This is not a meme, just a miscellaneous true peculiar thing that happened recently.
Biden is shown in photo of him about to leave for Europe for some kind of duty of state. They used a fake background photo of him from apparently last year in full spring time.
The second photo is the way the White House and lawn looked the day before the photo.
Everything that comes out about Biden from the White House is just a cheap deception.
