Senator Rubio asked a perfectly logical sounding question.

The interviewee, Gina K. Abercrombie-Winstanley, Chief Diversity and Inclusion Officer at the State Department, gives the perfect example of the ideal Democratic administration bureaucrat. Lots of abracadabra hand movements and lots of mumbo-jumbo words making absolutely no sense at all and of course never giving an intelligible answer.

I think the ostensible "answer" was something like 'we are able to identify and focus on the "underserved communities" because the State Department has made an administrative rule that has defined "underserved communities" and any entity that is not thus identified in the official regulation is not an "underserved community."
