That seems like an obscenely low number to me.
You mean ventilators not respirators, right?.
Hospitals have low surge capacity and generally each hospital doesn't have dozens of ventilators on standby, they probably plan on running at 60-80% of their ventilator capacity.
I am just going by the article, so don't know.
They say CPAP machines might work for some people.
