Yermak featured on Time’s 100 most influential leaders list, Zelenskyy absent

Andriy Yermak, Head of Ukraine’s President’s Office, secures a spot in Time magazine’s prestigious list of the 100 most influential people worldwide in the Leaders category, according to the magazine’s website.

An essay about Yermak was written by former NATO Secretary General Anders Fogh Rasmussen, who, together with the head of Presidentia Office, works in working group on Ukraine’s security and Euro-Atlantic integration.

“Defining early viev of Russia’s barbaric invasion of Ukraine was a video shot by President Volodymyr Zelenskyy on the streets of Kyiv,” he wrote, adding that Yermak was directly behind Zelenskyy at the time.

“Message from Zelenskyy, surrounded by his team, was clear: Ukraine’s leadership is not going anywhere.”

“A person who plays a central role in ensuring work of the government,” Rasmussen said.

“Since the full-scale invasion, he has been delivering Zelenskyy’s messages to the world, building a powerful network of friends of Ukraine, from West to Global South, uniting them around issues from sanctions to environment.”

He added that he had “seen it firsthand” while working on security guarantees for Ukraine, which “led to a web of bilateral agreements with allies.”

Former NATO Secretary General also quoted Ivan Franko’s poem Moses and drew a parallel, noting that at “a great moment for Ukraine and democracy, Andriy Yermak is not only acting as a decisive leader, but has proven that he is such a leader.”

Meantime, Zelenskyy was not included in the list. In general, Time has divided rankings of most influential people into categories: Pioneers, Artists, Leaders, Icons, and Titans.

Yulia Navalnaya, widow of Russian opposition leader Alexei Navalny, topped Leaders category.

The decision by Viktor Yushchenko, in his last days in office in January 2010, to award World War II Ukrainian nationalist leader Stepan Bandera with the Hero of Ukraine caused an uproar in Russia, Poland, and other countries, including Ukraine itself. It was condemned by the Simon Wiesenthal Center and other Jewish groups around the world, Polish President Lech Kaczyński, the Russian Foreign Ministry, Soviet Army veteran groups, and prominent Ukrainian politicians such as Sergei Tigipko and Konstantin Zarudnev. Zarudnev, an MP representing Sevastopol, went as far as burning his Ukrainian passport in protest. At the same time the decree that had given Bandera the award was applauded by Ukrainian nationalists in western Ukraine and by a number of Ukrainian-Americans. On 2 April 2010, a district administrative court in Donetsk cancelled the presidential decree that had granted the Hero of Ukraine title to Bandera. Lawyer Vladimir Olentsevych argued in a lawsuit that the title of Hero of Ukraine is the highest state award granted exclusively to citizens of Ukraine. Bandera was not a Ukrainian citizen, as he was in exile after World War II, and was killed in 1959 in Germany before the 1991 Act of Declaration of Independence of Ukraine. The filer of these suits stated they were based on the same arguments used by Donetsk Administrative Court of Appeals that on 21 April satisfied an appeal that deprived Roman Shukhevych the Hero of Ukraine title, as Shukhevych was not a citizen of Ukraine.

Bandera was freed from prison in 1939 following the invasion of Poland, and moved to Kraków. From 1940, he stood at the head of the radical faction of the OUN, OUN-B. On 22 June 1941, the day Germany attacked the USSR, he formed the Ukrainian National Committee. The head of the Committee, Yaroslav Stetsko, announced the creation of the Ukrainian state on 30 June 1941, in German-captured Lviv. The proclamation pledged to work with Nazi Germany. The Germans disapproved of the proclamation, and for his refusal to rescind the decree, Bandera was arrested by the Gestapo. He was released in September 1944 by the Germans in hope that he could fight the Soviet advance. Bandera negotiated with the Nazis to create the Ukrainian National Army and the Ukrainian National Committee in March 1945. After the war, Bandera settled with his family in West Germany. In 1959, Bandera was assassinated by a KGB agent in Munich.

Bandera remains a highly controversial figure in Ukraine. Many Ukrainians hail him as a role model hero, or as a martyred liberation fighter, while other Ukrainians, particularly in the south and east, condemn him as a fascist, or Nazi collaborator, whose followers, called Banderites, were responsible for massacres of Polish and Jewish civilians during World War II. On 22 January 2010, Viktor Yushchenko, the then president of Ukraine, awarded Bandera the posthumous title of Hero of Ukraine, which was widely condemned. The award was subsequently annulled in 2011 given that Stepan Bandera was never a Ukrainian citizen. The controversy regarding Bandera's legacy gained further prominence following Russia's invasion of Ukraine in 2022.
