Mr Bundy would probably be better off if he wasn't going around proclaiming others to be the owner of the land he is grazing on. If true that makes him and his cattle a trespasser. Why wouldn't he claim enough land to be satisfied with, legal notice, notices at courthouse, claim markers etc? That would make his land PRIVATE and not PUBLIC. The Federal Register notice affects only PUBLIC land. Then there could be a proper difference of opinion instead of a foregone conclusion and a predetermined outcome.
You're still of the opinion that said governments would recognizes Bundy's claim. Somehow I don't think they give a shit. Considering the BLM documents, as well as other sources connected to the Canamex highway system which is rumored to be connected to this land grab. They do not recognize private property. Making a claim as such doesn't stop sociopaths who make up the law as they go along.

NOTE: First, at the moment things are quiet here. 99% of the rumors on the internet are either blatantly false or wildly inaccurate. No strong presence of federal agents has been seen. Remnants of BLM’s recent sojourn here are still present, such as the lights they had put up at their “field-headquarters” and no doubt we are under surveillance of all kinds, but there is no overt, visible massing of federal law enforcement.
We are, however concerned that the domestic enemies of the Constitution that infest the federal government might try to take advantage of folks going home, and attempt to make a move on the Bundy family. We feel certain that they will want to try again at some point, perhaps in a different way, even perhaps by executing a dynamic entry raid to attempt to arrest the Bundys. And we have heard that this is being discussed, though I have not been able to directly confirm it. But it is a real risk.
Therefore, to prevent such a raid, or to at least throw a monkey wrench into any such plans and make it more difficult for them, we’re doing the following:
1: We are calling on all Oath Keepers who can possibly get here to come to the Bundy Ranch to serve as volunteers on an ongoing, rotating watch. That is not because there is any great emergency, but is a preventative measure – sort of like doing a rotation on the DMZ.
I am urging each and every Oath Keepers member who can, to get here and spend a bit of time to ensure that the Bundys are not alone. We need boots on the ground. We want you here, standing watch, which is appropriate for us Oath Keepers since our motto is “Not on Our Watch.”
We have six Oath Keepers here from New Hampshire (one of whom – Jerry DeLemus – is now the head of security for the ranch). We have one woman, Lori Storm, who drove down by herself from Nebraska, and one of our Board members from Nebraska, Steve Homan, is also here. We’ve got people here from Montana, Utah, Arizona, California, and Washington State. People are here from all over the country.
But people, however dedicated, will get burnt out and we need others to rotate in. We need you to step up and serve your turn on watch.
We are raising money to help with gasoline – just be sure to save all receipts for reimbursement.

And I can think of no better place to be on April 19 than on ground where modern patriots followed the example of the Founders and stood firm in defense of liberty. Like their forefathers before them who stood at Lexington and Concord, they refused to bend the knee to tyranny, and they stood their ground. And that spot of ground may go down in history as the birthplace of the next American Revolution, where the tide was turned, and the people stood up.

This is also about fellowship, family, and enjoying the land the Bundy family has been caring for for generations.

