The US Secret Service has been utilizing the same sort of bullet resistant suit coat for many years made with a bullet resistant fabric made in Japan. There is no blunt force trauma protection whatsoever so while the suit coat may *stop* penetration of the material it's going to hurt like hell. I've heard of a case of a US Army sargent who took a rifle shot to his steel rifle plate in the sandbox and he complained to another troop I know that he hurt for a month.
