After the fire, whether it is manmade nuclear or natural (super volcano, giant meteor), you'ld have enough debris in the atmosphere (new heaven), to plunge earth into an ice age (new earth). During the last ice age the survivors in Europe-Asia became a new species (Cro Magnon or Homo Sapiens Sapiens), only the most resourceful, forward planning and creative genes survived.

Nothing in world history has created the rate of rapid devolution like social security and the thought we are all equal. Even so genetic devolution is the norm during periods of stable and comfortable climate, as we had the last 10-15,000 years. When it changes, unless all are wiped out, the new race of super humans will be extraordinary, but I agree with you, the chance of it happening within our current environment and socio-political confines is next to impossible!