2: A rotating vigil of state legislators and current serving sheriffs at the ranch. This second part of our plan is a continuation of what we’ve already been doing. Oath Keepers helped facilitate a number of legislators from several Western States traveling to the Bundy Ranch this past week. Sheriff Mack’s Constitutional Sheriffs and Peace Officers Association (CSPOA.org) helped ensure that some real-deal constitutional Sheriffs were also present on the side of the Bundy family.
We will be continuing this effort and we need proactive Oath Keepers to help arrange a steady stream of State and County officials to rotate presence there so that the idiot government will have to admit it’s ready to kill sitting elected public servants to assert its authority, or leave the Bundy family – and their cows – alone. Nevada Assemblywoman Michele Fiore, on Monday night, served the first vigil in the Bundy Ranch House (if only the Nevada Governor, Brian Sandoval, had a fraction of her integrity and courage. We wouldn’t need to be here).
And to support that “official” stream of State and County officials, as well as others with names of gravity, Oath Keepers’ general membership will also rotate into service there.
There is also some serious perimeter security and Oath Keepers CPTers who volunteer to help with the out-lying security in the desert will find this to be a great training exercise. Bring your gear. Consider this your Minute Man FTX. But however you come, do come. Oath Keepers will not be alone in this. Exclusive: Does Cliven Bundy Have Something Called “Prescriptive Rights”, Why The BLM May Be Afraid To Go To Court
In this ongoing story surrounding cattle rancher Cliven Bundy, there are a series of questions media has ignored. For instance, in the 20 years Bundy hasn’t been paying his fees, why hasn’t he been taken to court? Why this year, spend nearly $1,000,000 of taxpayer money to round up 400 cattle that ultimately have to be returned? Why didn’t the BLM just place a lien on the cattle rather than attempting to take them by force and then auction them off? The Bureau of Land Management has suffered a huge black eye this week because of their response to the Bundy situation. Perhaps though, there is a reason the BLM chose force over the courts.
In an exclusive interview with Benswann.com, Montana cattle rancher Todd Devlin says the BLM is now considering new ways of dealing with the Cliven Bundy situation. Devlin, is not just Montana cattle rancher but is also a County Commissioner in Prairie County Montana and he has worked with the Department of Interior, having taught workshops for the agency in the past. Monday, Devlin reached out to his contacts in the Department of the Interior to find out why the Bureau of Land Management has refused to work with Bundy rather than simply attempting to run over him.
Among the questions Devlin asked of the BLM, “Is it possible that this guy (Cliven Bundy) has prescriptive rights?” The response from top officials at the BLM, “We are worried that he might and he might use that defense.”
So what exactly are prescriptive rights? Prescriptive right to property is an easement that gives some one the right to use land owned by someone else for a particular purpose. An example is using a path through Party A’s land to get to your land, a prescriptive easement is allowed which gives the user the right to get to his land through A’s property.
In most states, if a trespass or use of land occurs regularly for at least 5 years without the “owner” of the land taking legal action, prescriptive rights come into play. Because Bundy stopped paying his grazing fees to the BLM in 1993 but continued to use the land for over 20 years, it is possible he now has prescriptive rights to the land. That might explain why the BLM has not taken this issue to court and never bothered to file a lien against the cattle.
Granted, there have been court actions over the years. In 1998 a federal judge issued a permanent injunction against Bundy, ordering him to remove his cattle from the federal lands. He lost an appeal to the San Francisco 9th Circuit Court of Appeals. Yet, the “trespass cattle” remained on the BLM land. In fact, it took until August of 2013 for a court order to be issued saying Bundy had 45 days to remove his cattle from federal land. 15 years went by from the time of the last court case over the cattle until the BLM attempted to remove the livestock.
Of course, Bundy has not made the claim that he will not pay the fees, he simply says he will not pay those fees to the BLM because he doesn’t recognize federal authority over the land. Bundy has said that in the past, that he would pay fees to Clarke County, Nevada, though Clarke County has refused to accept them. The BLM has insisted that Bundy owes $1.1 million dollars in grazing fees for his trespass cattle.
“The actual number is probably around $200,000. The $1.1 million claimed by the BLM is probably mostly interest and penalties for trespass cattle.” says Devlin, who goes on to say that it is unlikely that Clarke County would be able to collect those penalties.
When Devlin reached out to the BLM, he suggested that the federal agency just allow Bundy to pay the fees to the county rather than continuing with these aggressive tactics to confiscate his cattle.
“Why don’t you just let him pay them there (Clarke County)? I got a call back from the liaison saying ‘Yes, pursue it.’” Devlin reached out to contacts in Nevada to get that process moving forward. If that were to happen, Clarke County could collect the grazing fees and if it desired to do so could hand those fees over to the BLM.
Finally, Devlin says instead of allowing the situation with Bundy’s cattle to grow completely out of control, the BLM could have simply placed a lien on the cattle in the first place. Of course, that lien might have been rejected in court if Bundy were able to demonstrate those prescriptive rights. Then again, the courts so far have sided with the government, therefore it is even more baffling why the lien wasn’t placed on the livestock.
Days after the BLM has claimed they will stand down, they are now reportedly considering a lien on the cattle,
“I asked why you didn’t put a lien against the cattle?” Devlin asked the BLM. “They hadn’t thought about that but they are considering it now”

