said Jodie Langs, director of policy and communication at the West Coast Children’s Clinic, a private company that runs the assessment center under contract with county Social Services.
Langs says peer recruitment is a problem and the staff has strategies for stopping it.
“If we have youth come in where there’s a concern that they are already being exploited and they might recruit other youth, our staff will staff that child, work with that youth separately, monitor interactions with other youth.”
“This is a girl whose life changed drastically because of where she stayed for a very short amount of time and how close a nearby motel was, pulling her into that pipeline, so she might’ve been better off not going to the assessment center. What do you say to that?” we asked Langs. Her response: “That’s a very good question. And I think that’s why it’s really important that we develop these alternative resources so that the assessment center is not the only option.”
But for Anjelique it was the only option. And that, her mother says, is unacceptable.
“Why would you put an assessment center literally walking distance from the stroll? From these hotel rooms? I don’t know whether it’s the law or whatever but that needs to change,” said Nitza.
Meanwhile, like countless other sexually exploited children, Anjelique’s pimps got her addicted to heroin. She’s now in a rehab facility.
