There was no stopping hoards from the North at Rome and nowadays from the South.
Money would be better spent at bulding more aqueducts.
Not sure if the current President of Honduras was the one put in power after the coup or if it's a new guy. Just seems like they are always overthrowing leaders in Central America if they try to help their people. Lots of the leaders put in power by CIA after the coup usually come from School of Americas (torture training programs)

What happens in all these latin american countries is that they have what appear to be imoveable barriers in debt transfer between public and private debt.
That could easily be removed at any point and you'd have the equivalent of a New Spanish empire, but probably won't happen and just left to Narco controllers or whatever special permit each/any country is awarded by the intl. Banks.