Feds accused of leaving trail of wreckage after Nevada ranch standoff

The federal agency that backed down over the weekend in a tense standoff with a Nevada rancher is being accused of leaving a trail of wreckage behind.
Fox News toured the damage -- allegedly caused by the Bureau of Land Management -- which included holes in water tanks and destroyed water lines and fences. According to family friends, the bureau's hired "cowboys" also killed two prize bulls.
"They had total control of this land for one week, and look at the destruction they did in one week," said Corey Houston, friend of rancher Cliven Bundy and his family. "So why would you trust somebody like that? And how does that show that they're a better steward?"
The BLM and other law enforcement officials backed down on Saturday in their effort to seize Bundy's cattle, after hundreds of protesters, some armed, arrived to show support for the Bundy family. In the end, BLM officials left the scene amid concerns about safety, and no shots were fired.
The dispute between the feds and the Bundy family has been going on for years; they say he owes more than $1.1 million in unpaid grazing fees -- and long ago revoked his grazing rights over concern for a federally protected tortoise. They sent officials to round up his livestock following a pair of federal court orders last year giving the U.S. government the authority to impound the cattle.
The feds, though, are being accused of taking the court orders way too far.
On a Friday night conference call, BLM officials told reporters that "illegal structures" on Bundy's ranch -- water tanks, water lines and corrals -- had to be removed to "restore" the land to its natural state and prevent the rancher from restarting his illegal cattle operation.
However, the court order used to justify the operation appears only to give the agency the authority to "seize and impound" Bundy's cattle.
"Nowhere in the court order that I saw does it say that they can destroy infrastructure, destroy corrals, tanks ... desert environment, shoot cattle," Houston said.
Bundy's friends say the BLM wranglers told them the bulls were shot because they were dangerous and could gore their horses. One bull was shot five times.
But Houston said the pen holding the bull wasn't even bent. "It's not like the bull was smashing this pen and trying tackle people or anything," he said. "The pen is sitting here. It hasn't moved. No damage whatsoever. Where was the danger with that bull?"
Plus he said BLM vehicles appear to have crushed a tortoise burrow near the damaged water tank. "How's that conservation?" he asked.
The BLM has not yet responded to a request for comment on these allegations.
Bundy has refused to pay the grazing fees or remove his cattle, and doesn't even acknowledge the federal government's authority to assess or collect damages.
The bureau has said if Bundy wasn't willing to pay, then they would sell his cattle.
However, there was a problem with that plan -- few in Nevada would touch Bundy's cattle for fear of being blacklisted.
"The sale yards are very nervous about taking what in the past has been basically stolen cattle from the federal government," Nevada Agriculture Commissioner Ramona Morrison said.
Documents show the BLM paid a Utah cattle wrangler $966,000 to collect Bundy's cattle and a Utah auctioneer to sell them. However, Utah Gov. Gary Herbert refused to let Bundy cattle cross state lines, saying in a letter: "As Governor of Utah, I urgently request that a herd of cattle seized by the Bureau of Land Management from Mr. Cliven Bundy of Bunkerville, Nevada, not be sent to Utah. There are serious concerns about human safety and animal health and well-being, if these animals are shipped to and sold in Utah."
That letter was sent three days before the BLM round-up, which is why the cattle were still being held Saturday in temporary pens just a few miles from Bundy's ranch. Morrison says BLM was sitting on cattle because it had no way to get rid of them -- setting up a potential tragedy as orphaned calves were not getting any milk and feed costs were about to skyrocket.
The showdown is far from over. The BLM says it will "continue to work to resolve the matter administratively and judicially," though Bundy still doesn't recognize federal authority over the federal lands that he continues to use in violation of a court order. The federal judge who issued that decision says Bundy's claims "are without merit."
That order from October 2013 says Bundy owes $200 per day per head for every day he fails to move his cattle. That amounts to roughly $640 million in damages owed to the federal government for illegally grazing his cattle.

