I'm thinking that the Canadians need to be studying up on Sun Tzu's The Art of War as well as establishing a cell structure (each cell consisting of 4-7 people, each cell member has a contact with (a) cell member(s) from one or two other cells and that's it), they definitely need to get a better handle on countering.
