There has been speculation of how the feudal system started in England. Faced with an enemy who had no scruples of seizing everything all the assets went to the crown who is then charged with protecting everyone. This forms a trust and the crown treats all property as theirs even after the threat is gone. Of course the purpose of the trust remains and the monarch is constantly vigilant and searching for a new enemy to justify it's existence. A hammer looking for a nail.