Why The Other Ranchers Support Cliven Bundy – statement from Kena Lytle Gloeckner, Nevada rancher
There have been a lot of people criticizing Clive Bundy because he did not pay his grazing fees for 20 years.
The public is also probably wondering why so many other cowboys are supporting Mr. Bundy even though they paid their fees and Clive did not.
What you people probably do not realize is that on every rancher’s grazing permit it says the following:
“You are authorized to make grazing use of the lands, under the jurisdiction of the Bureau of Land Management and covered by this grazing permit, upon your acceptance of the terms and conditions of this grazing permit and payment of grazing fees when due.” The “mandatory” terms and conditions go on to list the allotment, the number and kind of livestock to be grazed, when the permit begins and ends, the number of active or suspended AUMs (animal units per month), etc.
The terms and conditions also list specific requirements such as where salt or mineral supplements can be located, maximum allowable use of forage levels (40% of annual growth), etc., and include a lot more stringent policies that must be adhered to.
Every rancher must sign this “contract” agreeing to abide by the TERMS AND CONDITIONS before he or she can make payment.
In the early 90s, the BLM went on a frenzy and drastically cut almost every rancher’s permit because of this desert tortoise issue, even though all of us ranchers knew that cow and desert tortoise had co-existed for a hundred+ years.
As an example, a family friend had his permit cut by 90%. For those of you who are non ranchers, that would be equated to getting your paycheck cut 90%.
In 1976 there were approximately 52 ranching permittees in this area of Nevada.
Presently, there are 3. Most of these people lost their livelihoods because of the actions of the BLM.
Clive Bundy was one of these people who received extremely unfair and unreasonable TERMS AND CONDITIONS. Keep in mind that Mr. Bundy was required to sign this contract before he was allowed to pay. Had Clive signed on the dotted line, he would have, in essence, signed his very livelihood away. And so Mr. Bundy took a stand, not only for himself, but for all of us.
He refused to be destroyed by a tyrannical federal entity and to have his American liberties and freedoms taken away. Also keep in mind that all ranchers financially paid dearly for the forage rights those permits allow – – not rights to the land, but rights to use the forage that grows on that land.
Many of these AUMS are water based, meaning that the rancher also has a vested right (state owned, not federal) to the waters that adjoin the lands and allow the livestock to drink. These water rights were also purchased at a great price. If a rancher cannot show beneficial use of the water (he must have the appropriate number of livestock that drinks and uses that water), then he loses that water right. Usually water rights and forage rights go hand in hand.
Contrary to what the BLM is telling you, they NEVER compensate a rancher for the AUMs they take away. Most times, they tell ranchers that their AUMS are “suspended,” but not removed. Unfortunately, my family has thousands of “suspended” AUMs that will probably never be returned. And so, even though these ranchers throughout the course of a hundred years invested thousands(and perhaps millions) of dollars and sacrificed along the way to obtain these rights through purchase from others, at a whim the government can take everything away with the stroke of a pen. This is the very thing that Clive Bundy single-handedly took a stand against.

Why One Man Traveled Almost 3,000 Miles To Take On The Federal Government At A Ranch In Nevada

