Unless they restore exactly what they took, I would press charges. make a big fuss about it.
I made that mistake of being silent about a similar neighbor and she took advantage of me to the maximum. "I am a poor helpless woman stuck here in the rural woods with 2 kids".
I planted some tomatoes for her kids, she did not allow them to water them. Would go to local Chimart and load up the cart so full that things would fall out, all paid with food stamps.
That wasn't enough and she would lift things from my garden, in secret. Her kids told me. I spent a time digging it up and planting it.
These people are either residents from some ghetto or poor white trash. You have to be firm and show them the limits but at the same time, be careful as they can do you a lot of damage. For example turn you in if they see something going on.
You have to manage neighbors very carefully this way.
Best thing to do is to stay away from them as far as possible. Cannot be friends with poor white trailer trash.

This is a very trivial analogy but I think it shows the general mindset of a great deal of people.
I use a liquor box as a stool and it sits just outside for when I take a smoke break. We also put the other excess boxes out there too for whoever might want them. So, in bold magic marker I write DON'T TAKE on my sittin' box and keep it separated from the others. But people read it and still try and take off with it, they don't know I can see them as they look around. I love seeing their reaction when my deep sharp voice gets their attention. "Can't you read!? or do you just like stealin?"

Right. Some of the quotes above are incredibly naive. You cannot appease some people no matter what they do. They more you give them, the more they will hate you.
I had a neighbor like that once. Single mom with two kids. I played the role of "helping out" for about 2 years. Gave her rides to places (Broken car for years), fixing things, etc. Typical NJ ghetto transplant.
In the end she ended up stealing from my garden, I moved out for a while, she stole all the lawn furniture.
It doesn't matter what you do with your neighbors, they will not be appeased and will still find a way to steal something once you have to leave for a few days/weeks. You cannot reason with unreasonable people who are beyond help.
Their problem is not firewood or money, their problem is responsibility. By giving them stuff you would be acting as the enabler. I have done this for years only to hit a dead-end.
My thoughts exactly.

i dont have no one that lives that close to me but why not build a wood shed . i have one it nice to keep your wood in

the beauty of an 8x12 shed is that you can store a cord (or 2) of wood, and still have room for a garden tractor, 4wheeler, or whatever. Also helps raise the value of the property a little with a decent size shed that's well secured. maybe not much, but more so than some old bread truck rotting away in the back corner of the lot...lol
if you want the cheapest deterrent, some well placed signage, including one saying "premises monitored by video camera" will usually get the point across...
but at the end of the day, if they really want something, they're gonna find a way to get it...unless you're willing to sit on the back deck with a load of rock salt in a Berretta extrema2 shotgun all the time....lol

Cameras and a shotgun is the only thing that will protect you from your unwarm neighbors! Shoot them at a distance with a scoped rifle so you don't have to wash down your driveway!
