Also, look for "Enforcement" operations in the 406-420Mhz government allocation, most typically in pairs around 409Mhz/414Mhz. These may be trunked (P25) and/or encrypted. They will be local operations frequencies, and should be easy to pinpoint with readily available RDF tech.
In addition, they may use iTACS frequencies in the new 700Mhz allocation, for which the spec's are pretty tightly guarded, and INTEROP frequencies in the 809-820Mhz spectrum.