In early March, the Bureau of Land Management sent a letter to cattle rancher Cliven Bundy informing him they intended to impound his "trespass cattle," contending he owes more than $1.2 million in fees. On April 5, they started rounding up the cattle on his property. Since then, his story has become a cause for conservative activists frustrated with the federal government. The plight has attracted numerous activists to his property, and the conflict between Bundy's supporters and federal officials exploded onto the national scene last weekend.
Days after agents with the Bureau of Land Management ended their effort to round up Cliven Bundy's cattle to ease mounting tensions, the showdown between the rancher and the federal government is still attracting armed conservative activists from around the country to a dusty stretch of land about 80 miles east of the Vegas Strip.
Last Tuesday, as he started to read more and more about the situation on The Drudge Report, Jerry DeLemus decided to give Bundy a call.
They spent more than an hour on the phone. "What do you need?" said DeLemus, who was calling from some 2,700 miles away in Dover, N.H.
"I need help," Bundy told him. "I need bodies."
"I'm coming," DeLemus said.
It was as simple as that, DeLemus told Business Insider Tuesday. Soon, he began the long drive in his truck. His son; his friend, Jack; and Jack's son accompanied him on the cross-country trip. All in all, it took 41 hours across a three-day span. They began driving at 5:30 a.m. last Thursday and made it there by Saturday afternoon. They barely took any breaks.
This Wednesday, DeLemus remains in Nevada. He is now running the makeshift "militia" of conservatives protecting the ranch, some of whom are armed with handguns and rifles. DeLemus said about 100 conservative activists are still there, three days after federal agents returned hundreds of cattle they had taken from the ranch.
To DeLemus and these other activists, the Bundy ranch standoff is one of their most important fights yet over what they consider to be an oppressive federal government.
"We are willing to give our lives," he said in a phone interview.
Bundy's fight with the federal Bureau of Land Management dates back to 1993, when the BLM eliminated livestock grazing in the area, citing protection of an endangered tortoise species.
That was when Bundy decided to stop paying grazing fees. And now, the agency says he owes more than $1.2 million in fees. A federal judge first ruled in 1998 that Bundy was trespassing on federal land. Last year, a federal judge ruled the agency could remove the cattle. The BLM, among others, says Bundy is breaking the law.
But activists view the situation in terms of a dispute over states' rights and an oppressive federal government. It was a major topic of conversation among conservative activists last weekend in New Hampshire, where the grassroots groups Americans for Prosperity Foundation and Citizens United hosted the Freedom Summit. It was there that Business Insider met DeLemus' wife, Susan, who said he had been inspired by "freedom."
"Lawlessness," DeLemus said of the situation. "You look that up in the dictionary, and you'll see the definition of our government right beside it. They all are. Congress, both houses, and the White House."
Despite the retreat of the BLM, which cited "escalating tensions" when it returned the cattle to Bundy, DeLemus and many others there have no plan to leave anytime soon.
"You s---in' me?" he said, when asked if he was planning to head back to New Hampshire.
They, and the Bundy family, do not believe their fight with the federal government has ended. Senate Majority Leader Harry Reid, the senior senator from Nevada, said Monday the situation was "not over," citing Bundy's apparent violation of federal law. BLM spokesman Craig Leff told CBS News the agency would now seek to resolve the situation "administratively and judicially," but was unclear on the specific next steps.
Bundy, DeLemus, and the other activists, however, might face another, more unexpected hurdle. They have failed to see much support from some prominent conservatives, who are far from unified in their opinions on the situation.
Daily Caller editor Tucker Carlson said on Fox News Monday that, while Bundy was mistreated by the federal government, the land doesn't belong to him. Conservative host Glenn Beck warned conservatives against glorifying "the right's version of Occupy Wall Street."
DeLemus is an avid follower of Beck, having started up a local version of Beck's "9-12 project," comprised of nine principles and 12 values Beck says represent those of the Founding Fathers.
Though he said he actually agreed with some of the points made by Occupy Wall Street, DeLemus thinks there's a key difference here: The Bundy supporters are not being reactionary and "causing destruction." They are fighting for constitutional rights, he said.
His message to Beck and other skeptical conservatives: Come to Nevada and see the situation firsthand.
"Glenn doesn't know the whole story," DeLemus said. "He needs to come out here."

Any rational by Bundy that makes him a criminal by his own admission (such as his cows were grazing on property owned by others ... either the county or state) is an automatic looser. Why would you even bother to come up with a defense by which you lose automatically?
Here is another thought. Bundy's cows I presume are all branded. Not only are they his property but they are his servants or agents as well because he can be charged for their trespass. So how about adverse possession? He (through his grass eating agents) has occupied land adversely for over twenty years. We know it is adverse because the BLM has told him to get his cows off. Here he has an excellent claim to all the land that his agents have grazed upon. Seek title. In that event there is no trespass and he has a right to eject trespassers himself.

1.2.1. Project Background
The project area consists of approximately 802,571 acres ( 1,254 square miles) of public and federal land in the Gold Butte, Mormon Mesa, and Bunkerville Flats areas in the northeastern portion of Clark County, Nevada. For the purposes of an impoundment action, the area is divided into two sections, the closed Bunkerville Allotment and the New Trespass Lands. The closed Bunkerville Allotment consists of approximately 145,604 acres of federal land, of which 126,949 acres are public lands managed by the BLM, 6,959 are federal lands managed by the Reclamation, and 11,696 acres are National Park Service (NPS) lands within the Lake Mead National Recreation Area (NRA). There is currently no authorized grazing within the closed Bunkerville Allotment, as all grazing rights were purchased by Clark County and retired for the benefit and protection of the Mojave Desert tortoise (Gopherus agassizii), which is listed as threatened under the Endangered Species Act (ESA). The remaining acreage consists of the New Trespass Lands outside of the closed Bunkerville Allotment, of which 451, 775 acres are BLM, 20, t 23 acres are Reclamation, and t 85,069 acres are NPS lands. State, local government, and private lands are scattered throughout the project area. A map depicting the project area can be found in Appendix A.
In 1998, the United States (U.S.) initiated legal proceedings seeking injunctive relief from Cliven Bundy's trespass grazing on the closed Bunkerville Allotment. On November 4, 1998, the U.S. District Court for the District of Nevada permanently enjoined Bundy from grazing his cattle within the closed Bunkerville Allotment. Bundy appealed the District Court's decision to the U.S. Ninth Circuit Court of Appeals, which affirmed the permanent injunction and ordered the removal of cattle from the closed Bunkerville Allotment. Bundy did not comply with the permanent injunction or with a 1999 order enforcing the injunction. The most recent federal Court actions are as follows:
• Bunkerville Allotment: October 2013 - Federal District Judge Larry Hicks ordered Cliven Bundy to remove his trespass cattle from public land inside the closed Bunkerville Allotment.
• New Trespass Lands: July 2013 - Federal District Judge Lloyd George ordered Cliven Bundy to remove his trespass cattle from public land outside the former Bunkerville Allotment.
Despite the recent court orders, i.e., the permanent injunction issued by Judge George and the order to enforce the prior injunction by Judge Hicks, Bundy has continued to place or allow his cattle to graze within the closed Bunkerville Allotment and New Trespass Lands. In 2011, 2012, and 2013, the BLM conducted comprehensive counts of trespass cattle and documented that Bundy's cattle are grazing in the closed Bunkerville Allotment as well as the New Trespass Lands including parts of the Gold Butte Area of Critical Environmental Concern (ACEC) and the Lake Mead NRA. The grazing trespass is occurring within critical desert tortoise habitat, designated Wilderness, and has damaged vegetative, soil, and archeological resources. The BLM (together with the NPS) has exhausted all other administrative options to try to resolve this long-standing trespass, and is left only with the option of impounding the trespass cattle as authorized by the Court's order.
2.1. Description of the Proposed Action
The Proposed Action consists of four components as discussed below:
Temporary Land Closure:
The BLM is proposing to limit public access through the temporary closure of public lands in the Gold Butte, Mormon Mesa, and Bunkerville Flats areas in the northeastern portion of Clark County, Nevada. As discussed above, the temporary closure of NPS and Reclamation lands that may be impacted by the Proposed Action will be evaluated in separate NEPA documents prepared by these agencies. The proposed temporary closure would limit public use of public lands within the Gold Butte, Mormon Mesa, and Bunkerville Flats areas during impoundment operations. State, local government, and private lands would not be subject to this temporary land closure and
the BLM will maintain access for valid land owners and Right-of-Way holders.
Temporary closure of public lands would be announced by a Temporary Closure Notice published in the Federal Register. Roads leading into the lands under notice would be posted to notify the public of the closure. The closure notice would be posted on the BLM web site, and the public rooms at the BLM Nevada State Office and the SNDO.
Inclusive of lands managed by the BLM, within the legal description as follows:

Without this temporary closure, the public could intentionally or inadvertently enter public lands in proximity to the impoundment operation and endanger themselves, as well as federal agency and contractor personnel. The proposed closure would be temporary in duration, would be limited to the period of impoundment operations, and would not affect all of the public lands within the project area simultaneously. Enforcement of the temporary closure by law enforcement personnel will be limited to certain geographic areas as determined by Incident Command staff, within the overall closure boundary, for the safety of the public, federal employees, and contractor personnel, as well as for the success of impound operations. Areas temporarily closed to public access will be posted at main entry points into each closure area with signs as well as copies of the temporary closure notice.
Under the Proposed Action, public access to the areas where active impound and holding operations are taking place will be limited to specifically scheduled and escorted media visitation days when authorized members of the media will be allowed to view the operation, as well as where the trespass cattle are being temporarily held following impound.
To allow for transparency and to provide members of the public a place to express their views about the impoundment, a media observation site and first amendment site will be set up as part of the operation:
• A First Amendment Area will be set up in an existing disturbed area along State Route 170 at the intersection with New Gold Butte Road for individuals to express their First Amendment rights. Maps will be available to the site. Caution signs will be posted on BLM public lands to caution drivers of pedestrians. Public Information Officers (PI Os) will not be on-site at this location, however, law enforcement will staff as appropriate.
• A media information and interview area will be located approximately two miles south from the intersection of exit 112 (for State Route 170) and Interstate 15, where State Route 170 and a powerline dirt road intersect. PIOs, Agency Administrator(s), and/or Incident Commander(s) will be available daily to provide media interviews. This location will serve as primary point for media to conduct in-person interviews. Staffed times will be flexible based on media interest and return times of media from observation tours.
• If media visitation days are scheduled, escorted media viewing opportunities will be made available for BLM/NPS credentialed media during the impoundment operation. The goal is daily access; however, operations may preclude this on rare occasions. Media opportunities will be announced via media release and online. Credentialed media will travel in their own vehicles, lead by a law enforcement officer(s) and followed by PIO vehicle. All media will enter and depart site at the same time. The designated viewing site will offer an opportunity for media to obtain b-roll video and/or take photos of impound operations. This is not an open tour but a place where they can shoot a scene with the impoundment as a backdrop. No live/satellite trucks will be authorized. PIO will staff site and provide numbers, contact information, be on hand if an issue arises and keep media company. Full-scale interviews will not be given on site and contact information will be given for media information/interview area.
Placement of Temporary Corrals and Primary Holding/ICP Area:
The BLM will place up to six temporary pens and corrals, on public and other federal lands where trespass grazing is currently occurring, for the capture and holding of trespass cattle. These corrals will be located in previously disturbed locations and no new roads will be constructed. Once captured, cattle will be transported to and will be held and shipped out of a primary holding area and ICP, which will also be located in a previously disturbed area. No new disturbance is anticipated as a result of setting up temporary corrals, holding pens, and the ICP. Cattle being held in the temporary corrals will be fed only weed-free hay and water will be supplied via stock troughs that will be fi !led by a water tanker. Water from springs and other area water sources will not be used for this project.
Currently, there are three proposed locations for temporary corrals, as follows:
• Gold Butte Town Site Trap Site (BLM)
• Devil's Throat Trap Site (BLM)
• Overton Beach Trap Site (NPS)
Up to three additional temporary corral sites, that have yet to be determined, may be established in existing disturbed areas as necessary to facilitate capture and impoundment of trespass cattle. The ICP and holding/shipping pens will be located north of Interstate 15 at the Toquap Wash Sand & Gravel Pit.
Impoundment of Trespass cattle:
The impoundment operation includes the authorized use of helicopters to herd trespass cattle from various portions of the project area. BLM employees and contractors working on horseback or driving motor vehicles within the impoundment area will assist the helicopters in rounding-up and pushing cattle to the temporary corrals. Operational use of motor vehicles, including trucks
and off-highway vehicles (OHVs), by agency and contractor personnel will be limited to existing designated routes only. Any off-route and/or cross-country activities will be on horseback or foot. The impoundment/capture crew will utilize two helicopters to assist in driving the cattle. The helicopters will only land in previously disturbed locations on BLM land, except in the case of an emergency. No new disturbance is anticipated as the result of motor vehicle use as part of the Proposed Action.
Impoundment operations would take approximately 17 days; however, operations may last longer due to the following factors:
• The area where trespass cattle may be located spans approximately 802,570 acres.
• Elevation in the project area ranges from 1,000 ft - 5700 ft, and terrain includes rugged mountains, valleys, and thick vegetation.
• Cattle in some cases will be driven by horse 5- l 0 miles to the nearest trap site and then trailered up to 60 miles to the holding facility on unimproved roads.
• Cattle along the Virgin River will require additional time to impound due to thick vegetation and private land parcels that will be avoided during the operation.
Removal of Range Improvements:
The BLM will remove structures and installations associated with cancelled range improvements located on public lands within the project area. Examples of range improvements to be removed include corrals, fences, and water improvements such as pipelines, troughs, earthen water impoundments, and spring boxes.
Range improvements that have been previously determined to be of historical significance by a BLM Archeologist will not be removed as a part of the Proposed Action. In addition, any improvements directly associated with a valid state-adjudicated water right (i.e., well casing), will not be removed.

<National Report>Mesquite, Nevada–The standoff in Nevada reached new heights this afternoon as armed federal agents began arresting militia members gathered to protest in support of Cliven Bundy.
In total, 16 protesters taking part in the rally are reportedly in custody and being held without bail on domestic terrorism charges, resisting arrest, creating a public nuisance, and trespassing. County and city officials in the area have not yet released a statement on the arrests or the names of those arrested. Early reports indicate that protesters were verbally and physically abused prior to being arrested. Communications have been difficult and local media outlets are scrambling for more details.
Federal agent Paul Horner, a 14-year veteran of the force, spoke with National Report by phone and had this to say: “Under direct orders from the FBI and the DOJ, on behalf of the BLM, we have infiltrated the crowd with armed undercover agents. The agents are collecting intel and coordinating that information with drones that are also overseeing the disturbance. In addition, we have positively identified approximately 85% of the crowd and are running background checks for previous violations, warrants, etc. License plate numbers of protesters are being collected and entered into the national database as well. These right-wing extremists pose a serious threat to the safety of the operation and we have orders to make arrests and confiscate firearms.”
Don Campbell, a participant in the protest stated, ”I haven’t seen anything like it in my life. The protesters seem to have been minding their business and those agents did not appear to be local guys.” When asked to describe the victims, Mr. Campbell replied “two of them were middle-aged ladies and one of them appeared to be a teenage boy. The other three were heavier set middle-aged white men.” According to Campbell, the officers were taking turns ridiculing the victims and at one point even pepper-sprayed two of the older men before placing them in flex-tie restraints and escorting them to nearby squad cars. Don referred to the scene as “modern-day fascism” and suggested the officers may have been federal agents sent directly from the Obama Administration in an attempt to silence opposition.
Earlier today news broke of a federal investigation by Darrell Issa into the involvement of President Obama and Harry Reid in the land grab.

Issa Launches Federal Investigation Into Obama/Reid Involvement in BLM Land Grab

<National Report>Washington, DC–While Cliven Bundy’s decades long battle against the federal government over grazing rights on his Nevada ranch continues, news from the nation’s capital has confirmed that Rep. Darrell Issa, chairman of the House Oversight and Government Reform Committee, has launched a full federal investigation into President Obama and Senator Harry Reid’s involvement in the attempted land grab by the Bureau of Land Management (BLM).
In a Fox News interview aired today, Issa told Gretchen Carlson that he has launched an investigation to find out what exactly was Obama and Reid’s involvement in the siege of the Bundy Ranch. Issa went on to reference a 2010 memo titled “Internal Draft – NOT FOR RELEASE” that appears to lay the groundwork for such a seizure to take place. The memo reads, in part: “The areas listed may be good candidates for National Monument designation under the Antiquities Act; however, further evaluations should be completed prior to any final decision, including an assessment of public and Congressional support.”
According to a source within Issa’s office, who spoke with National Report on the condition of anonymity, “Rep. Issa is taking this issue very seriously. This scandal has the possibility of being a huge blow to the Administration and could overshadow recent scandals involving HealthCare.gov and Benghazi. This man [Obama] has repeatedly ignored the Constitution and initial reports show his hands all over this violation of Clive Bundy’s Constitutional rights. It is imperative we understand how much he knew about the violation of Bundy’s freedom to graze his cattle on Federal land and to what extent the deal Harry Reid’s son negotiated with the Chinese in order to build a solar farm on the land had to do with the final decision. We have what we believe to be the smoking gun in this investigation and subpoenas will be sent out and those responsible will be forced to testify in a court of law.”
Feds raided the ranch late last week under the guise of an unpaid land-lease dispute dating back to the late nineties and have been met with resistance from Bundy and local militia groups. Mainstream media outlets have been slow to cover the unfolding situation as to not embarrass the President. Fox News has devoted the most comprehensive coverage of the events and have sided with Bundy in defending his right to graze cattle on federal land without pay setting what could be a dangerous precedent in the region.
Issa is the Republican Party’s leading watchdog in the House. In 2012, Issa led the investigations into the attack on the Benghazi consulate and is currently embroiled in an investigation into politically-based targeting by the IRS.
